Scott : 8?-Some six months, or more, since, opon the resignation ot one of our magistrates, and the retirement of another from this parish, we sent np to headquarters a petition, signed by men of both colors, lor the appointment of j one whose integrity, urbanity and intelligence were unquestioned. In response, you sent us, as Trial Justice, a quondam bootblack ; a notorious stirrer up of strife among us for years past ; a freedman, whose incompetency is only equalled (as asnal) by his ass?urance and intolerable insolence. Upon the ?lightest charge, and sometimes upon none at all, are men of the Anglo-Saxon race barded.np before this mimic judge, whose Solon attitude would but provoke laughter were it accompanied by even tolerable con? sideration for'those before him. But when the reasonable question, "for what am I ar? raigned ?" or something akin to tbii, is rudely answered, or, upon remonstrance, made be? cause not answered at all, the reply comes : "Shut your^aouth, sir, or I'll send you to Jail."' SAVANNAH, Joly 28.-Tho stock on hand at the close of the market yesterday was 3694 bales up? lands and 310 bales sea islands-from the former figures 25 bales and from the latter 160 bales must be deducted, being the amount burned on the 9th March. Toe receipts at all the ports foot up 2,819,642 bales; tue stock on hand and at all ports to latest dates reach 124,668 bales against 29,565 bales same time last year. Joly.25.-The market was fairly tu Uve for ul! grades, and the demand for the better grades has been more than active, which is caused by the scarcity of this class of the staple Salea 400 bales. "Joly 20.-During the morning our market was quiet, caused by the firmness of holders, but at last advices they gave way, and as snort* for New York are over, tbry have met buyers at old limits. The sales of the day have been 100 bales., Middling on the market; low middling 17? cent?. - July 27.-Market quiet, holders firm, and prices paid were on the basts ef 17?o for low middling. Very few Bales have been made, amounting to about 100 bales on the above basis. We quote low middling 17 ?c Joly 28.-No market; only a few bales being sold to fill op lots by steamer. SSA ISLAND.-There has been but very little done in this class of the staple for the past week, and most of the cotton on hand Is held for better prices.
