By a fortunate accident a gentlemai covered and rescued her-a monument tc own ronrage and good luck, and to the chi or the "noblemen'" to whose cowardice she all her dangers. Tne Governor's Message. The message of Governor Scott was mttted to both branches of the General sembly yesterday morning. Governor Scott, after on expression o . hope that political animosity will subi and that the energies of the people wi] directed to improving the condition of State, takes up the ssveral department the government in turn, making in each i such recommendations aa he deems ne sary. To the rem arks of the Executive u the Lunatic Asylum, the Phosphate bill the Trial Justice system, and to his rec mendation of legislation for the encoun ment of State and county fairs, we especl direct public attention. Active measi are in progress for investigating the rei troubles in the upper part of the State investigation to which no one will object it be conducted impartially and be direc to both sides of the political line. Gover Scott is emphatic in his condemnation of mismanagement of the Land Commissi and asks that ita affairs be inquired into honest and intelligent men. This Li Commission law undoubtedly requl j amendment At present, it is of little any, benefit to the poor, and is a posit injury to the State. The Governor recommends a highly p per modification -of the Jury laws, and i presses his regret that so little has be done during the past year towards comf . ting the Blue Ridge Road. In regard to I Blue Ridge Road, it is sufficient to say, this time, that. neither " personal arabiti " nor political rancor" is responsible for t failure of the contractors, or for the impos bility of negotiating guaranteed bonds par, while State bonds were selling at fifte and twenty per cent, discount. The remar of Governor Scott in relation to immigt ?lon are hardly wise or just. It is only tl members of bia own political party who re der life and property insecure. There nothing to hinder the most free expressii of political opinion in any part of the Stat but the people will continue to show the disapprobation of harangues, which have 1 other purpose than the encouragement the negroes to burn and slay wherever th can conjure up a shadowy grievance. "Y are afraid that Governor Scott, in this i stance, does not appreciate the-wide difle ? ence between liberty and license. ThiB, least, is n charitable surmise. Tho recommendations of Governor Seo that strict economy be practiced in the e: penditure of the public funds, and that tl salaries of over-paid officials be reduce? have our cordial approval, and we can sa no less of tho tone which pervades the coi elusion of the message. This w did because we believed the government t be both incompetent and corrupt, and b( cause we saw no hope of safety, or of prc gress, while the affairs of South Carolin lay in the hands 6f those' who had littl experience and less culture. We said what we believed to b true, and have nothing to unsay or recall But we desire, as ardently as Governor Scot can do, the reform of abuses, the develop ment of national wealth, and the elevatioi of the people; and we may say foi ourselves and for the political opponents of the Radi cal party in South Carolina, that every pro per assistance and encouragement will bi given to Governor Scott, and his administra tion, ia whatever they may undertake for tb< common good, and the general welfare, o the Sute. _ Hooker on the War Put h. And now "fighting" Joe Hooker joins in the cry. Tho fourth annual reunion of the Anny of the Cumberland was held on Thurs? day last, when Generai Hooker delivered a speech, after the manner of General Butler, saying that "he wa3 glad to see so many ?* young men ready for the next war, which " he thought would come soon. He believed "he could get 100,000 mea at nay time in " Ohio to tuke Canad?. He thought Great " Britain should own no real estate on this " side o? the'Atlantic, for it could not govern " itself, let alone govern others." These flimsy ex?uses were cost aside, as unworthy or the Armies of the West The dispatches I do not say how General Sherman and the other military "bigwigs" received the cry tq, arms; nor do we know which way the taciturn Grant is Inclined..
