An Honest and Attractive Scheme. "What is everybody's buaine33 is nobody's "business," and voile the importance of fostering immigration is conceded on all hands, the great work languishes, as far as this State is concerned, for want of the cash working capital so indispensable for its prosecution. But the South Carolina Im mi gration Association, whose organization and aims have already had our warm commenda tion, is composed of live and resolute men whom obstacles cannot balk in the execu tion of their self imposed task of peoplin the millions ol rich but idle acres in our State with hardy and thrifty settlers from other climes. Finding that the poverty of our people gave little prospect of raising by subscription the funds needed to give an impetus to their enterprise, they have hit upon the expedient of a series of Gift Con? certs, to begin in Charleston in October, the ticket-holders of which will be participants in the grandest and most attractive drawiu ever held in our State. The first prize will be the splendid Academy of Music property, which was built at a cost of $230,000, and which, besides stores, music balls, saloons, ?c., contritas the brightest and most beauti? ful temple of the drama in the South. The second prize will be One Hundred Thousand Dollars in cash. A long list of other cash prizes makes up the grand aggregate of Five Hundred Thousand Doliars, to bo distribu? ted among the ticket-holders. The number of tickets issued will be 150,000, and the price will be five dollars each. . There can be no doubt of the extraordi? nary popularity which the scheme is des? tined to attain. Some idea of this may be formed from tho circumstance that over two thirds of the tickets have been engaged io advance by agents ar the North and in Cali? fornia. But the features of the drawing, which will enable it to contrast most favor? ably with the Crosby Opera-House Lottery, in Chicago, and other similar schemes, are: 1st. Its unqualified endorsement by a large number of the best known and ui03t respect? ed citizens in the State; 2d. The fact that it will be managed by gentlemen whose names are a guarantee that the drawing will'be conducted with strict honor and fairness: and 3d. The end sought to be gained, which is one that must enlist thesytnputhy of every friend or South Carolina aud .the South.. Tho last consideration, indeed, elevates the enterprise from Hie rank of a private^, speculation to that of a project of vast pub? lic importance. We want and must-have those small farmers whose labor constitutes the true wealth of a State. And if the gen? tlemen of the Immigration Society succeed in bringing them hither, nobody will be dis . posed to criticism the plan by which they ac? complish the feat. Assessment vs. Value. The Marlboro' Times, published in Ben nettsville, is perhaps as thoroughly "recpn "strucled" as any paper in Soutn Carolina. Week after week its editorials counsel for? bearanco, suggesting that- after ali tbioge are not so very bad-might be a great deal worse, ic We were not a little surprised, therefore, to find in its last issue some re? marks not entirely' in Darmouy with the key-note indicated above. It publishes the following statement of the assessed value of property in that county, as .furnished by Hie auditor:" *- ? And the value ol the build? ings upon the land does aol unter into this calculation, for buildings form a separate item. Two dollars und a ball" per acre, not quite half of the assessed value of lauds in lids county, would be a high valuation. We know there are some valuable lauds in Aluriooro, bul ive are equally well aware that there is much sandhill laud, and a great deal of flat, swampl? and marshy laud thal is totally unfit for culti? vation, or anything else, except to take up SJ much space. "We know full well thal our .Stale govern? ment cannot be carried on wi thon t money, and that, money must be raised by taxation ; but when property is assessed lor the purpose of being taxed, it should be assessed at Us true value. It may be said that lt is necessary to raise a certain amount ol money, and that in order to do so property must be assessed at a high figure. We ure unable to see the force of this reasoning. Why is it necessary that property in Marlboro' should be a?sessed at-twice its value lu order to levy lids tax ? Why uoL call things by their righi names, and when people are made to pay a State tax of $21.165.822, and a county lax of $7,055,274 upon prop ny ! hal is not reilly worth more than $1,175,870, ll that, say they tire taxed twenty-four mills and not twelve mills upon the dollar? It is the same tiling, practically, to ihe taxpayers. The high assessment ol property is the work of our corrupt rulers, who wish io keep ibe people ol ! the country at large In ignorance of the high percentage of property they are yearly wring? ing from the necessities of a crashed and Im? poverish/id people."
