The most important and significant po? pular movement that has taken place in our 8 tn to since its readmission to representa? tion, is that begun by a publia meeting held in Union County on Monday last, ths pro? ceedings of whioh are given in another part I of to-day's NEWS. Should*, the?people'of other counties BOO fit to sustain the action taken, a most effectual chook will have been given to the present oorrupt and reckless administration of our State affairs. Every? body knows that Governor Scott and his satellites in and out of the Legislature re? gard their power to use the name and oredit of South Carolina as the ohief charm of | their official station. But Wall-street un? derstands perfeotly well that the restora? tion of the control of the State government to the respectable and Intelligent portion of j the people is now only a question of time, and if it onoe beoomes well understood that it is the settled purpose -of our substantial citizens not to reoognize or to pay the bonds issued so liberally in their name, but with? out their sanction, then good-by to the finanolal exploits of young Kimpton and his masters. The subjeot is one of the gravest importsnao, and w? shall he glad to see it reoeive that oareful consideration at ! the hands of a State Convention which our friends in Union havexeuggested. ?'Land for the 1.a Hitless I" It is a good suggestion, thrown out by that lively and sensible paper, the Winns boro' News, that the great party whioh is preparing to grapple with and overthrow Radioal rule in South Carolina, should enter the oontest with a bold and explicit avowal of its polioy and determination to provide in good faith and by legitimate means for the honest and homeless poor, be they blaoks or whites, those homesteads, the delusiva promise of whioh has heretofore been so potent an element of success to the paok of I knaves anil adventurers who now control | our State government. Suoh a polioy, while it would be just and beneficial in itself, would at onoe rally to our support thousands of voters in every section of the State, who are already more than half in? clined to side with the parly of deoenoy, honor and truth. The laboring men, stung with disappointment at the contemptuous disregard of the Radioal leaders for sol? emn pledges whioh wera never meant to bs ful filled, can now be readily mide to under? stand that their only real hops of becoming 1 prosperous and independent landowners, must be through the co-operation of those who have land to sell, mules to hire, plan? tation implements to lend, oredit to use for the advanoement of supplies-in short, the power to do the very things concerning which the Radloals have bsen BO lavish of | empty promises. The blaok man by this time fully comprehends that the boasted enterprise of Land Commissioner Leslie is nothing mort nor less than a huge job, ?nd that the only result of the sohems will be to fill the pooketa of a ring of official apeo alators at the expense of th? Stato. This is all that Radicalism in South Carolina has 'done for its ignorant and credulous tools. "But the landholders of South Carolina by prompt and liberal action have it now in "their power to diffuse content and good feeling among the laboring population, and to treble the value qf their property, by 'ridding themselves and tbs State at onoe ,and forever of tho monstrous incubus of a government whioh has no polioy for tho present bil to oppress and plunder, ?and no thought for tho future beyond the Inorease and perpetnation of its own power "to tobi ' '' -iiotv the Fifteenth Amendment S talada. .' The constitution provides that any pro? posed amendment mus? be ratified by tho Legislatures of threo-fourths of the States (unless Congress shall provide that the ratification shall be done by conventions In the several States called for the pur? pose) before it can beoome a part of the Constitution. In the above list there are thirty-seven States, and the ratification of I twenty-eight is thus neoessary to oonBtituto ' oho ?mendment a'part of the constitution. By the Hst ff appears that nineteen States have already ratified* it. Nine more are, therefore, neoessary to render the ratifica? tion complete. By the requirements of Congress, Mississippi, Texas and Virginia must ratify the amendment before their re? construction oan be oompleted. These three States, added lo the ninetoen which have already ratified it, would make twenty-two States, leaving six yet required -to render tho aotion compl?te. And the Stales from which these Biz must be obtained are : Alabama, California, Delaware, Georgia, Iowa, Kentucky, Maryland, Minnesota, Ne? braska, Now Jersey, Ohio, Oregon, Rhode Island, Tennessee and Vermont. It should be remarked, however, that objeotlon has?] been made to the aotlon of some four or five of the Legislatures which have voted for ratification. The States whioh have ratified the amend? ment, but have not yet offia?ally notified the 8tato Department at Washington, are : Illinois, Indiana, Kansas, Missouri, Nevada, New Hampshire and'New York.
