The Disease and the Kemedyv The injustice of the present system of taxation in the State lies in the administra tion pf the law and mot in the principle upon which the law is based. It ia admitted on all sides that every man should be taxed according to his wealth, Aad that all prop or ty should be equally taxed at its ac tual market value. The State Board of Equalisation, however, in doubling and trebling th? assessments of the 0ounty as? sessors, and taxpayers themselves, set at naught thf principie, that all property should be taxed ak ita actual value. Io this way the application of the law has been oppressive and unjust, and they who have to pay taxcB .upon twioo and three times the amount for which, they would sell their property are mor?'than ever convinced that there is no hopo of justice For the honest citizen wbile a baud of needy carpet-bagr gerS and scala waga control our public af? fairs. The merchant pays taxas upon the capital employed iu hie business, upon the money in the hands of hi? bankers, upon the stocks and bonds whioh bo is so fortunate as to possess. Every whit? man ie oompelled to pay taxes upon every article of his ' property, upon every dollar that h? has. There is a tax upon.bia daughter'u piano, his wife's watch, and the very spoon with whioh his children are fed. No complaint is made of thiB. We were told that all our property was to be taxed, and we know that pianos? watohes and spoons, aa well as stbbks and bonds, horses, Cattle and sheep, are articles of prop arty. But thc same rule is not applied to the negroes, and we have good reason to believe that the collectors in Sante? are no nore careless in collecting taxes from the jolored people than their fellow-collectors ire in the rest of the State. We do not be? lieve that one-tenth of the colored people pay any tax whatever. . They are allowed to escape because they are Radical voters, ?nd the white people must make up for their shortcomings. Ia a matter of thia kind it ia useless to appeal to Governor Scott. Ile is too enx lons for re election to do aught that would stir ?he bile of thc Uni?n League or set the snooted freedmen against him. There is a o hop? ia that dircotion, and in one quar? ter alone is relief to be found.
