The wife testified with some emotion to her husband's kindness and domestic*virtues, and Mr. Goldschmldt swore that, ihr from'belng a gambler, he could not so much as ' play whist, and instead of be? ing a dissolute spendthrift, he did not even smoke. The chief Justice summed up clearly against the defendants, and damages amount? ing !n tbe aggregate to $10,000 were given. Mr. GoldBchmidt Is a German, and his wife, as every one knows, a 8wede, but they ap? pear to have become completely Anglicised. The Views of Governor Scott. The press of South Carolina has not been slow to give emphatic expression to the widespread and, -as wt believe, just dissatis? faction among the taxpaying portion or ber people at the iniquitous character of the legislation to which they are called upon to submit. A3 a matter of fairness, as well as o? great interest to al! tho readers of THE NEWS, we have beea at some pains to ob? tain, and print in another part of to-day's paper, a full and authoritative statement of Governor Scott's views on the matters which are now agitating the public mind in this State. The Governor's words are accurate? ly reported, as they fell from his own Ups. We forbear comment. - The Southern and Atlantic Telegraph Company. The frieads of the Soothe rn and Atlantic Telegraph Company,- and they are many, will be glad to hear that very satisfactory advices ia regard to the condition and pros? pects of the company were received yester? day. The President announces that negoti? ations are closed which insnre the comple? tion of the line to Charleston, Savannah and Augusta, within ninety day*, and that there is every prospect that means will speedily be. obtained for running the wires through ro New Orleans. Work will be resumed at once at the northern and southern ends of the line, and will be poshed on with all the vigor which abundant means commands. As a result of the negotiation already refer? red to, the lines will be completed on terms which will bring their cost far within the estimates which were the basis of the stock subscription. "We wish the new company all possible success in its con test with the Western Union monopoly. The anti-monopolists must bear in mind that whatever redactions in prices may be conceded by the Western Union Company, as the necessary consequence of active opposition, will be made np by Peb? bling and quadrupling rates if the opposi? tion can be driven from the field. The Protection of Minorities. Iflhe more we ponder the question the more satisfied we are that the prompt adoption of tuc principle of minority representation, by emulative voting, is the only practicable Way of giving an adequate protection to the wealth and intelligence of the white minor? ity In the State. We cannot tara the minor? ity into a majority by any change of the organic law. The ninety thousand colored voters will not .sustain, at the polls, any con? stitutional amendment which will make them the enfranchised thralls of sixty thou? sand white men. We admit that the evils under which the white citizens-now groan are the result of universal suffrage. We know that the necessary ignorance of the black? is the reason why prejudice is stronger than sense, and why, moreover, the blacks who hawe the power exe?-t it without regard to the wishes and interests of the whjtes. And no cure can be permanent which does not touch the root of the disease The May Convention may satisfy themselves that there ls no illegal debt, and may secure the post? ponement to Marcul( 1872, of the tax now made due in November next. BUL this will still leave us under the heel of the General Assembly-this will not give the white property-holders any loud and potential 1 voice In the framing of laws and the impo-. sition of taxes. We cannot deprive any man who now votes of the privilege of vo? ting. The law, in fact, must bc so modified as to protect the minority without encroaching upon the just rights of the majority. There ' is thea only one way oat of the woods, and 1 that is4>y accepting the principle of the rep- , resen'aiion of minorities. This does not : limit the suffruge io aoy shape or form, i What it gives to the white minority io the 1 low country, it accords, by the sapie law, to the black minorities in the upper counties. . It is equal in its operation. It is simple and . easily understood. It is the one form of I universal suffrage which protects the few 1 without injuring the many. And no Carolinian better knows how to give terse and sound reasons for the belief which he entertains. An Emphatic Approval The Columbia Phoenix, ot yesterday, in a leading article on the proposed scheme ol Minority Representation, says: "The suggestion of TUE NEWS, that it may. be applied to palliate the evils of our situation, at this period, is not ill-timed. We are satisfied that proportional representation ls a wise sys? tem, and thcti not only here but elsewhere In the couatry lt should always be linked with unlimited suffrage. This, and this alone, will ma'.e such suffrage consistent with the public w ?liare. We do not affirm that the applica? tion of the principle of minority representa? tion would alone redeem the State, but there can be no doubt that lt would materially cor? rect many of the evils Incident to mere major? ity rule." WE have noticed with pleasure the "bold stand taken by Senator T. J. Koberston in opposition to the F i-Klnx bill, and in favor of the Amnesty bill. Congressman DeLarge, in the House, stands on the same platform.. Both these men, politicians though they be, know that their interests are with South Carolina, rather than with Massachusetts or Michigan. MtSERT loves company ! It may be some consolation to'know that Louisiana is worse off than we are. The Radicals have in? creased our State debt from $5,000,000 to $10,000,000, or thereabouts, without the railroad guarantees. But tho Lonisiana Radicals have raised the debt of that State from $5,000,000 to $40,000,000. It would be cheaper to take either Napoleon or La Commune. Sperial Notices.
