The only objection to this invention seems to be that the robber could use it w?h just thc same effect as the honest man. Its utility, therefore, ls ques? tionable. , Thc Soukli Carolina Railroad Company. We print in another column the report of the President and Directors of the South Carolina Railroad Company, submitted to thc meeting of stockholders, which convened in this city yesterday. It is not necessary to give here the details of the operations of the company daring the past year. These are explained succinctly and clearly in the report iisolf. We may, however, recapitulate briefly what has actu? ally been accomplished 1. Tlie differences between the South Car? olina Railroad Company- and thc Columbia and Augusta Railroad Company have been amicably adjusted. Proposals jointly sub? mitted by the Columbia and Augusta Railroad Company and the City of Augusta were accepted by the South Carolina Rail? road Company, anti a new contract was en? tered into whereby litigation was to cease; the right of the South Carolina Railroad Company to make freight arrangements in the futuro, without restriction, was recog? nized, and a cession made to the Columbia and Augusta Railroad of the use by their trains of the South Carolina Railroad bridge at Augusta, until January 1, 1870. In part consideration of which the Columbia and Augusta Railroad was to pay, in its bontl3, the sum of $75,000. 2. The obligations of the South Carolina Railroad Company to the billholdcrs of the Southwestern Railroad Bank have been Anally admitted and discharged, the settle? ment being chiefly made in the six and seven per cent, bonds of the company. Thebauk is now indebted to tho road in the sum or? $501,447. " 3. The past due sterling bonds of the com? pany have been retired, the holders agreeing to take in exchange the new first mortgage bonds of the road. The negotiation will be completed so soon as the State relieves the road from the State lien originally imposed to protect the old guaranteed bonds. 4. Thc board have purchased a favorable site upon the water, and will proceed, with? out unnecessary delay, to make arrange? ments for running down to the river. Their plans contemplate not only thc indirect profit of thc Company, but a sulid and substantial addition to its wealth. These are tho main poiuts of Hie policy of the board duriug the year. The earnings of the road for 1869 were 3-87,205 more than in 18C8, although tho road has had to contend against lower rates and a partial diversion of its business. The operating expanses were 53 13-100 of the net earnings-a less ratio than upon roads ope? rated under similar circumstances and more favorably situated. The net earnings are $50,226 more than in 1868; showing that the uet income of the road, after deducting managing expenses, was over $600,000, or ten per cent, upon the capital. New bends, to the amount of $445,000, were issued on account of the Southwestern Railroad Bank, which, with interest on past due bonds, &c, amounted to$462.S51. But the company has paid off $343,428 of its past due and unniatured bonds, leaving the net increase of the bond debt on/y one hundred and nineteen thousand dollars. The entire lloatiag debt of the road is $295,664, against which the company hold property which would realize in the market at least that amount. Upon the question of dividends the board say that they had determined to commence the payment of dividends ou Janunry 1,1S70, but the necessity of assuming the payment of thc issues of the bank, and the arrange mont of other debts, prevented them from so doing. It is their purpose, however, to begin thc payment of moderate quarterly dividends on thc 1st July next The foregoing summary will enable tho general public lo appreciate, not only the strength or the position of the company, but tiio marked ability and discretion with which its affairs have been managed. When the war closed tho road was a wreck, and would not have brought the amount of its sterling debt thei. overdue. Claims of nil kinds, creditors of every variety, were press? ing upon tho company for payment. There was no rolling stock or motive power with which to carry on thc business of the road. It was almost impossible to borrow money, and it was uncertain what business the road would command when rebuilt. Hut in spite of grumbling and malicious criticism the President and Directors pressed steadily for? ward, and after live years of unremitting toil give the stockholders a property which grows every day more valuable. They have expended $1,256,000 in the work of recon? struction, and thc road and equipment arc now in excellent order. They applied their surplus earnings to the reductiou of indebt? edness until the debt became manageable, and now propose to resume thc payment of dividends. No harrassing litigation threatens them. They are embarrassed by the de? mands of no litigious bill-holders. No hold? ers of past due bonds now crack their whips over thc company. The road is fairly ont of the miro, and a continuance of the manage? ment which has made Hie road ail Hutt it is, and more than it was ever expected to be, will put in the pockets of Ute stockholders dividends sufficient to make the South Caro? lina Railroad stock one of the most lucrative investments in the South. Kink vs. Color. Kentucky is getting ready to dodge the Fifteenth amendment. The following bill has ju3t been introduced into thc Legisla? ture : "Be it enacted by thc Legislare of Hie Com? monwealth of Kentucky-First. That no per? son shall bean elector in this Commonwealth who has wool or kinky hair on his scalp; nor shall any such person be permitted to vote for any town, county or State officer, or be allowed to hold any office in this Commonwealth. Second. That any person who shaves or other? wise removes the wool ur hair from Iiis head, so to deceive thc judges of election, and shall cast his vote in disregard of th? provisio ??? of this act, may be indicted by any gr "nd jury and punished, as is now provided by law for fraudulent voting. Third. This a t shall be in force and effect ?rom an ! arter its i assa_e." The South Carolina Institute. Thc meeting of the South Carolina Insti? tute, which takc3 place at the Market Hall, at half-past seven o'clock this evening, will be regarded with deep interest by all who have at heart tho welfare of the State. We are gratified to learn that many prominent pnb liomen will be pr?sent?t the meeting, for there is no subject of greater importance than thc encouragement of every movcmcnl looking to tho development of agriculture and manufactures, and to the diversification o? ow trade. The directors of the Institute have del er? mined to hold a fair and an exhibition of no ordinary character, on thc Charleston Race Course, next autumn, ami arrangements will bc made to accommodate, as well as onter taiu, the thousands of visitors who will then como to Charleston. No city in the State, we may be allowodtn say, can offer as many attractions a3 Charleston, nor can any other provide as well for swarms of eager pleasure seekers.
