Ex-bummers, worn out New Englanders, and disreputable West? ern wire-pullers have beon given the oppor? tunity of growing rapidly rich. But the negro masses have no pickings, no plunder, no pince. And why? |, The interests of tho resident white man and the resident negro are, for the most-part, one and the same. The white' mon, the property-holders and mechanics, would havo striven totnereaso tho prosperity of tho State, I?arid' by avoiding all- unnecessary expense, 'would havo decreased the rate of taxation. The colored people may find, in their tat? tered gariiieiito, their dilapidated homes, their ill-clad wives and children, and their aching bones, arguments against carpet-bag rule which cannot be. overcome.
