THE SPANISH FLEET.-Thc frigate Pizarro ls now off the bar, though no additional gunboats are reported. Those now In the harbor are en? gaged in taking in coal and preparing for their departure. Some of the seamen recently made their escape from the fleet, but have not been re? captured. They were enlisted in New York, and are a hard set of roughs. The Spanish consul his advertised for firemen, and received a number of applications yesterday. TU?JNITKI? STATES GUNBOATS.- The Stand? ish ahaTrlana, the two United States gunboats which were brought Into this port In a disabled condition, have been taken to Marsh's dry dock, where they wilt receive the necessary repairs. Some of the officers of these boats are old acquaint ^ anees, having been In service on the Pawnee du ' .ring the war, when that ubiquitous boat used to patrol our coast. A CHRISTIAN ESTERPRISE.-A mooting of thc eongregation of St. Philip's Church was held on Wednesday evening, te take Into consideration thc sacred duty of providing a home for the poor and destitute of that congregation. The meeting was called at the Instigation of the pastor of thc church, Rev. W. B. W. Howe, and was largely at? tended by both young and old. Creal Interest was manifested In the proceedings, and it was unanimously determined to purchase a commodi? ous building in some suitable location, to he used as a home and for other purposes, as God pros? pered thc undertaking. The congregation pledged themselves to pay for its support by their contributions. The plan or confining the chari? ties of the church to the parish, or to the needy or its own congregation, has been practiced success? fully both in England and on this continent, and has been found to unite pastor and people more closely, and lo strengthen the family ties that ex? ist between the members of the same church. Mr. Howe has given the subject his earnest atten? tion, and though it was mooted some time since, theyictlon of the congregation on Wednesday way the first-step taken to promote the good work. Council was not called to order until half-past 7 o'clock, when the Mayor staled that thc object of the meeting was to consider the license bill in its ditrereut details, and to see that, while it benc fitted the City, it would not oppress the citizens. nie clerk read a lengthy petition from the gro? cers, showing thc grievances of thc provisions or thc bill as it related to them, and praying for a reduction of the liquor license. It was signed by some two hundred grocers, and, on motion of Al? derman Collins, it was received as information. Alderman Collins stated that a delegation of merchants and brokers were present, and moved that ex-Attorney-GcHeral Haync be allowed to ex? press their views to Council, which was adopted. The bili was then taken up by sections, and thc first section read by theelerk, when Colonel I. W. Haync came forward and state* that he was pre? sen, to represent a certain class who deemed that they were unequally and unjustly dealt with by thc bill. He then read thc following report or the meeting of brokers : A bill to regulate licenses, proposed nt a late meeting of the City Council of Charleston, which appeared in this morning's piper for the lirst time, attracted the attention of a number of brokers who are naturally affected by its provis? ions, and at a late hour of the day, a meeting was held, at which the following named brokers were present: Hutson Lee, I. The meeting wa3 organized by calling Mr. Louis I). DeSaussurc to the chair, and appointing Mr. J. T. Humphreys, scoretary. Various reasons were thrown out by those pres? ent why the proposed bill should be objected to as being unequal and oppressive in its operation. One firm, for instance, in many cases carries on several different kinds or business or like nature, each ot which ls subjected to a separate license tax, though together they yield but a moderate Income, and no ouc kind alone would yield a sup? port. Upon no class in the community, however, it was contended, did the bill discriminate more unequally against than the brokers. Each broker proper is likewise a "money broker or dealer in exchange," a "collector and real estate agent," a "real estate broker and auctioneer,'' and, under the ruling of the United states Internal Jtevenue office, a banker also. Thus the same llrm will pay for licenses alone $525; while a bank, what? ever its capital, however large Its circulation in the amouut of its discounts and deposits, IB re? quired to pay but $100. While yielding to none in their anxiety to main? tain the credit ot thc city, and in their willing? ness to bear their full share of the burden of tax? ation, the brokers as a class feel, it was said, that the proposed scheme presses most unequally against them. It was thereupou unanimously agreed that the Hon. L W. Havne be requested to appear on be? half of the meeting aud present the views of the meeting in regard to the bill, and that he request the Council to postpone further action until a further hearing can be had. Colonel Hayne said that the fact was clear that one class was unjustly discriminated against, nnd he requested the postponement or the further consideration of the bill to such time ns Council may choose. Alderman Wall spoke at some length ou the bill, and thought its measures oppressive on cer? tain classes, and therefore moved Its postpone? ment until lt could receive a careful hearing. Alderman Voigt moved that Mr. R. 8. Bruns, the chulrman of the committee of brokers, be in? vited to speak on the subject. Alderman Collins moved an adjournment. Alderman Cunningham objected, and stated that they were as ready to consider the subject now as they would be two months hence, and he was prepared to prove that thc taxation would be less on each individual Interest than before. Alderman Collins said that he was prepared to take up the bill by sections, but he thought they were already In an abyss of confusion. Aranibling discussion arose between Aldermen Barrow, Voigt, Collins and E. P. Wall, In which each were called to order several times and each indulged In lengthy discussions. Alderman Col? lins was very loud aud boisterous, and a little passage of words occurred between himself and Alderman Voigt, which gave thc audience some uint idea of what morphine might do. During the argument, the gentlemen who were m the Council Chamber, many of them for thc first time, had an opportunity to hear some of the Aldermaulc UllliogFgac for which this Council ls so pre-eminently distinguished. Thc motion to postpone consideration or the biU to the next meeting came up, and on a divi? sion of thc house the motion was carried. Council being evidently opposed to any further discussion of the bill, Alderman Cunningham moved that when they adjourn they meet In secret session to-morrow night, to consider the bill in all Its bearings, and have a calm discussion without being Influenced by outsiders.
