The recent general conscription ordered by De Rodas, it is sai 3, has had tho effect of largely increasing their forces. The order gives great satisfaction to the Cuban leaders, who report themselves pre? pared tor activo nerd operations, lue feehng of discontent and insubordination among the slaves is reported tn be increasing, and they are now beyond control. They demand their freedom, and exact from the Spanish Govern? ment their liberty, as declared by the C?spedes Government, and, io tho absence of this, tbey are organizing and arming themselves for the purpdso of joining the %i ban army. Seve? ral contesta have taken place between the negroes and the Spanish troops-the ne? groes successfully defendiog themselves, even against superior force. Geuerai Qaesada has had several skirmishes with portions of tbe forces of Lesea, and reporti that bis forces have been successful, and have taken a num? ber of prisoneis, who are held as prisoners of | war, and tbat the desertions and voluntary en? listments have greatly increased bis force. In a week or ten days he expected to take pos? session or Nuevitas, and have control of a for? tified town on the coast. General Jordan's army is bei' g gradually reinforced by Cubans conscripted, whose sympathies are with their countrymen. The Spanish . Coreos in his dis? trict are in ac ti.-e. and he is confident that everything is ajorkiog right for Cuban inde? pendence, and that in a ebort time his recruits will be organized and made effective, and that the few positions held by Valnviseda in bas department will fall into his bands. Both tl e G* nor als oo mm an ding and the President of the Bepublio of Cuba, express the most positive benef that the revolution will be suoessful, if not by the foros of arms, by the loree of cir- f oumstanoes. CHARLESTON. SATURDAY MORNING, AUGUST 21, I860. The Future of Ute Boa tat The Sooth has a more brilliant prospect before her than any other section of these ?nited?tateB, and the fact is BOW begin nia g to be seen and acknowledged. The wealth end power of toy extensive section of country mast spring from the soil, w h io h ia primarily the souroe of all prosperity. A nation's wealth consists in its power of production, and the amount ot its contributions to the wants of the balanoe of the world England is an exception to this rule, heir great wealth being sooounted for by the fact that she sots as the broker for the world, with ? o ad on ns th e-universal excheug%. Her wealth is the accumulation ol centuries; every nation in the world has* become indebted to ber, and ehe to none The prosperity of a oountry, as a rule, ma; be measured by tho proportion of-its pro ducts to its population, and it may, there 1869 the twelve cotton 8uTtee of this coun? try will show nore true prosperity than any other ?sotion of the world ! . We have every reason to aatioidaW"3 crop of about 8 600 000 bales, ?otion, whioh valued at $108 per bale (say 465 lbs. nt 25 cents) will gi?e $324,000,000, also n corn orop of 285 000,000 bushels, valued at $280.000000; and me sugar, wheat, to Dace*, and other crops, will yield $150, 000,000 more, g ting in all a product of not leas than $704,000 000. whioh with a pop ulation of not over 11.000,000 ?till show an average of $64 per head, whioh largely ex oeects that of the Northern and Western Slates. This State of South Carolina, al though under debasing*negro rule, and har tug her life blood sucked by taxation, will this year yield produots worth $60,000,000 which, with her population of not over 670.000. w ill show an average of $74 62 per head. This average, as before said, is the oorreot gangs by which to ascertain a coun? try's prosperity. The raine of real estate ie no true teat of a nation's prosperity, as it may be influenced by a variety of causes unconnected with solid progress. An in fitted currency will give real estate n high but a fictitious market raine; end this, in? stead of being an evidence of national pros* perity, is an evidence of national weakness, as was shown at the North about the close of the late war. The lands of the 8o||th offer as fine in? ducements for investment as those of the West, and ibey will most assuredly soon increase greatly in value. lu any portion of the South fine lands under cultivation can be bought at from $5 to $9 per acre, whioh in a few years will be worth live times the purchase money. Labor will soon become plentiful, sud ere another year elapses Chinese will be at work in every cotton State, superseding the Africans Tbe climate is exceedingly salubrious, and offers no hindranoe whatever to the manual labor of the white man, aj ls proved by tbe fact that there are now not less than 200, 000 whites cultivating cotton with their own hands Aod another great advantage of the Sun it its educated and refined popnlation The main objection to the W at is, that, like all new countries, it has no society and little culture, and it will be many years before it can have any wbicb will compare to that of the Southern Slates With all thppe advantages it will not be long before the Somh ag>iin rules this ooun ir ; for it c ?r>t una money and b>ain power, which all the Radicals of the aniverse" Can? not con roi t Tate a ?at evilly ita Uro ad. The people in the upper part of the State are deeply iotwated in the ancoess of the proposed railroad from 8partanburg, SC, 'o eVhrT?I?, N C., and assert that the pr?.j ?et bas many advantages over the costly Blue Ridic- Ktiirnitd * lu the fret -dace, it is believed that tl e .Adheville Railroad would undoubtedly ben efi". very largal* tue whole Sta e, from the mountains to the seaboard. It pas.ies torougmoe ae*n of South Carolina, cm neting directly with Columbia and Cuarles ton, through which cities the tide of trade and travel would flow". The cost of the road will, of c urse, bs far less thtn that of the Blue Ridge Railroad, and it is not | \ likely UM hu Excellency Governor Scott ?ill here anything to do with the contract for tue work. Then, again, there is the den? ier, that the Bine Ridge Railroad, when spmpleted, may be tapped BO aa to draw off I the trade ot tne Weet to Georgia and Port Royal. This would be a serious injury te 2Marleston and the low country, although it might not aeriouely affect the upper dis irids, whioh Would at once obtain their breadstuffs and provisions direct from the West, instead of by the way of Charleston. These ' are the opinions of some of the soolest heads in the State, and we trust that the Asheville Railroad wfiinotbe forgotten, whan-ver the fate of the Blue Ridge line. fisHittttw of fopamrrsbifi.
