Signing of the Joint High Treaty Wednesday's Executive Session of the Senate-Movements of the British High Commissioner?, ?fcc. WASHINGTON, May 8. The treaty was signed to-day by tho high commissioners at the Department of State. The gentlemen, alter this was done, exchang? ed congratulations on the result of their labors, expressing the belief that they had dom the most they possibly could for the peace and honor 01 the two countries. A tribunal ol arbitration i3 constituted to consist of five abitrators, one to be appointed by the United Stales, one by Great Britain, and the other three each bv a designated sovereign State of Europe or America. Such a tribunal, so composed, of so much elevation and charac? ter, is without example, perhaps, in diplomatic history. The tribunal may either award dam? ages in detail or in gross, at its discretion: or it may r?ler this duty to a board of assessors sit? ting in the United States, who shall report from ? time to time,-with payment to be made accord? ingly, and In the generous spirit of iv power couscious of its fame and greatness, and of its cppacitv to speak as well as to act inueper aentiy and rightfully at all times. The British Government frankly expresses Its regret for the occurrence ol* ihe incidents complained of by the United States. For the " adjudication of all other claims of citizen ol' the Untied States against Great Britain: or ol the subjects ot Great Britain against the Uni? ted Slates during the same period, that is. from the 13:h of April, 1861, to the 9th/of April, 1S65, au ordinary mixed commission is provided to sit at Washington, with an umpire to be nominated, ifinecessary, by a designated friendly power. This limitation of time is material in substance, for it confines the re? clamations against the United States to the in? cidents of actual war. It is accompanied also .with a declaration on the part ol' the British commissioners to the effect of. excluding claims on account of Blave property. State? ments are made in some quarters exaggerat? ing the amount of such claims. If there could be cause in the stipulation it? self to apprehend the presentation of claims against the United Slates o? any considerable amount, all such apprehensions would be dis? pelled by the consideration of the attitude of; the British Government in the matter ol claims of British subjects arising out of the late war between Germany and France. Lord Gran? ville having, in accordance with the advice of the law othcers ol the Crown, given notice to all parties that foreigners haring property iu France are not entitled to any special protec? tion thereior, or to exemptions from military contributions to which they were liable in com? mon with the inhabitants ol Hie place in which they resided. - * t, . . . All legitimate claims for cotton, however, will be considered. It is reported without war? rant that they will amount to thirteen or more millions, but this is considered to be a great exaggeration. They will not probably amount to a million of dollars. There will be no diffi? culty in ascertaining all the particulars, as the Treasury Department has full data of all seiz? ures ol cottOD, the names of the owners there? of, and all the particulars concerning the seiz? ures. This government is aware that, a lull list ol British claims was recently published in that country, out it also has iDtormation tlrat many of them have been adjusted, while others will not come within the provisions of the treaty. Among the claims which will also come before this board will be that of pur government growing out of the purchase of saltpetre ID the Eust Indies durlDg ibe war, . and which was seized by the British authori? ties. . There are other miscellaneous claims which will come before the second board. The San Juan question win be referred to the arbitration ol a friendly sovereign, prob? ably the Emperor of Brazil. From ihe docu? ments which will accompany the submission. lt Is .believed that the decision cannot fail to be In lavor ol the United States. The treaty pro? vides for the free navigation ol the St. Law? rence river by vessels of the United States, and for the use of the Canad ?au canals upon the payment of regular tolls. There are also provisions regulating mutual privileges tor fishing in Canadian and United States waters, giving fishermen free range rx bays, rivers, creeks" and coasts, limited" only by the local rights ol' private property. In a word, all the privileges ot the fisheries, navi? gation and transit accorded to tue United States by the treaty ai 1854 are once more ob? tained, and in a better form, and without the burdensome conditions of chat treaty in the matter of reciprocal Importations. Of the pending subjects of controversy be tween the two governments there remains to be considered the question of the northwestern boundary line. It is ?to be remembered that the'Hue of the treaty of 1845 runs by the mid? dle ot the dianne' -hlch separates the conti? nent from Vance .r's Island, but several such channels exist. Great Britain contends, that the channel of that treaty is the Rosario, Straits, and the United States that lt is the I Canal de Waro, the two channels being sepa? rated by the Island of San Juan. This question having once been reported on by a mixed commission, that for the survey of the line the United Slates are not content to refer it to another such commission, nor has it been deaned convenient, even though such tribunal be appointed by a friendly sovereign power. Instead of this, it has been agreed by the present treaty to submit the question di? rectly to a neutral power, and the Emperor of Germany has been selected lor that purpose. The Government of the United Slates has in Its hands much documentary evidence in sup? port ol its pretensions not heretofore made use of, and on that as well as on other grounds is confident ol the belter reason on its sice to : assure to us ihe possession of the Island of San Juan. Such, m ihe outline, ore the pro- ? visions of the present treaty, and such are ! some ol the considerations which have com? mended it to the approbation of the President.
