The State Treasury is empty, and a draft j for one dollar is refused payment; the finan? cial officers of the government Unger in New York, while a swarm of hungry creditors clamor at the gates ol the capitol; the Oc? tober interest on the public debt remains unpaid, and by reason of this, and of the alleged over-issue of State bonds, the Co? lumbia banks decline to have any further j dealings in the securities of the State. This is a gloomy picture, but it is not j overdrawn. Besides what may have been fraudulently pnt upon the market, the Scott Government have contracted a bonded debt equal In amount, to the entire bonded debt of the State before the war. The annual State tax?e are increased from $400,000 a year to an average of more than quadruple that sam. In three years, tbe State and county taxes, as assessed, amount to nearly $6,000,000, as follows: Taxes of 1868, due 1869.$ 1.835,104 Taxes ol 1869, due 1870. 1,622,658 ? Taxes Ol 1870 due 1871. 2,265,047 Three years taxes.99,793,800 And yet there is nat a dollar in the State Treasury, the State bonds are sold at thirty cents on the dollar to satisfy importunate money-lenders, and Judges, school-teachers and other State officers are unable to obtain the salaries which are due them. Although millions are added to the public debt, although millions are collected in taxes, where hundreds of thousands should suffice, the.State is penniless, and ls utterly, and, it bray he, hopelessly bankrupt With almost oDlimitea means at their command, the State officers have failed to provide for the ordinary expenses of the government, And now they play their last cara. They give notice that the taxes for 1871 mast be paid before the 16th of January next That is to say, they require of the people in twelve months: The State end county taxes of 1870, due in 1871. ! fl. .. .$ 2,265,047 | Tho State and county taxes of 1871, mp de due also In 1871... 1,830,000 Fer one year.94.095,047 Adding the taxes of 1871 to th? tax levies of 1868, 1869 and 1870, already enumerated, we Dod that the whole amount collectable for State and county taxes, in the three years, 1869, 1870 and 1871,1s more than sereu and \ a half million dollars, viz: Assessment .863, 1869 and 1870... .$ 5,722,809, Assessment 1871..*. 1,830,0001 Total taxation payable in three years...'..$7,35a,80O | . To pot it in another shape, thoraxes col? lectable in three years are very nearly twice as much as the whole of the State debt at the breaking oat of the war. And while the State Treasury is empty and without credit, the county treasuries or many of them-are no better off. These county treasuries have received the enormous .taxes levie? for county purposes. In Charles? ton County the county tux for 1869 alone was $300,000. And yet Charleston Coun? ty pays not a cent of the large claims out? standing and long rrer-due. Col te ton ls bank? rupt Beaufort is bankrupt. Other coun? ties, doubtless, are in the same impecunious condition. Taxe3 are levied sufficient to pay the honest expenses of the State three and four times over, but the money does not go to tho public creditors. The hard-earned money of the people is wasted, given away and stolen. This is the situation ; and we see but one practical defensive measure which the people can a'Jopt. J taxes is a practical\measnre, which will bring out the truth, expose to the people, without disguise, the financial condition of the State, and protect them, in a large measure, from farther extravagance and frar l We caD, however, loy down these propositions: 1. The State is without money and without credit. 2. Financially, the State is so rotten, that the State officers cannot sell its bonds (?/ any are held which are not fraudulent in character,) and can? not borrow money upo their security. 3. Hundreds of State otlcem, c? high and low degree, are howling for their pay, and, when the Legislature me its, at the end of] this month, the members (to all of whom per diem is (lae for the latter part of the last session,) will join io the mournful cry. 4. The collection of taxes cannot, under the letter of the law, be enforced before Janu? ary 15, np to which day there is no penalty for non-payment 5. The taxes, ander the law, may be paid np to February lo, with a penalty of twenty per cent. 6. Governor Scott stands pledged to the people of the State to geter the collection of taxes, with? out penalty, to March 1, 1873, and the peo? ple, having made arrangements according? ly, have the right to act upon that pledge. 7. Before the coming of eitler February or March, large liabilities of the State, for Interest and for current expenses, will fall due, and the creditors-especially the law mokere-may be induced by their necessi? ties to oome to terms with the property holders and taxpayersj)f the State. Thia is the outline of the plan of cam? paign. It can be carried out successfully, and without injury to any honest man, whether in private or public life. We shall, hereafter, indicate what general measures of j protection the people may demand as a con? sideration for the resumption of the pay? ment of taxes. And we do believe that the rascality of the Ring may be mode the means of redeeming the whole people, rich and poor, from the clutches of a pack of rascals, under whose rule no class of honest citizens can prosper and be safe. Later Development?. We begin to see daylight Our New York correspondent telegraphs that $3,500,000 or the Sterling bonds have been hypothecated to save the holders of the ordinary bonds of the State, and to keep the latter out of the market. We presume that the banks and other institutions which held the $1,800,000 of State bonds, controlled by Kimpton, be? came alarmed and demanded more security, or a repayment of their advances upon the booda No money contd be had, and Scott ?fe Co. put up a part ol the $6,000,000 Ster? ling Funding bonds, authorized at the last session of the Legislature, as the additional security required. These are the bonds which the Taxiere1 Convention declared would not be h .-id binding upon the tax? payers and property-holders of the State. We cannot tell yet, of course, whether the $3,500,000 of Sterling bonds mentioned by our correspoident are a total loss. -In regard to the reported over-issue of twenty or thirty millions we refer oar read? ers to the article of the Columbia Union, which paper reads the card of Scott Parker ? Co. as meaning that only $20,000.000 of bonds were printed, inclusive of the $3,500, 000 of Sterling bonds and the Begistered stock. IT this view is correct and we are Inclined to think that it is, the over-issue cannot be greater than the difference be? tween the $4,458,550 of bonds authorized by law (outside of the Sterling bonds and Con? version bonds) and the Bum of $5,000,000 declared to be the total issue.
