Our Washington specials report that the contested election case of Wallace against Simpson came np in the House of Represen? tatives yesterday. The Committee on Elec? tions had reported that Mr. Simpson liad a primo facie title to his seat, and tills report was adopted. At this moment the Radical leaders hurried lo tho rescue, and after n fierce tight reconsidered Hie vote and laid the report of the Election Committee on the table. As the case stands, Mr. Simp? son cannot obtain Iiis seat until "Wallace abandona the contest, or has the case finally decided against him. Wc print this morning, as requested, c laide showing the "principal items" of the city expenditures, as taken from the ollicial reports of the City Treasurer for Hie years 1867, 1SCS and 1S69. According to this table, Hie expenditures, for Hie purposes slated, were $56,415 less in 1S69 than in lSf.S, and $63,120 less in 1868 than in 1S(?7. This is a very pleasing exhibit; but so bald a comparison does not show fairly and fully thu difference between Hie actual outlay iii Hie three years specified. Many other sums were paid out than are here set down, and we are forced to believe that, in the tallie of Alderman Voigt, only those expenditures are mentioned which show to the advantage of Hie Pillsbury administration. If the City Treasurer will jHiblish a table showing a'l Me expenditures of thc city in lSli7, lS6?s and lS?'J, we can lind out what really has been accomplished in the way of retrench? ment and reform. And it must be roniem lered that the expenses for streets and pav? ing were naturally far larger in 1867, tiiC second year after Hie war, than it was nec? essary for them to be in 1868 and 1869. Thu large expenditures on streets and drains in 1867 are, we presume, easily accounted for. Some reaction Is almost inevitable with t magazine after the attainment of tiic plain- ol excellence that usually denotes the opening 01 a new volume, and thc February Galaxy, nc less than most of its contemporaries, illus? trates the fact. Mr. Reade's story continues, and will atone for shortcomings elsewhere, "Expressions,"' by T. M. Coan, contains some close and relined thought, but jumps with Hu fashion of the time in pushing supposed anal? ogies and doubtful precedents too far. Mr, Justin McCarthy's account of Brigham Young ls very iconoclastic, and, wo doubt not, en? tirely trustworthy.
