What is necessary now, is to direct to the subject the attention of both employers and laborers, so that by dis? cussion and rcllection a way may bc fourni to nn equitable solution of all difficulties of detail or application. This is Hie crude form of Industrial partner? ship, and upon this plan we have for some months conducted one of thc departments of our business. A radical objection to tins plan-one that would be fatal in an extensive factory whoso gains aro precarious-is that tho workmen are protected from all los3, while the em? ployer must bear tho whole los3, if there is any, und yet paree! out the prollts, if nny prollts be made. The workmen art! sute to receive their weekly wages, but thc em? ployers are sure of nothing. This diliicully could doubtless be overcome by adjusting thc proportion of prolll, so Hint the greater proportion going to tho employer in good Bensons would make up for Iiis sole loss in bud seasons. Of course, if Hie workmen^ could allow their whole compensation to de? pend on Ute prolils of Hie business, the ad? justment of interests would be very simple. They would be entitled to a proportion of thc prollts equal to the capitalized value of their labor; Hie employer counting likewise the capitalized value of his own labor, as well as the interest on capital, wear mid tear, and ordinary running expenses. Hut wo take it for granted Hint Hie workmen must Hve, whether thc 'seasons lie good or bad. They cannot lilford to walt; nor would they, perhaps, be willing to trust altogether to their employer's integrity and skill; nor would the employer be willing to be con? trolled in his business policy by thc desires of his workmen. There must be both inde? pendence of Interest and identity of interest; safety for Hie employer and safety for lh<; workmen. And it is very evident that the Industrial partnership is needed chiefly, if not entirely, in those employments where the wages for thc sinne length of lime aro equal, and where no sobriety or attention enables the workman to incruase his income. Take a mill where a ccrlain class of operatives earn ten dollars a week all the year round. They cannot make this ten dollars eleven dollars by any effort of theirs. Month follows month and year follows year, and there is no hope of improvement. Thc3c arc tho people who should have a shave of tho net profits of the mill. Then they would have something to work for. And when Hie ratio of tho division of ac? crued prollts between employer and workmen is agreed upon, another difliculty arises. Allowances would he made, of course, for the length of Hine that each ono had been employed; but difference ol' skill makes ,'.if ference of value, and the Hkillcd workman in thc shop does moro to produce thc aggre? gate prout than is dono by a third-rate workman.
