The ebooks and papers transmitted by the commis? sioners, except those ol South Carolina, betray M. lack of system, but disclose their proceed lugs with- sufficient clearness to enable the commissioner to resume the collection of the tax." -The present Charles "Dickens does not in the least resemble his illustrious father in ap? pearance or manner. He is a quiet, sober, somewhat reticent, but withal exceedingly gentlemanly and kindly man, of perhaps thir? ty' years. He dresses more plainly and quietly than did his lather; his manner is not so active; his features are heavier, and his face is round? er. He Joined the editorial corps ot All the Year Round upon the retirement of Mr. Wills, about two years ago, and bids fair to be as successful as the elder Dickens-at least in the editorial chair, being an industrious worker, personally greatly liked by the o-enus irritabile, as well as the rest of the world, and having an excellent judgment and literary taste. He is seldom away from his post in the little sanc ! tum adjoining that occupied by his fatiier, aud his few contributions to the periodical press, while they give no hint that he has inherited the great peculiarities o? the elder's genius, sufficiently prove that he has decided literary ability and polish. As au amateur actor, too, he ls said lo be excellent, though of course j not the equal of the illustrious man whom we now so earnestly mourn. The City Debt. We print tc-day an ofhcial statement show? ing the amount of the interest falling due upon the city debt in each year, the amount of the principal of the debt annually falling due and demanding payment, and the total amount required in each year to meet the interest and principal. By this statement it will be seen that, in the year 1871, the interest is $308,232, aud tbe principal, falling due and past due, is 5)335,154. Adding to these two sums only $400,000 for the curreut expenses of the city, which is much Ies3 than the present expenditure, the aggregate amouut required in the fiscal year, 1871, is no less than $1, 043,386. Tfcat is to say, the tax to be lev? ied to pay the principal and interest of the debt will amount to about two and a half per cent, of the total value of all the real aud personal property, in Charleston. And the tax needed to pay principal, interest and current expenses will be more than four per cent. These are plain facts; and they warn the people, while lt is yet time, to take what steps may be prudent for putting the city debt in a manageable condition. In its presen!, shape the debt cannot be paid, and this confession of insolvency, however dis agreeable, may just as well be made un? equivocally and at once. Ye Hypocrites ! s The orgau of the Scott Eing has prated at times with seeming earnestness of the policy of treating all men according to their merits without reference to the color of their skin ; and of this principle it is cons tantly claiming to be the special champion and apostle. How far its practice is cousistent with its professions in this regard, may be judged from the following paragraph which we lind in the last number of the Printer's Circular: "In Charleston, S rath Carolina, three oolored printers are employed on a newspaper pub? lished by the'Governor and other State of? ficials. They reork in a separate room, and baca no conception with Union . printers em? ployed in the same establishment." Colored men ! How like you this work? ing "in a separate room." Is thi3 the equality that the Hing, and its mouthpiece have so long been promising you? An Isasne of Fact! ' According to the Bing Organ, Governor Scott denies that he did, as charged by Gen? eral Butler, express the wish that the State "would go Democratic," or that he said that he was "tired of the negroes," and would fill the places of the negro legislators with Democrats. This anonymous statement does not count for much. General M. C. Butler charges distinctly that Scott did ut? ter these words, and the people of the State will kuow who to believe, Scott or Butler. The most charitable supposition is, that when he had his famous talk with Gen? eral Wade Hampton, Scott was 30 badly scared that he does not remember what he actually did say. A Paid Falichoort. The Scott Organ, writing in the White? more vein, protests thal the State taxation, under the Ring, "has been reasonable and is being reduced." What a whopper ! The i tolal tax for the year i860 was $1,835,104. j Whether this is "reasonable." is shown by I two prominent examples. Oue-teuth of the whole area of Fairfield County, aud one j sixth of the whole area of Williamsburg County, are advertised to be sold for unpaid State and County taxes. And a3 the carrent, expenses of the State were in? creased, by the Bing, $300,000 in one year, what hope is there of taxes "being re? duced?" .Nailed to the Counter. The Organ of Scott, DeLarge cfc Co. can? not be cured of its old habits. It DOW says, with barefaced impudence, that "the sole "increase of iii? State debt, during the ad? ministration of Governor Scott, has been "for 5700,000 in bonds issued for the Land "Commission." The figures lu the officia' report of the Ring Comptroller-General nail this lie to the cour *er. I ii ciaitned that Governor. Scott, "by "purchasing these (State) bor.tl3, gave a "then much-need-- guarantee to capitalists "that these bonds wou'd be faithfully paid "by the State." This is the root of 'he wb' ' villany. Being cer oin of securiug what legislation was needed for "bulling" the market, he buys "a large amount of State "bonds," and, out of the advance in their price caused by the Ring legislation, fills his own pockeu ut the expense of the people. IT IS now said that a report wa3 called for from. Land Commissioner Leslie, ;;nd was made by Ww whera is that repu-t. We dare the R.ug to produce it. The Reform Canvass. Already this week, stirring Reform moe!^ ings have been held at Saluda Old Town, at Newberry, at Marion, at Orangeburg and at Barnwell Courthouse. The people, when? ever Reform meetings are held, are thor? oughly aroused and sanguine of success. At Saluda Old Town, on Monday, General Kershaw read a letter from Judge Wardlaw, iu which that venerable and distinguished gentleman gives his "hearty commendation "to those who are striving to expose and "correct public abuses" in the Government of the State. Doing Good by Stealth. The Organ of the Scott Ring admits "the "fact that Governor Scott did purchase a "large amount of bonds of the State" Where did the money come from ! Before bis election Governor Scott was so needy that he regularly drew Iiis military pay be? fore it was due, and when he left Ohio, to our sorrow, his whole property was valued for taxation at S14 75. Now he confesses to $130,000. This tells the whole tale. Platonic Affection. The Scott Organ denies that Governor Scott introduced persons of ill-fame into the Executive Mansion.- When the proofs are produced, as they will be, the colored peo? ple will learn, in an unpleasant way, how dearly their model Governor loves the women of their race. THE Ring now say that the cherubic I KimptOD, financial agent of the State, does make "regular, frequeut and full reports.'1 Where are they ? The public are interested to the tune of several millions of their money; and all that is vouchsafed them is the meagre statement submitted to the Gen? eral Assembly, which show3 nothing more than the receipt and expenditure of a vast sum of money.
