REFORM rx WARD 7.-The citizens of Ward 7 held a preliminary meeting at Arnold's Hall last night, and organized a Union Reform Club for their ward, adopting the constitution as adopted by the other ward clubs, and elect? ing the following permanent officers: Dr. T. 'Si Grimkc, president; John H. Hutson, Henry Caminado, Thomas W. Thompson and William Simmons, vice-presidents; E. M. Hacker, sec? retary, and Frederick Meyvr, treasurer. We notice on a receipt for State taxes, a charge of one dollar for poll tax. Now, fortu? nately, just at this juncture of affairs, we pos? sess no taxable property, and the thought sug? gests Itself to our minds whether or not the having paid a poll tax will be a sine qua non for voting at the forthcoming election for Gov? ernor. We have heard the question repeated? ly asked, and have Inquired ourselves, but without eliciting any satisfactory answer. Will you enlighten us ? By so doing you will con? fer a favor on many of the READERS OK THE NEWS. In reply to the question of our correspon? dent, we beg to say that a ? failure to pay the poll tax does not In any way affect the right t? vote, possessed by all male citizens otherwise qualified. The constitution provides (article x, section 5.) that "there shall be assessed on all taxable polls in the State an annual tax of oze dollar on each poll, the proceeds of which tax shall be applied solely to educational pur? poses: Provided, that no person shall ever be de I prived of the right of suffrage for the non-pay- ? ment or said tax." In more general terms, the constitution provide?
