The letters of the Presidents of tl Chamber of Commerce and Board of Trad announcing the adoption of the resolution' were read before Council, and reoeived a information upon motion of Alderman 1 J Mackey, who at the same time said thi he intended to bring ap the bill ia a mod fled shape at a subsequent meeting. Thi was well enough as far as it went, but Al dorman Maokey, who is the putative fath c of the bill, said besides that he did not ii tend to have it so modified as to prevei the colored companies from enjoying al the rights of incorporated companies. Th bill thea, though sleeping, is not yet dead and, in view of its importance and mic ohievous tendency, it is to be regretted thu the Chamber of Co mm 3 ree and 13 jard 0 Trade did not ask at onoe for an indefinit postponement of all action upon it. S long as the bill is in a condition to b brought up at any moment by any derna gogue who may wish to obtain a little poli tioal popularity at the expen-n of the city we have no assurance that we shall be abl to retain an efficient Fire Department 0; to insure at reasonable rates any poni? of onr.property. Tho bill should be killed and thi" will be done at the next meetini of Couucil if there are in that body as manj honest and unselfish men as would havi saved the Cities of the Plain from destruc tion. It is useless, perhaps, to urge that th? immediate effect of the passage of the pro? posed bill will be a large increase in th? coat of the Fire Department Setting dowi the expenditures af the year at the esti? mates of the Clark administration, it is doubtful whether the oity will be able tc meet all its engagements. Bat the esti? mates will, we believe, in more than om instance, fall far abort of the actual out? lay, and now it is desired to clap on $18, 000 or $20.000 more for the benefit of col? ored fire companies. No increase in tho strength of the department is necessary - We have now mdre men and moro engines than are required for a city of thc size tl Charleston. The only advantage of the additional number of companies will be the additional expense, and an increased pro? bability that the city will be unable to pay the October interest upon the city debi without a large and long loan from some otpitaliBt who has confidence in the solven? cy of the oby and the honesty of His Honor the Mayor. But Alderman Mackey and his friends probably care but little what becomes of the oity debt, nor are they likely to reflect that two quasi-independent Fire Depart? ments-the one white and the other black -cannot peacefully coexist in Charleston. The attempt to make the negro fireman the equal of the white fireman will,, if psrs ?ered in, cause ill-feeling, if not tumult and bloodshed. A perseverance in the scheme of estab? lishing a oolored Fire Department in Charleston, as proposed by Alderman T. J Mackey, will, ia all probability, lead to the breaking ap of the white Fire Depart menu And the breaking ap of the white Fire Department will either make it impos? sible to insure oar property at all, or so raise the rales that insaranoe will be oat of the question. This is a consideration which goes home to every min who has a dellar of his own. It will not touch the feelings of those who have all to gain and not a cent to lose. Wita the Mackeys it may hare no weight. Even the old colored fire companies are now, we anderstand, opposed to the passage of Alderman Mickey's bill. They s?e what I*he feeling of tho community is, and they have sense enongh to peroeive that they will be the losers in the end if they deliberately run counter to the interests of the tax pay? ers of the oity. Unlike Alderman T J. Mackey, these colored mm have no party axe to grind. They do not wish to form a new Union League ia the guise of a Pire Department. They do cot wish to organise a body whose fnnotions will be "repeater" voting and controlling elections, instead of | running with the nuohine aod putting out fires. They do not wish to see themselves brought down to the level of those who will only be firrmea on parade days and when money may be drawn. We do not believe that the proposed bill has more friends among the respectable oolored people than it has among our white oitisens. The motives which led Alderman T. J. Mackey to introduce the bill are olear and plain, and if he o an lash Council into adopt? ing the bill he must be the first person to be held responsible for whatever troubles or dangers may follow.
