Tine Address of the Reform Committee. The farewell address ol' the Executive Com ndttee of the Union Reform party comes at a good time. It will relieve the people from the load of calumny heaped upou them dur? ing the Reform canvass; audit will, besides, confirm their determination to adhere, io good faith, to the pledges given by them and their representatives while the result of the contest was in doubt. The effort made by the Conservative citizens of the Stute to achieve, at one blow, their political redemp? tion was wise, proper and necessary. UpoD that score we have nothing to regret. The work remaining to be done is harder still. It is our policy now to maintain a severe si? lence, to preserve peace, to repress disorder, to encourage whatever worthy elements may be found in the curious mass of which South Carolina Radicalism is composed. Holding fast to this purpose, we must await an op? portunity of choosing the least of the evils which may be presented for pur acceptance. In this way we make our strength felt, with outgiving cohesion and unity to the rulin party. The address needs no commendation from us. Its thoughtful tone, its weighty words, and its patriotic spirit insure it a warm re ceptioa as a faithful expression of the wishes and present purpose of our people. The State Finances. Our Columbia correspondent exposes some of the ingenious tricks by which unscrupu? lous officials contrive to grow suddenly rich, and, if his statements are as correct as he certainly believes them to be, there is room for reform in the lower, as well as the higher, branches of our financial system. At the same time, we are free to confess our im? pression that Governor Scott is now ex? tremely anxious to uphold the State credit. This, also, 'is our desire, and it is with the view of strengthening thehindsof Governor Scott, and of the few who act with him, that we urge a morough investigation of all the monetary transactions in which the State has beeo concerned daring tue past two years. Even this matter of the Fire Loan stock causes some uneasiness. Two weeks ago orders were sent from New York to Charleston to buy all that o ?Jereel at ninety nine cents on the dollar, in currency. A little later an official announcement was made in New York- that the Fire Loan stock would be redeemed, after December 31, at par, in gold. Yesterday, notice was also given iu Charleston that the stock would be paid, but without specifying whether the payment would be made in coin or currency. This looks very like a job ; one in which, we are sure, Gb-^rnor Scott has no 6hare. What the picric want, then, is a plain un? varnished statement of the amount, of oar debt, and of the resources to bo relied on for meeting it. Ar. J in no case should Ring speculator be allowed to obtain infor? mation whioh is inaccessible to thc general pcbilc. This would go for to restore the confidence which uotorious events have rudely shaken. Rebukitiz Sin. Ex-Senator Daddy Cain comes out square? ly and boldly in favor of retrenchment and reform; declares that the people expected the State tax, this year, to be reduced to two mills on the dollar, and enters li is solemn protest against any increase of taxation, doing so, he says, "iu the name of poor .laboring men of this State, who have all "these taxes to pay." Daddy Cain has heard that there is a deficiency of over two hundred thousand dollars, and he begs the Legislature to institute au inquiry "at some "other department than the Land Commis? sion." He wants "the big whales" to be looked after, and warns the members of the Legislature that they were elected upon the basis of retrenchment and reform in the Re? publican party. This looks like business, but we wonder whether Daddy Cain has for . gotten his indignant denunciation of the Reformers, who, in the lato canvass, found? ed their opposition to the Radical party upon this very statement that economy and a reduction of expenses are necessary for the rich and indispensable to the poor ? THE bill of Mr. Whitemore to provide for the protection of so-called political martyrs at the expense of the counties iu which they live, does net, it seem3, go far enough. Cain, iu the House, has given notice of a bill "to provide for the widows and orphans "of men murdered for their political opinions, "or otherwise;" and Joe Crews lias given notice of a bill "to authorize the Land Com "missioner to purchase a suiflcicut quantity "of land, and appropriate the same for the "free use and benefit of all parties compelled '"to leave their homes from the counties of "Union, Laurens and Sparenburg, said "tracts not to contain more than one liuu "drcd acres for each family." What next, and next ? TUE citizen.-? of Long Cane, in Abbeville District, have adopted, resolutions declaring that they denounce "in unmeasured terms" all manner of disturbance; that they will use all lawful means to reret qut o&enders; that any person acting contrary to the spirit of this determination will not be employed or encouraged, and that, in the event of thi? public .declaration falling to produce the desired tranquility, they will appeal to the Civil authorities for protection. A Nomination for President. The Barnwell Sentinel saya: "We, of the "South, must look to some Western man to "bear aloft the Democratic standard of con? stitutional law and liberty. George H. "Pendleton is that man. He has the nerve "and the talent, the virtne and the patriot "ism; the West and the South can elect him. "Let us do it aud go back to the constitu? tion of our fathers. - Let us do it, and once "more be a free people." .
