TBOSB RESOLUTIONS.-AS we have alreae?]7 said, the con fusion at White Point Garden on Monday evening was so great that the r< solu? tions read by Trial Justice Mlshaw could not be heard. They declare in substance that the majority bas the right to dictate, and that any I thing to the contrary is not Republican; that 'the majority of the Republican voters of Charleston sent the Bowen delegation to Co? lumbia; that no objection^vas raised until cer? tain delegates found themselves in the minor? ity, whereupon they "bolted,'" but left two thirds of their number still ia the convention; that they (the Bowenltes) look upon the pro? ceeding with great pain, and that this pain is greatly increased inasmuch as the delegation of the bolting minority was recognized and the two-thirds majority ignored by the State Con? vention; that, in mass meeting assembled, the declaration ls again made that theirs was the only delegation having power to act; that the Bowen convention in Columbia was legal, and that its action will be adhered to at all events. We give the eighth resolution entire: Resolved, That we disapprove all political parties based on the color of the skin ; that he who would form a '-white man's party" Is a public enemy, a disorganizer, and disloyal to the great principles of the Declaration of Inde? pendence, and that he who would form a "black man's party," is worse, because he does it .knowing all the evils which have In the past grown out of the aristocracy of the skin, evils of which human slavery was one, but scarcely the greatest. We hold to the truth that men are to be respected for their manhood, and not because they are black or white ; and we warn all our brethren to be? ware of those who prate of the rights of either race as distinct from those of the other. Atter an expression of gratitude to the elev? en delegates of Beaufort, Barnwoll and Colle ton for asserting their rights, the resolutions wind up with an endorsement of W. H. Mlshaw as chairman of their party in the city. The Bewenites claim, and their opponents deny, that these resolutions were adopted. The confusion at the time was so supreme and Indescribable that our reporter cannot give an opinion as to which statement Is the right one. -'_ SE ORGANIZATION" OF TH S PORT ROYAL RAIL? ROAD COMPANY.-The Augusta Constitutional? ist, of yesterday, says: -We are advised of .a reorganization and change of officers in the Port Royal Railroad Company, by which Hr. H. H. Boody, the for? tier treasurer of the company, succeeds Mr. 8. C. Millett as president. The work on this r.ne of road is to be at once taken charge of by Mr. Gustav Lehlbach, engineer of the road, under whose direction and management we understand that it ls to be pressed forward to completion as rapidly as possible. To that end he has already commenced the reorgani? zation of a laboring force, having on Saturday engaged about one hundred of the hands who recently deserted the contractors, George D. Chapman & Co., on account of the failure of 1 the latter to meet their monthly payments. 1 These hands left here on Sunday morning on ' the steamer Carrie for Savannah, from whence i they are at once to be thrown on the Beaufort end of the road. This would seem to Indicate that the failure of Messrs. Chapman & Co. to execute their contract will not be allowed to Interfere to any considerable extent In delay- . mg the progress of this Important enterprise, which has already progressed too far towards completion to admit of abandonment. Its statement that I threatened to cowhide 1 any editor who would not publish my resolu? tions, is ridiculously false. I did not "surge up to Major Willoughby;" on the contrary, he assaulted me while I was engaged in conversation, with Mr. W. Tel lair, and I caned the hired Aullv as he deserved, throwing my cane at him as he fell back. I was not arrested, tor riotous proceedings, as stated. General W. Gurney and I were arrested for a supposed encounter between us, which charge was fully disproved, that gentleman not having exchanged a word with me on the occasion referred to. Ot equal falsity ls the statement that resolutions endorsing Bowen were adopted. On the contrary, no such resolutions were put to the meeting, which was overwhelmingly In favor of DeLarge. T. J.
