The second meeting was called by those who supported the insulting peti? tion to Mr. Glad s to na. The engineers of the more meat were all Tories, but they were not permitted to curry out their .designs. The .friones of Hr. Gladstone were p.esent in greater force, and took possession of the meeting, which waa one of the most disorderly ever held in Greenwi^u. Never? theless, all who were permitted by the mob to say anything were aev ce upon the premier for not hiving visited Greenwhlch and addressed his constituents. Very little of what was said was audible, and arter a stormy session of an hoar aud a half, during which there were many lights, one of which resulted in the forcible expulsion of the Anti-Gladstone presiding officer, and the In? stallation of a supporter of that gentleman, a re? solution was declared passed asserting the con? fidence of thc meeting in Mr. Gladstone, and thc assembly broke np. Owing to the unsatisfactory termination of this meeting, the signera of the cai! were to have another, to which there was to be admission only by ticket. The State Taxes. The Stale Treasurer reports that the State tax?? are coming in with unusual rapidity, and that ?he collection is likely to be both thorough sod prompt. Last year complaint was made that extensions of. time were ?rraoted, which offered, so to speak, a pre? mium to those who were behind-hand in making their payments. This was manifestly unjust. The weight was thrown too heavily upon the conscien? tious taxpayer. This year the law will be enforced willi impartial firmness, and those who do not pay up within the time pre? scribed, expose themselves to the imposition of the heavy penalty which tho law provides, and to the s..le of their property. After all, it is best to pay the State tax speedily if it cannot be dc ne cheerfully. -The LUI" is oppressively heavy, but nothing-'is gained by delay, and it is useless to attempt to prevent waste of money by refusiug to pay the State tax.9 If the tases were not col? lected promptly, money would be borrowed at high rates of interest to carry on the gov? ernment, and the whole cost at last comes out of the pockets of the people.? A certain sum is required this year, and if the taxpay? ers do not give R, the money lendermust. On the other baud, the extraordinary outlay now demanded is not likely to occur again, and we may hope that next year will give the State a rate of taxation which ail can bear without serious injury, if not without grumbling. The people, now or hereafter, must pay the current expenses as well as the debt of the State. What we put ott to-day will coma back lo plague us to-morrow. We do not, by checking the supplies, prevent Hie Gen? eral Assembly from wasting our substance; nor do we make them more wasteful by giv? ing, when it is demanded, what must Lu the end be paid.. It is p'.easant, therefore, to know that the people, bowed dowu as they are, are paying their laxes without any avoidable delay. Tlte Black Sea*Conference. A full history of the negotiations which re? sulted in the treaty now under consideration by the Black Sea Conference wouid be too long for insertion in our columns; but the main questions at issue muy be stated in a few words. Cerium preliminaries having been settled, Ihe Cou^res3 of Paris opened on the 25th Februar}', 1S5?. lt was agreed that the Black Sea should be twutralized, u2fJ that its waters and ports, while thrown open to the mercantile marine of every nation, should be "formally and iu perpetuity inter "dicted to the Hag. of war, either of the "Powers possessing its coasts or of any other "Power, with the exceptions stipulated In "the '-present treaty." A paragraph as io the prohibition of military arsenals was also adopted. But the neutralization of-the Black Sea is not the ot?ly point which the London Conference must consider. That ls the leading ques? tion, but a number of other questions hinge upon it. For example, as the Ediubnrg lie vieic points out, the arrangements as to the Roumanian provinces and the navigation of the Danube are more or less dependent ou the ueulrulizulion of the Black Sea. Whittier, juro nounced this one of the finest, if not the very finest, lyrics produced since the war. The incident upon which Mr. Randall founded his poeu. was as followe : A few months after General Grant's election, the Federal gravesat Arlington were decorated.
