J. Mackey, fur his conduct un Hie Thursday night previous. Although lt was announced that the meeting would be held Ut <> o'clock, it was liol called to order until Tnt*, and Hie interim was con sumed by the members in frequent visits lo thc Mayor's chamber. The audience was of a more respectable cast than has graced pre. viona meetings, iud was largely white: tlie colored men and brethren were evidently nut anxious to be the recipients of stray bull is, and kept away. Seymour, several merchants, ud some visitors from Columbia, who were at tracted by the recent proceedings In the august boily. The interest in the meeting or Connell was quite lively among (he outsiders, and the corners lu Hie Vicinity were thickly peopled willi anxious constituents of the Aldcitntinlc magnates. The entrance or Hie Mayoral quarter-past was a signal for a general move, and when thc gavel fell the following Aldermen were present: E. W. M. Mackey, tircene, Geddings, Potter, Voigt, Cunningham and Collins, white; Howard, Mc Kinlay, L. I*. Wall, E. P. Wall, Hampton* Hollo way, llrowuand small, colored. Council was declared ready lo proceed to busi ness, and thc Mayor stated l hat it had been con vened to try thc charges aud spccinctitlous against Alderman T. J. Mackey. Aldcriunn Reddings offered a resolution that thc City Attorney tic requested to bc present and lo conduct thc charges agulnst Alderman T. J. Mackey. At this stage thc Alderman In question came In us cool and unconcerned us ir he were not the bone or contention. City Attorney Corbin, who promptly come to thc Trout, requested that Alderman T. J. Mackey bo called and that thc Clerk road the charges and specifications. After inc reading the Clerk was again directed by tho Codifier to demand or Alderman T. J. Mac key If he was guilty or not guilty. Colonel H.. W. Seymour, who was sitting near Alderman T. J. Mackey, rose and stated thal ho represented the Alderman,and desired first to pro test ngninst the Jurisdiction of Council in this case, as it was already presented bet re u higher tribu nal, and until that decision was rendered no ac tion could bc taken by Council. Alderman McKinlay roso to a point or order, and asked in what capacity Mr. Seymour was ad dressing Council. On Hie statement being made that he was the counsel for thc accused, Alder man McKinlay subsided. U. T. Corbin slated that Hie plea against tho Ju risdiction or Council should bo presented In writ ing. Alderman McKinlay took issue willi Mr. Sey mour, and argued that Hie power or Council to try was unquestioned. The eily Attorney claimed that thc assault having occurred in Council Chamber during a session, was or Useir sullloient to warrant thc trial. Alderman Geddings odored a resolution that thc plea against tho Jurisdiction bo overruled and that the trial bo proceeded with. This was car ried unanimously, when T, J. Mackey rose and desired to make a few remarks. Thc Mayor decided the point well taken, but, though interrupted frequently. Alderman T. J. Mackey kopi his ground, and gracefully conclud ed lils porcoralion. Alderman Geddings rose willi an open book in his baud, and said thai he had learned to read when young, and still did so, aud commenced quoting some authorities. ** DISPOSITION TO BOLT. Alderman T. J. Mackey Interrupted him at this point, and warned Alderman Ueddings that ho would permit no personalities, or ho would use his privilege ns an Alderman, and show up the past record of Alderman Ueddings, and strip every mask from his corrupt body. (At this statement there was an evident disposition on the part or thc colored spectators to bolt.) Alderman Holloway called r<ir the previous question, mid Alderman E. W. M. Mackey called ror I he yeas and nays. The question was put idrn voce, and the plea against Hie jurisdiction ol Coun cil decided overruled. Thc City Attorney then asked that the trial bc proceeded willi, and Alderman T. J. Mackey be made lo plead gullly or not guilty. Alderman T. J. Mackey called Tor tho yeas and nays on Hie previous question, but the Mayor pul on thc gag, and said lt had been already decided. The clerk then called Alderman T. J. Mackey, I who responded "Noi gullly,''?but stated thal he was unprepared lo go to trial, as ho had several witnesses whom he desired lo summon. Tho City Attorney herc called Alderman Voigt lo thc stand. Mr. Seymour stated that his client was not ready, (hat his witnesses were not present, and thc case should be postponed. Ile made a long and eloquent nppeal to Council, and on resuming his scat was applauded by thc audience. Alderman McKinlay desired to know what time was wanted, and was tobi until Tuesday next. Thc City Attorney staled that Council had thc power to act us they chose; lhere was no occasion for farther time, as there were a number ur wit nesses present. Alderman T. ,1. Mackey rose lo explain the reason for demanding lime, and on a movement from the City Attorney ho said Unit lie would not bc Interrupted, that Hie case nuder consid rai ion was not for three thousand dollars, nor was lt nu action against the City Treasury.
