-Horses, lt~Is stated, are among the articles
in Paris which have been most greatly depreci

zaars, animals which before the war brought rrom
fSOO to $1000. are now selling as low as from SS to
$40, and the miserable jades of the flacref. which
are too small for military purposes, sell ns low as
from three to twenty cents,
-Here ls the last slap of the Tribune's at Whi?

Whitemore, who was driven from the c jvass
for re-election to the House or Representatives, is
now a candidate for the United States Senate.
Before the Legislature or South Carolina considers
" him la that l'ghr, lt would be well for lt to remem?
ber that he ls also a candidate for the peniten?
tiary, tinder a plain law or Congress, the viola?

-To illustrate the necessity for coolncs; during
action, t-n anecdote Is-rclated or a stan officer
who produced an excellent effect upon a whole
column or men under Are by carrying an order
quietly through a hot bombardment with a cigar
between hi< Ups. And a similar story ls told or au
officer in one of the battles before Metz. His men
were suffering horribly, and he was unable to
steady them till he BAW a soldier smoking. He
was struck bv the effect produced on his own
mind, and was wise enough to walk up to the
man and ask if ho would give Ulm a light for his
cigar. Courage ls as Infections as fear.
-A Prueslan soldier, but jost reiurncd from the
trent, was sta ding in the centre or a listening
group, detailing to au officer his narrow escape
from death by one of the chassepot bullets. He
took out his watch and showed lt pierced through
by the ball, which, having thus expended its
strength on thc solid metal, Inflicted but a slight
wound on his breast The pecple pressed around
to get a look at the watch, and one citizen, impul
s; vely taking out his own gold nme-ke?per, put lt
into th" band of tbe astonished soldier, saying
"Here, take this one ! It is a good one. Yours
will never po again!"
-Thc ruauofactnrers of axed ammunition and

even with this rapid production. The French

the great absorbing question in Paris was, "ou

week after the association was formed, assur

had been effected. The Paris newspapers contain
very little new3 and no advertisements except
those as to modes of extinguishing fires. A flre
proor compound, consisting or protoxide or calci?
um, ls offered at ?2 50 the square yard, and the
charge for common sand ls $2 the square yard,
laid down. Official notices cover the walls, giving
i aformation as to the precautions to be observed in
case or a bombardment. The court yards and up?
per rooms or houses are to be cleared ot combus?

be removed; reservoirs of water and buckets*
filled with water are to be placed on every floor,
and bags or earth are to be provided to close the
openings into the basements.

A Reform Conference.
We understand that a conference of thc
representatives of the Reform party will be
he held in Colombia, next week, for the
purpose of taking into consideration the
dangers which beset the body politic, and
for adopting such ?neasr.res as may seem
best calculated to insure the protection of
society and the political redemption of the
State. That conference should express, in
council, the feelings and determination of
the white people of South Carolina, and we
urge every county to be represented, in its
deliberations, by one or its most able and
trustworthy citizens.
The canvass of the popular vote shows
with unmistakable clearness that the
Btrength of the two political parties-the
Radical party and the Conservative party
is relatively unchanged. In our anxiety to
conciliate the colored mao, we have gone
just as far as dignity and honesty permit. We
have accorded to tbe freedmen a full recog?
nition of all their public and private rights,
and from that recognition we cannot and
do not recede. Yet no impression of moment
has been made upon the negroes, and, as a
race, they as bitterly oppose the efforts of
the whites to reform the government as they
did two years ago. They are incapable of
conviction by reason ; ur they are satisfied
that a continuance of Radical rule will con?
fiscate to their use, under the forms of law,
the lands and the homesteads which, they
are taught to believe, belong of right to
their race. There is too much reason to
Tear that the colored man caonot be won by
jonciliation and forbearance, and, while we
lo not withdraw one syllable of oar ^.qui?
escence in his stat us as a citizen, the white
jeopleof the State cannot pander to his pas?
sions, nor allow bim to make the white race
lis political and social inferiors.
We cannot live as we are. The time is
ipproacbing when we must a ba nd ou our
lonatry or save it. The time has come when
he white people of the State should be fully
)rganized, politically and socially, in the
nterests of decency, security and peace.

MINISTER GAMBETTA told. a deputation of
two thousand persons that the salvation of
the French peopfe was in their own hands;
the government could not even supply them
with arms. This is too much. The French
peasantry are expected to shed their blood,
in a cause which they do not love, under
.the leadership of men whom they cannot
trust; and DOW they are invited to oppose
the shot gun and scythe blade to heavy artil?
lery and the needle-rifle.
A correspondent informs us that the per?
sons who stuffed the ballot-'^.ixes at two
precincts in Chesterfield County have been
arrested, and will have an examination to?
morrow. The ballot-stuffing reduced the
Reform majority in Chesterfield from 436
voles to 147 votes.
THE Wlnnsboro' News believes that from
three to fivo hundred illegal votes were cast
in Fairfield County, and advises that the
election be contested.
