Work wasbegun yesterday on the Charles? ton Theatre and Opera, House, whioh prom? ises to bo one of the most oomplete build? ings of the kind in the United SlateB. A large foroe of workmen is employed, and the arohiteot, John H. Devereux, Esq , ex? pects to, have the theatre ready to open on December 1 next. The now theatre will be, we are sure, an ornament to the city, and cannot fail to make Charleston more bright and altraotive, during the winter months, than it bas been sinoe the war. Tbe Sleeting or Connell To-Signt. At the meeting of City Counoil to be held to-night, the bill to reorganize the polioe foroe, and the bill to provide for the ap? praisement of the real CBtate in the olty, will probably come up for oonslderation and notion. Our objeotions to the new police bill have already been slated. At present the poli'0 foroe COBLA the olty about $65,000 p/ear. Under the new bill, which provlrfeS for one hundred and ten privates, .be??ss ?ergeants and roundsmen, the ooa'-would be about $100,000 a year, thuding inoldental ex p ons os. For th!? addition of $40,000 to the already larr1 annual expenditure of the olty, the** 1B no reasonable exouae. We de? sire t? see the existing system ohanged so that wp may have a compact body of regu? lar policemen, but fifty or sixty privates are ample for all our requirements, and $60,000 a year is folly aa mnoh aa the city oan afford to spend. The City Counoil will, therefore, do weil to insist that, whatever other changea may be made, no i nor o ase in the ooat of the polioe department shall, be permitted. Of the bill to provide for the valuation, for purposes of taxation, of the real pro? perty in Charleston, we have already epoken favorably. It appears to bs just and equita? ble and should give us, what we have long wanted, a fair appraiser* ont of the taxable real estate. The eeotion whioh requires a census of the city to be taken is not of so great an importance. A Slate census has just been finished, and, althongh it gives only approximate instead of aotuSl results/ it will answer our purpose until tba United Slates census is completed. $ * The City Counoil have more ??han onoe deolared that they are determined to give Charleston an honest aud eoonemtoal gov? ernment. The value of tho lands of the West is really far more speculative than intrinsio, and heretofore they have advanoed In prioe with great rapidity, not on account of their superior pro duo liveness, but because there was a vast tide of immigration pouring Into the United States which always flowed to? wards the Weet and rapidly settled up the country. Eaoh immigrant brought with him from Europe Borne gold, whiob cont rib ted largely towards forming the capital ot the Weslarn States. Thore am be now nc doubt that our old institution of slavery discouraged immigration, and so impeded the material progress of the South. Bul now that slavery is dead, there is an open ob ance for the competition of free labor, and as soon as our political affairs are wei settled, oonfidenoe will be established anc immigrants will pour into our section ant soon raiso our lands to their true value which is really greater than the value o lands in the West. There are now lands in the South wbiol can bo purchased for one-fourth of thei market price before tho war. And theB form a monopoly; Cor they oannot bo ha elsewhere, nor can they be increased' i quantity. We allude to our rice landt which are to*be found only along the river noar the coast, and whioh require man years for their preparation. Slave labe waa peouliasly adapted to the developmei of thetis lands, and only negroes and Ch nese aaa cultivate them.
