Besides this, he contends that the l'igb price of coal will stimulate a muon greater supply of wood, wbioh will be usod in Tarions Bliustions in place of coal; and further, that ooal cousu meru will husband thoir sup? plies, buy sparingly, and not carry over largo stocks as formerly. All this will tend groatly to toasen tho current consumption of coal, sud will inevitably bring down prioes. A conclud? ing argument advanced in confirmation of the faot that there must bo lowor pricoa foi ooal ls, that at thc present price of anthracite coal the iron mills must soon stop, fi?r the reason that ovory lon of iron costs six dollars moro to manufacturo than it will soil fur in tho market, and that the prioo of iron cannot bo advanced in competition with foreign iron, which can now be, and is, sold in tho domestic market lowor than it can bo mado hore at tho prosent coatofooal. As soon, theroforo, SB the mills shall have used up th ilr present a toe k of coal, unless its price declines, they will necessarily otoso, thus cutting off a sourco of very largo consumption of coal._ CHARLESTON. FRIDAY MORNING;, AUGUST 27, 196?. Tbe News Price Current. On Wednesday next, September 1, we will publish TBS NKWS Prioe Current, con? taining our usual full and aoourate review of the markets for the commercial year donington the 81st Instant. Orders for ex? tra oopies, with or without cards, must be left at THU NSWB office by Tuesday evening. Charleston and Ute Port Rayai Railroad. It is said that the Charleston papers are feverishly jealous of the Port Royal Rall road, and that this ls directly against the interest of our merchants, who, when the new railroad ls completed from Augusta so as to conned with the Havannah and Charleston Railroad st or near Ooosaw hatchie, will have a competing route from Augusta to Charleston, on which fares will bs lower, time shorter, and freights oheaper. This half-way view of the subjeot ie the one usually taken by peroone who wish Charleston to be blind to the danger which threatens her, and who hope that she may refrain from making any move to oheok mate her oommeroial rivals. There is no inoiinstion in this city to shut off railroad competition. If we can have two lineB of railroad from Augusts to Charleston, and the copt of oarriage oan be reduoed one half, HO mu oh the better for the publio and so much the worse for the weaker company No one wishes to keep the people living be tween Augusta and the sea along the route of the new railroad from having all tne ad vantages that the iron horse can give them But when it is deliberately argued that all this building of the Port Royal Railroad will do Charleston more good than harm, we can only assume that this view is caused by thorough Ign?ranos or wilful blindness The object of the Port Royal Railroad projectors iB to strike deep water. Until they oan finish their road to Beaufort they will' doubtless give the Savannah sud Charleston Railroad a dose oonncotion for OWi-TrtTfc^ Sw-" imf, they touch Beaufort, they will uso overy effort to carry .business over their whole road lt ia to their interest to build up Beaufort, and to give a speculative value to real estate at that place. Tbey have nc sympathy with Charleston, and are not ex peoted to have any. They will use the Savannah and Charleston railroad and the City of Charleston SB long as lt may be con? venient; but when they are ready to tak all their buslnesB io their objeotive point - Beaufort.-it will be hard, indeed, for s railroad crossing their line at right angtee to take away from them any considerable amount of freight. We are not opposed to the construction ol the Port Royal Railroad. This we have repastad until we are tired. All that ?< want is to wake up Charleston and imprepe upon her people the n eec a si ty of setting to work at onoe to strengthen our position and increase our oommeroial facilities.' Tria would be nenessary if there wero no Port Royal s?beme en the carpet, and lt is more neoeBsary, aa a uompeting line ls to be built and a competing city to be raised from the dust. Our pLSIlion is strong now, and we oan make it impregnable if we secure de?p water sud direot trade , How this may be done we hope to be able to show. Another (trent Work. The Pacific Railroad finished, sad lh? Bats Canal soon to be opened, there re? mains another great work to be aooom plisbed, when oommeroial enterprise and engineering ?kill will have completed a se rles of short eats around the globe. It waa thought that this country would bars the honor of building a ship ?anal to conned the A'lau no with the Pacific; but this, it seems, is not to be. The United States Gov eminent did all in i power to induce Co? lombia to grant it p. .isden to build tbs canal across the Isthmus of Pansma; bot this solicitation was ttjt ci ed at the very mo? ment when the world at large expected it to be soo pted with enthusiasm, and the Co? lo ni bum Congress was so obstinately op? posed io tbs osnsl s?beme that it aotually re.us. d to give the President any basie wost? vcr upon wbioh io make a treaty in refere,.oe thereto. The result of this dog? gedness is now evident. Nioaragua has given the privilege to a French oompsnj? instead of Colombia g. ring it to an Amen can ooe. The Panama Herald of the 8lat un., says that Senor Monteelegre, the min? ister appointed from Nicaragua to Costa Ric?, to arrange ihe terms of the Aylen Chevalier oontraot for the excavation of aa inter cacante canal aereas N caragua, hat returned home, being entirely t?eorsatal la bis mission. It seems that owing to th* interest held lu th, river by Costa Bic, Weeragua oould not oonoluds tbs oontrac. leding the uss of tho river without tht ip.'Bent of the former, and thi? ,M>. &r iD. palegre was emt to obtain. Not only waa te moat cordially received, but a treaty wa? t once entered into with him by the PrV? lent bf Obau Btes, granting all the prlvl sgt* Nicaragua r?q?ired for the fulfilment f the oom rae i with M "us. Che vail sr, and thia treaty now merely sn sits tho confirm? ation of the Congresses of tho two Repub? lics, whioh will be no doubt granted at their next session. This maj be looked apon as tho settling of the question as to where the canal is to be built, and seem? ingly gires the death-blow to any euch work being undertaken during this century, if over, on the Isthmus of Panama. | ( 11 'Tate Hight or Interpellation. 1? This term has beoome familiar to Ameri- J r oau readers, from its frequent appearance tho cable dispatches giring aooounta of the political situation in Franoe; but BB the meaning of the phraso is not ter/ olear to some, who hare not time or inclination to acquaint themselves with the legislative history of the Empire under Napoleon III, we state for their information that at the opening of the BOBB?OC of the Corps L?gis? latif there is an* address from tho Empe? ror, the former freo discussions of which were changed into what ia termed "the 'right of interpellation." This has beon oalled a tyrannioal arrangement to out off general disonssion. Fire members had to unite in every interpellation, and before it could be aubmitted to. tho Chamber it had to be referred to the Minister of State, who referred it to oertain committees, and it had to reoeive the endorsement of two oommit? tees of the Senate or four of the popular branch, of the Legislature before lt oould come up. A ohange ia this is ono of the reforms whioh the Emperor waa foroed to ield to the will of tho people. Under the rule aa U existed, the minority were pow? erless to oaU to aooount the government upon any question where it was particu? larly desired by the minister that it should iOt he done (gwgiwtilltl Git K K fi VI LL K Kl- Itt ALIC COL,Lt-OK.
