Tho State tax for he year 1S69-1870 is to be at thc rate of one-half of one per cent. against three-fourths of one per cent. last year. For the first 1 tine there seems to be :t desire on the part of the State Government to lighten the burd> us of the people, and we are-anxious that l oth the Executive anti thc General Assembly should have all tbe credit which is their due. The State Comptroller estimates that the expenditures of the year will be as follows: State Officers, Judges, Ac.$129,000 Legislative Expenses. 100,000 Executive Department. 33,100 Judiciary Department. 3,000 Ordinary Civil Expenses . 22,100 Educational Department. 100,000 Militia and Constabulary. 70,000 Penitentiary. 75,0o>0 Sundries. *,500 Interest. 338,003 Total.$936,293 Last year the total expenses of the State Government-deducting extraordinary ex? penses amounting to $995,973-amounted to only $1,103,372, which amount included two years' interest on the State debt. This year only one year's interest is to bc paid, x\ which should reduce the expenses about 3300,000, or lo about ?800,000. But thc Comp? troller-General calls for $936,293, so that even according to this estimate, thc State is to spend thia year for 01 iinary expenses $136,293 more than last year. But since the Comptroller-General made up his esti? mate the General Assembly has determined that the interest on the public debt shall be paid in coin, and it is morally certain that the Legislative expenses will not be le3s than last year-say $160,000, instead of $100,000 as estimated by the Comptroller. The premium on gold may be taken at 20, which will add one-fifth to the currency charge for interest. The estimate now stands: Comptroller-General's estimate.$ 936,293 20 per cent, on Interest amounting to $338,693. 67,738 Deficit in Legislative estimate. 60,000 Total.$1,064,031 No account has been taken of deficiency bills, or of th? salaries of the new officers sure to be created. Without straining a point, we have an expense of $1,064,000 this year against $800,000 last year. This is aot encouraging; bot at all events the State tax is reduced from three-quarters to one-half of one per cent What revenue will this bring in ? The value of the real and personal prop? erty in the State, as determined this year, was: Real property.$125,171,088 Personal property. 38,861,254 Total.$164,022,342 The tax of three-fourths of one per cent, apon this amount was estimated to produce $1,230,168, outdid produce only $982,696. This ls a serious difi?ranse, and is partly ac? counted for by the rebates allowed on ex? cessive assessments. Assuming that these rebates will not be granted this ye%r, or that they will be compensated by an increase in the assessed value of personal property (there is no new assessment of real prop? erty)-we have : Taxable property $164,000, 000; upen which a tax of one-half of one i>cr cent, will amount to $820,000. This will leave a deficiency on the income of the y oar of no less than $264,000, assuming that every dollar of the taxes will be collected. Mr. Kimpton, the financial agent, has now in his hands about $3,000,000 of State bonds, and by selling theso the means can be had to meet tho deficiency. There may be an addition of a million or more to the State debt; but as the Radicals go out of power before the next Legislature meets, a million or two more or less makes no difference whatever._ Thc Labor Bill. The bill ''?o provide for the better protec? tion of laborers," now before the flouse, has ene glaringly objectionable feature, inus rauch as it leaves the final settlement ol' all differences between the employer and tho laborer in the har. is of un irresponsible Comniissionor of Labor. As wc have al? ready said, no objection is made to the ap? pointment of discreet and ?intelligent com? missioners, who will see that the laborers understand the terms of the contracts which they make, and that they aro not imposed on by the other parties lo the contract B; all the good resulting from the action ofH these commissioners would be destroyed, if they were of the same class as thc ordinary run of Radical officials. There is a proba? bility, at least, that tho commissioners will be appointed for party reasons, and yet it is proposed to give them a power which could not safoly bo entrusted to the most upright men in the State.
