A ir OTHER PEEP AT THE ACADEMY OP MUSIC THE MARCH OF PROGRESS.-The workmen are now giving the last coat of paint to the exterior of the building, and equal progress ia shown by those employed on the interior. The ceilings of the balconies have been frescoed, the railings and seats in the galleries completed, and the opera chairs hi the parquette placed in position. The gilding of the proscenium has been commenced, tb eocenes painted and lowered to the stage. The drop curtain is also ready to be placed in position, and, In a word, the day of completion ls not far distant. Toa MASONIC FAIR.-Notwithstanding the bad; weather of yesterday, the Fair was well at? tended, and the crowd last night was almost as large as at the opening. A number of additions and improvements have been made lu the ar? rangements of the tables, and the general effect ls much enhanced. The table of Strict Observ? ance Lodge has a veiled bust of Venetian marble. It ls exquisitely carved, and wUl prove a prize in? deed to the fortunate winner. Washington Lodge la the head centre of tba firemen, and the prizes displayed on their table are so handsome as to tempt willing greenbacks even from those not connected with the department. These prizes, consisting of hat, belt, trumpets, lanterns, hose, Ac, axe all of the finest Un tah and most elaborate workmanship, and were procured at great ex? pense. Each company will be allowed one hun? dred chances, and the competition hi now quite lively. The refreshment tables were liberally patronized last night Down stairs the votaries of Terpsichore were moving la the merry dance to Inspiring muslo, while the rain pattered outside unheeded. Mr. Robert Graham, of the Milla House atables, turned out his full force of .Omnibusses, and few persona were subjected to the discom? forts of a wetting. Thc usual programme was followed, and though the meeting was called for at 7, lt was twenty minutes to 8 o'clock before the Mayor called to order. Seve? ral Aldermen repeated the statement that the yeas and nays were called, and not heeded by the Mayor, and desired that their assertions be put on record. Alderman Geddings moved that further discus? sion be postponed, to be recurred to later if deem? ed expedient, and Council proceed to business. Carried. The further reading of minutes was, on motion, suspended. Alderman Greene offered a petition for a light on East Bay, near Queen street. Referred to Committee on Lighting Streets. Alderman Green reported favorably on petition of Ashley Fire Company ; unfavorably on petition of Marion Fire Company; favorably on sundry peti? tions for licenses. Adopted. Alderman Thorne presented a petition of E. N. Brodie to renew lease of water lot west of Lynch street. Suspended untU report of Committee on Public Lands. A petition rrom B. F. Simons to the same effect as tho above was referred to the Committee on City Lands. The petition of John Chadwick to have an as phaltum sidewalk before the Academy of Music, was referred to the Committee on Streets. The petition of Abram Manahan to retail spirit? uous liquors was referred to the Committee on Licenses. A report from the Board of Firemasters, asking that a sufficiency of ire wells be dug in Wards Nos. 4, 5, 6, 7 and 8 and that the contract for cast? ing three fire bells be awarded to J. F. Taylor A Cd., as lowest bidders. On motion, t>.e report was referred to the Special Committee on the Fire De? partment, to communicate with the Chief and learn the locality of :he proposed wells. A petition to erect a steam grist mill on South Bay was referred to the Committee on Steam En? gines. The petition of J. R. Smith to erect a modern building at the end of Hasel street, was referred to the Committee on Brick and Wooden Budd? ings. The petition of C. F. Weston for relief Jrom over assessment was referred to the Committee on Retrenchment and Relelf. Alderman Voigt presented a communication from the Board of Firemasters, asking Council to confirm the re-election of the existing Board. On motion of Alderman Voigt, the same were confirmed. Alderman Geddings, from the Committee on Accounts, reported favorably on sundry accounts from the Orphanhouse, Almshouse, Gas Company and Health Department. The Mayor presented a report of Mr. George S. Cameron, proxy of the city to the meeting of the Spartanburg Railroad. On motion, it was ordered to be printed with the proceedings. Alderman HoUoway, from the Committee on Brick and Wooden Buildings, reported favorably on the petition of W. P. Russell, to erect a wood? en building at the foot of Hasel street. Ac? cepted. Sundry petitions to the same effect were also favorably reported on. Accepted. The petition of Mrs. Dehon, for.renewal of city stock, was granted. The petition of Mr. E. Bull, for payment of work done, was referred to the Market Board. The petition of M. B. Wilbur, that amount of taxes overpaid be refunded, was granted. BILL OF MORTALITT.-The mortuary report of thc past week shows a total-of 29 deaths: whites ll, blacks and colored 18. Of the whites 0 were male and 3 female adults and 2 male chil? dren. The blacks were 7 male and 5 female adults, 2 male and 4 female children. Eleven of the deaths were between the ages of 60 and 100, two of whom, both colored, died of old age. TBS FIREMAN'S PRIZE at the Fair is creating a great deal of enthusiasm. The lists of the va? rious companies are being rapidly filled np, and a most laudable rivalry exists among the various firemen to see their respective organizations well represented in having their quota well tilled up. The system of raffle is most fair, and all will have an equal chance at the prizes. The chances are one hundred for each company, and as soon as each list ls filled, the president of each company, or an officer, wUl throw the chances for each company, the highest throw taking the first prize, the second highest the second, Ac. EX-ALDERMAN T. J. MACKEY EXCLUDED FEOM THE PETIT Jaar.-During the session of the State court, yesterday morning, Mr. T. J. Mackey, one of the supernumerary petit jury? men, was discharged by Judge Carpenter frem further service upon the panel, under circum? stances which are reported to us as foUows: Mr. Mackey had stated to the acting Solicitor that m the event of his trial upon the Indictment now pending against him being pressed during the present term, he would ask to be excused from duty as a juryman. Shortly afterward, the Soli? citor informed Mr. Mackey that, after a consulta tion with Judge Carpenter, the latter had con? sented to excuse him from further service. There? upon Mr. Mackey repudiated the idea of having requested to be excused. Subsequently Mr. Mackey entered the court-room, while Mr. Sey? mour, the counsel for one Nixon, was empanel? ling a jury. Before the Jury was complete, Mr. Seymour, observing Mackey, requested that his name should be called. The J'*-ge replied that Mr. Mackey had been excuse j. Thereupon the latter arose and said that he had only asked for an excuse in the event of a certain contin? gency, which had not occurred and that he was now ready to fulfll his duties aa a juryman. The Judge said that Mr. Mackey was entered as ex cused for the whole term, and that, even had no request been made to that effect, he would have excused him on his ow responsibility. Mr. Mackey asked whether he wa, relieved because of any misconduct on his part. The Judge answered that he had observed the conduct of Mr. Mackey, and was or the opinion that he was not a flt and proper person to exercise the respon? sible duties of a juryman. He referred to the cir? cumstance that Mr. Mackey, during thc trial of Frank Broughton for murder, last week, being then a juryman, had nodded assent to a proposi? tion which had been laid down by Mr. Sass, of counsel for the defence. This charge was denied by Mr. Mackey, but Judge Carpenter decided that ho had the authority to remove Mr. Mackey, and, as a dispenser of Justice, would take the respon? sibility of doing so.
