According to the report of t ho Comptroller Genera], a copy of which we received last evening, the State or South Carolina has, during the past year, been a good customer to the usurers of Wall Street, What pre? cise price has been paid for the monoy which has been borrowed, cannot be known just yet by the Anti-Radical public, aa the report of H. H. Klmpton, referred to by tbe Comp? troller-General, d03s not accompany thc printed report of the last named official. There is, however, a gleam of light. The report of the Treasurer shows that the State has received from H. II. Kimpton, during tho financial year, $1,412,714, and has paid that promising Unan Mor S54S.81S, leaving a balance in his favor o? S593.8G6. This large amount was not, it ia presumed, advanced by H. H. Kimpton without securi? ty, whatever his love for what Governor Scott calls "our beloved State." What amount of State bonds baa been soltl we do not know, but thc Comptroller-General says there are "two million seven hundred thousand dollars "($2,700,000) of bonds, signed up and placed "in the hands of the Financial Agent, and rc "maining unsold." Thc Comptroller also says that a aile of "three hundred thousand "dollars of bonds" made by tho Financial Agent will not appear in tbe reporta of the Comptroller's office, no report of the salo being received until after the close of thc fiscal year. During the fiscal year the Financial Ageut borrowed for the State, or realized by the sale of State bonds, nearly ons and a half million dollars, of which ubout nine hun? dred thousand dollars was paid back. The money waa doubtless obtained with mach difficulty, and the rate of interest was iu proportion. Mr. Neagle, the Comptroller General, says that unsold bonds amounting to two million seven hundred thovsind dol? lars are still in tho hands of the Financi?i Agent They aro not sold; but arc they pledged as collaterals: Mr. Land Commis? sion Leslie answered this question in tho Senate on Saturday, where he urged the immediate passage of thc Insurance Com p taits' bill, on tho ground that about Ihre. milUon dollars of Slate bonds were held a3 collaterals in New York i\i sixty i*e cents on the dollar. In that curious compound of malice and ignorance, tumid eloquence and ingenious misrepresentation, called for convenience "the Governor's message," it ia recommen? ded that "a law bo passed'' requiring each company ejecting insurance in thia State "to deposit sufficient security with "tho Comptroller-General, indemnifying "po'icy-krdders against losses." and that this deposit "be graduated in prrportion to *t ic capital and business of the company, "making it a misdemeanor, with adequate "punishment-, of every agent attempting to "effect inaurance until thc company he rep? r?senta baa m adc deposit of ample securi "tios io protect policy-hol'lcrs agiinstfraud "or attempted frauds." Thia certainly is far from ' tuffi "cient security" to protect policies to thc amount of ten or twelve milliou dollars. Aa a meana of securing and indemnifying the insured against loss und fraud, tho new law would be of little value, even supposing that the companies were all of thom ready and willing to make the required deposit. Many of thc firfe companies represented in Charleston do a very 6mall business. They cannot afford to allow $20,000 to lie idle, and wi.l rather withdraw their agencies than do wliat thc law requires. This would tend to leavo tho risks to bo monopolized by Ihe larger companies, and in itself niiglit not bi disadvantageous. But it is doubtful whether tho giant companies will consent to make the deposit. When a similar law went into operation in Virginia some of tho most important and trustworthy Northorn com? panies at once closed their agencies Tho sanio cll'cct has been produced n Canada by restrictive legislation. And, If wo uro cor recUy informed, no New York Insurant Company is allowed to make investments on side of New York State, eo that the new la would cut off the insurers at once from tl i New York companies. Ia thei anything in the history or character of tl State officials, which should make any or who knows them willing to entrust to the tender mercies $800,000 tn bonds or stocl of the State? A calm consideration of the whole subjci leads us .td the conclusion that the passai of the proposed bill would work great ir jury to the insuring class. It would undt no circumstances give the assurer any su flcieut security; it would cause a large nun ber of companies to decline taking risks i this State; it. would give a monopoly to Hi companies which remained, forcing insurei to do business with them or directly wit Northern and foreign companies; it woulc os a restriction on. trade, drive capital awa and make tho cares of real estate owner and merchants even more harassing Um thoy now arc. And 3'et it would accomplis one grand result. The passage of tho bill with the prospect of t he bona fide purchas of half a million of bonds or slocks-for th Aro companies only-would send np th price ten or fifteen per cent., and Scott an tho Radical Ring could realize still anodic fortune. The proiits on bank bills woul< be supplemented by the profils on Stat bonds, which in time would be hugely swol len by the three hundred thousand dollar in gold expected to be mado ont of thc schem for paying in gold the principal of tho Stat debt due next year and thc next. This in surance bill is only an act in th3 drama o "Peculate, Pillage and Plunder," and if afte its passage tho insurance companies are cal citrant and will not deposit thc bonds 0 stocks required, the law can bo easily ant quickly repealed.
