The Committee of Ways and Means of tho City Council suggest that tho attorneys re tained by tho Clark administration to con test the election of the present Mayor and Aldermen were arranged with "on a liberal basis." And the committee recommend that Mr. Corbin, United States District At torney, City Attorney and State Senator, bo paid throe thousand dollars as l'a fuir com pensation" for securing a decision which gave the present Mayor and Aldermen tho opportunity to make tho City Hall a grog- I shop, and to display in the Council Chamber more than tho rudeness of ignorance, and more than the intoxication of power. Now we happen to know that Messrs. Porter, Miles and Barker, tho counsel for the Clark administration, were paid a feo of something less than one thousand dollars, including the expenses of a professional visit to Columbia. This points tho moral of the tale. An arrangement on "a liberal basis" with three leading Charleston attorneys, who conducted one of the most Important 1 cases ever tried in this city, means tho pay-1 ment, for the three, of ono thousand dol lars. But "a fair compousation" for. the Radical senator and government off!'', who defended the causo means the pa>. -_nt f just three times the amount. This Is the advantage of being on the winning Bide. In this cose, muyhap, tho three thousand dol lars will benefit him that gives as well eg him that takes. What It Costs. A short time ago a conscientious assessor in Abbeville County went to a plantation for tho purpose of assessing the taxes of the freedmen employed there. Tho frecdmen were about thirteen in number, and the as sessment occupied the official from morning to night. When the work was done, the as sessor found that the whole amount that the freedmen wore assessed?apart from tho educational tax of one dollar each?would realize for the State juBt seventy-five cents, provided that none of tho thirteen tax-pay ers failed to pay the tax. The assessor re ceives three dollars for his day's work, and consumed about fifty cents' worth of sta tionery; so that It cost the State three dol lars and fifty cents to obtain the right to collect three-fourths of one dollar.
