Governor, Holden's message, sent in to the North- CaroUna Legislature several days ago, countenances rather than advocates partial repu? diation. We give some extracts from the message : The entire debt or the State ls about thir? ty" minions of dollars, to pay the Interest on which at six per cent., together with the amount necessary to conduct the State govern? ment, wtltrequlre a tax or $2,600,000. Will the people or the State submit to an annual payment or this amount or tax? To be candid with yon, gentlemen, 1 do not believe they will. 1 have not changed my opinion on this subject. I still be? lieve It would be wise, and Bouud economy in the end, to pay the interest on the- debt, and every dollar of lt-when due, yet I need not tell yon, who are fresh from the people, that this, ls not to.be expected or hoped lor. The people reason thus on the subject: They fay they lost their slaves atfd a largo amount or property by the rebellion; that this rebellion was not anticipated when n part or this debt was contracted, and that no provision could be made against It; that they lost tneirbank stock, nearly allthe value or their banknotes, all then: State treasury notes and confederate bonds and notes, and nearly ah their old debts; that the bands Issued previously to the rebellion were based to a large extent on slave property; that the-warleft them impoverished, their lands ne? glected and reduced in value, the -whole system of labor changed ; that many of the special tax bonds have been hypothecated for small sums and lost; that their internal Improvements pro? jected since the rebellion are languishing, and have for the most part railed, on account ortho loss or State credit, no matter from what cause; ?nd that, upon the whole, they will pay a part or thb old State debt, and they, will pay on the new or apt rta! tax debt 6uch amounts, as were realized from the ole ol bonds from first handB.
