CITY TAXATION.-Under tho present system,
thc bulk of the city revenue ls raised by thc las
on real estate and on the gross reoelpts of mer?
chants nnd professional men. A bill is now bc
rorc the General Assembly extending thc provi?
sions of thc voluminous State tax bill to thc City
of Charleston, which will work a radlual change
in Hie manner of assessing and collecting taxes.
In the first place, all properly will bc taxed ot it.?

value set npou it by thc appraisers. Charleston
will also have a "Board of Equalization" to rc
view, and increase or decrease, assessments,
os was done, na tho people remember, by
thc State Equalizing Board for purposes of Stale
taxation. Unless the city board have more com?
mon sense and senso of justice than tho State
board had, Charleston wlU be in a bnd way. Be?
sides taxing property according to Its value, thc
city may, under thc new bill, require "the pay
meal of such sum or sums or money Tor license
or licenses, ns in their Judgment may bo just and
wisc, by any person or persons engnged, or In?
tended to bc engaged, In any calling, business or
profession, In whole or lu pail, within the limits
of the City of Charleston, except those engaged
lu Hie culling or profession of teachers or public
or private schools, and ministers of thc Cospel."
Wc understand that lt is Intended to license
every calling but those excepted, and these toes
arc relied on to lill the vacuum of Hie treasury
during next month.
Until the tax bill is reported, wc cannot tell,
with certainty, what its chief features will bc, but
wc desire to impress upon thu Committee of
Ways and Means Hu advisability ot reducing, If
possible, the present onerous tax unreal estate.
