The cause of the dis? aster is generally thought, to he unprofitable real estate and stock speculations by the president. The suspension waa precipitated by a recent notice of the Marine Bank of New York, that on and after the 1st instant it would refuse to receive the notes of the Central Bank, and subsequently the City Bank of Brooklyn refused to honor checks on the Central. The first intimation the publio had of the disaster was thc refusal of the paying teller Tuesday morning to cash a check of $200, saying he had no money, and subsequently the suspen? sion was formally announced. The bank, how? ever, continued during the day to receive all deposits offered. The bank ls an old institu? tion, organized under a State charter, with a present nominal capital of $200,000, on which it has for some time past paid semi-annual dividends of five per cent. The stock since July 1 soldat 90 and 100,with few buyers at any price. Thc last quarterly statement showed ! the loans and deposits for the last quarter to be j $429,000, and profits $29,009. . I Governor Scott "Tired, of tile Negroes." - General M. C. Butler, the candidate of the Union Reform party for Lieutenant Governor of South Carolina, delivered a speech, at Pickens Courthouse, oh the 25th ultimo, in the course of which be preferred against R. K. Scott, Governor of South Carolina, a series of specific charges of corruption in office, neglect of duty, per? sonal misconduct, and public and private treachery. The eleventh charge reads aa follows : llih. I charge,that'shortly preceding the last Presidential election, Governor Scott said to General Hampton and two other gentlemen, that he not only wished the State to go Demo? cratic, but wanted to use his influence to that end, as be was tired of the negroes, and would make enough ot them resign their seats in the Legislature so as to give the white men a majority in that body: . This charge, made by a responsible gen? tleman, and capable, evidently, or the moat convincing. proof, created a profound im? pression. It showed the colored men that their boasted protector was anxious to sell them out to -the Democratic party at the very time when, according to the Radical oracles, they were most in danger of los'ing their personal and political freedom. And it proved to the whites that Governor Scott would deliberately violate a solemn pledge; that to the sin of ingratitude be added that of shameless mendacity. Tbe impeached Governor sought refuge in silence, but the denunciations of his own crew forced him from his hiding place, and led to the publication of the following offi? cial paragraph in the Wednesday's issue of the Organ of the Ring: ll. Governor Scott expllclty denies that he ever, in the whole course of bis Ure, expressed to General Hampton, or any Democratic lead? er, the wish that the State would "vote Demo? cratic," or that he has ever said that he was tired of the negroes, or promised to use his influence to Induce them to resign in order to fill their places with white Dembcrats. He affirms that he was repeatedly urged todo these things, that he encouraged Democrats to talk and to make such propositions as they pleased, but that he never for a moment ac? ceded, .and that he did frequently declare such things to be absurd, and impossible for him to do. This Is tints reduced to a mere question- of veracity between individuals. Each will believe his own. Governor Scott is now in an unenviable position. As compared with the deliberate utterances of General M. C. Butler, his as? severations will not have a feather's weight -with the people of the State. But Governor Scott and General Bullerare, both of them, candidates for public office, and it is a happy thing that this question of veracity can be removed from the arena of party strife, and decided by an authority which neither white man nor negro, unless a mem? ber of the inner circle of. the .feing, will ven? ture to dispute. General Wade Hampton can tell the people of ?South Carolina the whole" truth. And we trust that he will do so. , * ? mm i * 44The Game Cock" County. The Sumter Watchman, than which there is no more earnest advocate of. Reform, scouts the idea that Sumter is rotten, and .says: 'Tt has been said, we are told, by "Governor Scott, that Sumter is more loyal "to him than other parts of the State. The "failure to go into the June Convention "somewhat strengthened that opinion, out? side. The failure to rally to the Reform "party now would be almost confirmatory , "of it. We believe that our people are as "true as steel, and that their standing aloof, "up to the present time, from the movement; "has been no indication of their leaning to "the corruptionists.'' ' The Ball Rolling. The Whittemore-Scott platform declares that the Scott administration baa been "wise economical aud hoj^st," and the Ring Organ unblushingly asserts that the1 State and County taxation is "reasonable." We beg that the landowners of the State, who know v^erc the shoe pinches, will re? port to THE NEWS, at once, all the cases of excessive taxation which have come within their knowledge. With the logic of Hard Facts we will crush the Ring ! THE Ring Organ contends that the State taxes are "reasonable." But the Sumter Watchman has seen a tux execution against a colored woman, amounting to S2 56, as follows: tax on cow and calf-SJjjfe tax, SO 10, counfj tax SO 06, penalty SO 03, treasurerer's cost S2 37-total, $2 56. Re? capitulation : State and county tax, inclu? ding penalty, nineteen cents; treasurer's cost, two dollars and thirty-seven cents. The treasurer's cost adds to the tax to be paid by the poor colored women nearly thir? teen, times. This may be reasonable to the Robbing Ring who pocket the taxes, bot it is ruinous to the poor unfortunates who pay them. _ WE learn from.the Newberry Herald that Bishop Wigh?hanT'?'n Monday last effected the organization of the colored membership of the fcL E. Church, South, of this State, into an independent conference. Good will, fellowship and all the. kindly Christian rela? tions has existed between a number of the old colored membership and the whites of the conference, but it was thought best to establish them as a body, with their own church rights and dignities. . fto fient.
