Now, if this can bc done by ?i dragon or virtue without pangs or conscience, what must be thc abus,; on the part or thc very wicked r? -Thc Philadelphia Press say s there can be no doubt that the general apathy which prevails in nearly every business centre Is mainly due to the unsettled condition or national questions, involv? ing thc general industrial interests or the coun? try. The funding, currency ami tariff bills, now pending In Congress, and the possible results ol the recent legal tender decision, arc all so many disturbing iniluenccs retarding improvement anil checking enterprise, aud unless some decisive settlement bc speedily reached, it is greatly to be feared that the anticipated spring revival will be like many other or our hopes of late, among thc non est invent us. -A Columbia correspondent ol the Augusta Constitutionalist writes: "You can have no Idea or what is going on here, hv.vthe State is pil? laged and openly robbed by those carpet-baggers and negroes. To give you an idea, I was told that Mr. Speak ;r Moses, the son of thc Chier Jus? tice, a degenerate son oi a degenerate sire, re? ceived a thousad dollars for a single ruling on a railroad bill, and that his eekly deposit in the bank ia fifteen hundred dollars. He can alford to keep fast horses and make himself agreeable to fast women. Governor Scott was very Indig? nant with THE CHARLESTON NEWS, for some strict? ures made by that paper on his earnings out of the State bonds, bank notes, Blue Ridge Railroad, Ac. 'Why, lt ls a lie,' said he, 'I have made only one hundred and thirty thonsaud dollars since I have been in ortlce, and in legitimate transac? tions.' A pretty good only. He is said to be doing so well, that some or clio senators and representatives wish to stop his supplies and have an investigation; but thc senator seems to defy them. Thc stealing is 60 general, that he reels thc door for investigation will not be opened." -Thc fact has leaked out that tho "Car? din* Giant," that has gulled so many simpletons, was manufactured in Chicago, and now one of its inventors, F. Mchrmann, a stonecutter of that city, ls out in a communication in the Chi? cago Tribune explaining how thc Imposture was carried out. It seems that Mohrmann and a workman for Volk, the sculptor, named Salle, were employed by George Hull to cut the giant from a block or gypsum brought to Chicago from Fort Bodge, Iowa. At first hair was carved on the head, and a beard on the chin, but on consultation with geologists lt was found that hair would not petrify. So, as it was designed to represent the statue as a petrifaction, the hair and whiskers were shaved orr. To give the figure thc appearance of ago, it wa3 pricked over with needles fastened in lead. This process was car? ried on also to remove the marks of thc chisel, and further, to give the statue an antiquated look, it was rubbed with vitriol, sulphuric acid and English ink. It was at first proposed to take the statue to Mexico and bury lt there, but on ac? count of the distance, that idea was finally aban? doned. It must maka thc dupes of this impos? ture feel rather foolish to learn how easily they were 30ld by these Chicago stonesutters. Thc "Traitors" in the Senate. Some of the members of the General As? sembly appear to have a very low estimate of the duties and responsibilities of the stand? ing committees or their body. Thc:3 com? mittees are appointed in order that they may carefully consider both the legality and pro? priety of the bills submitted to the respective Houses ; and their reports, in common cour? tesy, should be treated with at least a show of respect. It is of course mortifying to an effervescent senator or representative when it is shown that the offspring of his brain is a legal nondescript or logical ab? surdity ; but wounded pride is no excuse for denouncing the offending committee as traitors to the "sacred cause of Radical Re? publican liberty." And yet indignation meetings are held, and abusive resolutions are introduced, because the Senate Judiciary Committee, in the discharge of its sworn duties, points out the inconsistencies and illegalities of the famous bill "to enforce the "provisions of the Civil Rights bill of thc "United States Congress, and to secure to "the people the benefits of a republican "government in this State." Now, what do the Judiciary Committee recommend? First They recommend that the title of the bill be changed,, and that it be called "a "bill for the protection of all persons in "their civil and political rights." Is there any crime, any lurking treason, in this sugges? tion? If so, we fail to see it. Second. It is recommended that certain sections and parts of sections be stricken out ; because they deprive common carriers of a proper control of their property, be? cause the punishment imposed for violatiug tho law is excessive, because they are su? perfluous, because they are unconstitu? tional, or because they are absurd. It is the object of the Judiciary Committee to prevent the Senate from enacting a law which would be upset by the courts as soon as a test case was made ; and lo ! the vials of wrath arc ruthlessly poured out upon the bowed heads of Senator Corbin and his col? leagues. Tlie General Assembly is resolved to bc superfluous, and unconstitutional, and absurd-the Judiciary Committee "to the ' 'contrary notwitlistan ding.w Third. Tho committee recommend that the section referring to places of amusement take cflect on May 1st next. This is no more than just. Contracts have been made, and heavy engagements undertaken, upon the basis of the law as it now stands. To cause thc bill to go into operation immediately will subject innocent persons to serious or ruinous loss. They are entitled to have a little finie given them for their extrication : and we cannot see that any class of persons j will be injured by postponing, for a couple of mouths, the active operation of tito bill. No public rigid or privilege would bc en? dangered, and private citizens would be held harmless. These recommendations are the whole head and front of the offending of the committee. They do not touch the coro of thc bill. It stands in full force, requiring that equal ac? commodation shall be giveu to all persons, without distinction, for Hie like compensa? tion or reward, and providing severe penal? ties for infraction of thejaw. The commit? tee do not weaken the ont On the contrary, Uiey strengthen it, by eliminating tiie illegal parts, and so modifying the remainder that it will not interfere with vested rights and pri? vate property. The Senate can, of course, reject the report und pass the original bill; but if they do Uiey will declare to tho country that they wilfully and wantonly do a thing which is pronounced illegal anti wrong by the best lawyers among their number. And if they trample on public law and public right in one caso, they will certainly do it in another. This will lie thc opinion ut the polls in No? vember. -?? ?? <??? ~?- ? ?.tvv Publications. Mrs. Thomas1 new novel has some of her merits and all of her defects. There is clever talk in ir, and there is one well drawn charac? ter. Au reste, there aro many "vain repeti? tions," several vulgar situations, and not a few unclean suggestions. There is the usual wreck o? everybody's happiness at the end which thc new school of lady novelists seem to consider the correct finale for a ?.'story of real life.' There is very little art displayed in the idea, and none at ali in the development of thc plot. The women freely offer themselves to the men, and are for the most part politely refused. The curtain falls upon the dramatis persona' grouped about somewhat uncomfortably upon the stage, with the air of gazing at ?ch other and patiently remarking, "Well, here we are ! and how on earth did we get here ?" It is weary work criticising such paltry stuff, the more so because Miss Thomas' earlyve?Torts gave promise of much better things. TUE Saturday Review devotes an article ex? tending over four pages to an elab?rale review of the Byron business, and comes to thc fol? lowing conclusion : The issue is the simplest ; the choice must be taken for once and for all, and on thc plainest alternative. Kither thc accusation of Incest is true, or Mrs. Stowe and Lady Byron, either or both, arc guilty ol' in? venting a direct and planned and wilful lie. Because we believe that thc hypothesis of either Mrs. Stowe's falsehood or Lady Byron's falsehood is utterly untenable and inadmissa ble, and because we are assured that neither of these ladies is or ever was insane, wc are forced to pronounce against Lord Byron on thc main charge. Those who acquit him must, whether they will avow it or not, believe that tho witnesses are perjured. The hallucination theory-the mystification theory-neither of them will stand the test of searching argument. lllants. PLIMPTON'S PATENT SKATES have already been introduced, with gratifying results, In the cities of New York, Hartford, Buffalo, cincinnati, Louisville, Indianapolis, New Orleans, Atlanta and Savannah, and will be in many others as soon as suitable halls or rinks can be provided. THE EXTRAORDINY SUCCESS which has so far attended the Introduction of ROLLER SKATING proves conclusively that, while it is unequalled and Invaluable as an Inno? cent, exllarattng exercise, lt ls fast becoming the most popular and fascinating of amusements, possessing all the merits and attractions of Ice Skating, without any of its objectionable features, and meets with the most hearty and earnest ap? proval and endorsement of the Clergy and Medi? cal Profession. AS AN ir'VESTMENT there is probably none which offers such induce? ments to capitalists, especially those owning pub? lic halls or rinks, as the EXCLUSIVE RIGHT to use and vend said Patent Skates, in proof Of which lt ls only necessary to refer to the Indian? apolis Rink, which cleared over $3000 in ten weeks, and Glover, of Louisville, the receipts of which were $10,000 in two months of Roller Skat? ing. Nor arc these exceptional Instances of success. For TERRITORIAL RIGHTS to use and vend said Roller Skates and Information, address E. M. DRANE, . fetoj wfmO_Louisville, Kentucky. We would Invite the attention of Planters to the consideration of some of thc advantages m the cultivation of SORGO as a Crop, which are, the small amount of labor; the hardy character or the plane in its ability to endure, without ma? terial injury, both drought and wet; its freedom from the attack or worms; Its carly maturing, and the fact that the Seed and every part of the plant ls of great value. In consequence o. the Imperfect method hitherto adopted In preparing the Juice of this Cane, there has arisen a prejudice, and the belief that Sugar could not be produced, but only a very Inferior Syrup. But, by the discovery of the Southern Process, these opinions have been com? pletely reversed in the minds of all those who have examined and tested this Process, as they realize that not only pure Syrup, superior to the best Chemical Syrups of the Refineries, is pro? duced, but also Sugar equal to the best New Or? leans, in such quantity, as to make it without doubt, the most profitable crop that can be plant? ed, or these racts abundant evidence can be shown. Any information on this subject caa be obtain? ed by applying to Mr. F. G. CART, Charleston, S. C., who hos been appointed our authorized Agent, and who will be prepared to famish pure Imphee Seed and Machinery. Or to ourselves at Greenvale, S. a PASSMORE A WILHELM, Greenville, S. C.
