"CITY AFFAIRS. THE CITY COUNCIL JJ AST NIGHT. Presentation of the Report? o? City Officers. A regular meeting of Council waa called last evening, at the usual hour. Present-The Mayor, Aldermen Potter, Cunningham, HoUoway, Voigt. Hampton. Collins, Small, McKinlay, Thorne, L. P. Wall end Greene. PETITIONS. Alderman Voigt presented a petition from the firm of Kenn A Issertel, in Ward 4, stating that they had paid the tax for a license last year, as agents for the Guardian Mutual Life Insurance Company, of New York, and that the company had not compiled with the act of the Legislature, requiring them to deposit a certain number of State bauds, and had, therefore, carried on no business. As they had derived no benefit, they asked that the money paid for the license be re? funded. Referred to the committee on retrench? ment and relief. - Alderman Small presented a petition of Morris Mickey, of. Ward 7, stating that the store at the corner of King and. Calhoun streets had been awarded hun on his bid. and. beiagnow ready to comply with the terms, asked leave to rent the same Referred to the special committee who bad the matter In charge. REPORTS. The reports being called for, the annual return of the city sherar for 1870 wee brought forward, which, on motion of Alderman Cunningham, was referred to the city treasurer for examination, and, if found correct, ordered to be published iu the proceedings of Council. The annual report of the city appraiser was next Introduced. On motion of Alderman Voigt, lt was unanimously Re'soirea, That the report of the Mayor and city appaiser, with their suggestions and recommen? dations,: ?e-recelved as information, published in the daily papers of the city, and be considered et the next regular meeting. The chairman of the committee of Ward l re? ported favorably on accounts amounting in the aggregate to $5636 85. The report w accepted and the bills ordered to be paid. The committee reported favorably on a petition of Or Prendergast for 460, as recompense for his property taken to widen Sing stree'. Report accepted and payment ordered. On motion of Alderman CofLos, lt was Resolved, That the Mayor appoint a special com? mittee or three, to whom shall be referred all ap? plications of citizens i\.r relief in regard to li censes. ? The oasc was one of. those unhappy quarrels between a father anda disobedient and reckless sou, and the latter was sent to Jail for thirty days as a vagrant. THE TABLES TURNED ON TUE DETECTIVES. Yesterday afternoon a warrant-was taken out from Trial Just ice Bunch by Rachel WUnams K?? the arrest of one Burdell, Lieutenant Philippy and Officer Davis.-of the detective force. In her affi? davit attached to the warrant, Rachel swears that abe was arrested the Tuesday before Christmas by Officer Davis, on a charge made against her by Burdtli. That she was taken to the detective office and there loeked np ina cell and kept m close confinement until the following Saturday, when she was discharged at midday. During her confinement she was never brought before ?trial Jo st fee, aud had only a bucket of waterman* agtepf of bread to subsist on durang the four dayf ste was loeked op; and that ehe suflefed a great deal from the intense cold and the hardness of the fare. She says that Burdell was th? prime mover ia the matter, and that Lieutenant Pu nippy caused her detention. The warrant will be served tnfg morn? ing and the par ?les. brought ap for examination before the trial justice.
