The Charleston Extension Bill./ - 1/ Tho Columbia Radicals estimate that ll ty-flvc hundred voters would be added tho population of Charleston by thc propo; extension o? the eily limits. This rcinfor mont of phosphate-digging colored n would make the victory of ''the party" toi ably cerlain; but there is a nervous f that these new voters wonld cast their 1; lots with the Democrats who employ a pay them, rather thun with the Radicals v> have given them nothing but soft words ti much vexation. This makes the Rudie light shy of thc Extension bill, thc more pecially as the carpel-bag fraternity deck that they would rather vote for a Denioc than for Dr. A. G. Mackey, who is expeel to ho thc Radical candidate for Mayor win j ever thc occasion oilers. The Radical c now is--South Caroliua for Southpaw ? '-niaii?, without distinction of race or colo and thc well-fed immigrants at the capi do not relish the ?dca of losing tho go things they have enjoyed for two years more* Per this reason, the bill will ho c posed by Scott. Chamberlain <fc Co., witli fair prospect of succeeding. A bill may passed, ordering a new election to be he this spring, but leaving the city limits they are. To this wo do not object. Ek lion day may conic as soon as tiic Radia will. The people are ready and will do tl? duty. _ Work for tin Workingmen! -> Working with a will, "working togethc and working with a set purpose-the Trade Unions of the United States may change, fi the better, without violence or threat, ti pecuniary and social condition of the sta wart sons of toil. The working classes of America have, i numbers, the political control of the coui try. Their votes, cast together, would di feat or make victorious the most powerful ( parties. Their strength, well directed, woul secure to them all that they properly desiri Their voices, pitched in unison, would b heard wherever men work, women weej and politicians cringe and lie and stea Intelligent, timely, generous labor can con .pier all things. But the mere strength c numbers-without union of purpose, intelli genoe of action and enlarged liberality c thought-must 300n be overcome. Therefor must the Unions work understandingly They must know what they waut, what i possible and what is impossible, what ar their own natural rights and what are tin acquired rights of others. Surrounded 1>; pitfalls and snares, they must walk warih but bravely. Hitherto the working classes in this State men from whom much is expected, have had as a body, but little to do with pol?tica affairs. They have been represented, anc well represented, in the State Legislature but they have not made themselves heard ir Federal politics, and they have not turned tc good account, in any way, the undoubted strength they possess. Now they are organ? izing, notably in this city, and their lirst at? tempt to walk alone is watched with jeal? ous care. The main object of all combinations of the working classes is to obtain a just compen? sation for their labor. Unless the laborer is fairly paid for his toil and sweat, he will not grow broader in thought or larger in brain. The artisan who earns a cup of water and a crust scoffs at book knowledge, and lives and dies in ignorance Unless the wolf of famine be kept from thc dcor, what will thc laborer care for bis own development or the future cf his children? Mechanic and arti? san ir ist bc paid eiioiii.h to enable them to live decently and comfortably. To secure this beyond doubt, is the primary object of all Trades' Unions. In most of the discussions to which this ipieslion of wages has given rise, the Trades' Unions of Charlesio'i seem to have overlooked a most important fact. Marching directly for? ward with their eyes set upon the goal of higher wages, they have apparently disre? garded the influence exercised upon their interests by protective tariffs, high taxai ion and class legislation. If the purchasing [tower of their wages be incrcase'd, the effect is the same as when wages are raised and i-ommoditios are unchanged in value. When the laborer receives his weekly wages bc asks himself-How many pounds of bread, how many yards of cloth, how much com? fort in food anil clothing, will this money buy? Reduce the price of commodities, of articles of necessity, and, wages remaining the same, there is an immediate improve? ment in the position of thc workingman. Combination will give the working classes a fair price for a fair day's work. Free Trade will give them every article of necessity, at the lowest price at which it can profitably be produced in Hie place best adapted to its production. And the same policy of hostil? ity to Free Trade which compels the work? ingman to pay a premium upon every arti? cle of clothing, for the bencilt of the monop? olists of New England, is at tho same time crushing the masses throughout Hie land, in the interest of the privileged few. The peo? ple, the consumers, arc taxed-in order that the coal and copper miners, the iron manu? facturers, the spinners, may grow sleek aud rich. Business languishes, thc shipping trade of thc country passes into thc hands of the foreigner, lhere is no activity in any branch of manufactures. The uation is ground down by monopoly, by Protection. A few men heap up their millions; the many starve ! The insidious arguments of the Protec? tionists must not lead our people astray. In Congress the South is represented by per? sons who are bound hand and foot to the ear of New England Monopoly. No help is to b3 expected from them. Thp people of the South must speak for themselves. They must make Free Trade a test question. Casting aside the slang of party, all our peo? ple, and especially thc working classes, should pledge themselves to support no man or set of men who will not work for Free Trade, as well as for Low Taxation and an honest and economical State and National administration. Assuruuec Doubly Sure. This, you know, ?3 really too bad. H. H. Kimpton, the Financial Agent of the State, has in his possession two or three million dollars of State bonds. The numbers of the Legislature wanted to know how thc .Stale was secured, ami a committee reported that Mr. Kimpton had, as a voluntary act, given bond in thc sum of $500,000. This was lovely: but now comes tho horror of it. Some one has nosed out the significant fact that the surety on thc bond is-Wno? Wiry, H. IX Kimpton himself. Now, if an agent holds two million dollars of the money of a third person, and the said agent packets the same, and recourse is had on the surety, and the surety is the agent himself, and thc surety pays thc half a million set down in Hie bond, what, in that case, becomes of the other half million ? Thc surely is not liable for more than the half a million. If you imprison Hie surety-agenl, you imprison thc innocent surety. And, if you do nor impri? son the surety, how can you touch the de? faulting agent ? Where does the agent leave ofT and the bondsman begin ? How is thc State lo know ''this from that and such from "sich, one from t'other and t'other from "which?" The arithmetical member will please reply. WE are glad to see that there is a f^ir prospect that tho bill "to repeal an act 4b* secure advances for agricultural purposes, passed September 20, 1SCG," will not pass thc Senate. Than the passage of this bill, no one thing would do more to embarrass and injure the planters and farmers of the SUite. Thc Lien hill gave thc factors their security; without it. thc planters, in general, cannot borrow money. / MAYOR PILLSBURY and his Aldermen have a queer way of doing things. They petition thc Legislature to abolish the office .of flour inspector so that a proper person may bc elected, and they pray that thc "extra-jndi "cial interference of Hie court3"in the premise, he stayed. And yet the Clerk of Counci declares that this petition was not considered or read at any meeting of Council, and that he did not see the petition until it was pub lished ia this paper. How is this ? TUE whiskey war in Spartnnhurg was not as bloody as a morning paper reported Mules and horses were wounded, but the oflicers of thc law were not hurt. Thc whole, true and particular account will bc found in the letter of our Columbia correspondent printed this morning.
