A CHILD FALLS Orr or A PIAZZA ABD IS KILLED.-Ca Saturday afternoon last, a little child of Mr. Kennedy, residing on Spriug atreat, about eight years of age, fell from the piazza of the second story to the ground, receiving injuries which occasioned death a short time af.er. SHOOTING AJFAIB AT CASTLE PINOKNEY-THI ORDNANCE SERGEANT CoaOLANDINa BADLY SHO: BY A PRIVATE SOLDIER.-About five o'clock las Saturday afternoon, Ordnance Sergeant Jamei Killen, commanding the small squad of solchen at Castle Pinokney, was severely shot by a pri vate soldier named Johnson. As THU NEWS learns, Jobneon received per mission to come to the oity Saturday morning, and at noon returned to the fort, considerably under the influence of liquor. After remaining a short while he requested permission to gc to the city again, whiob was refused by Ser g?ant Killen. Shortly after this Sergeant Kil? len ordered Johnson to do some work around the fort, which he not only refused to do. bul became very disorderly and threatened the life of the sergeant. At first the sergeant did nol take any notice of these threats, but whee Johnson threatened to go up stairs and get hil musket to put bis threat into execution, and started for the room, the serge int fol lowed, hoping to arrest him bsfore he could secure the weapon. Johnson was too rapid, however, and got bis musket and was at tbs foot of the steps leading to bis room as the sergeant came up to them. Without any parley, Johnson aimed bis musket and fired, the munie being only about three feet from his vict.i ra. The sergeant endeavored to seize the musket, but was too late; the bullet cut oil a finger of the lett band which he had thrown np, and entered the left breast just above the heart, passing out behind at the shoulder blade. The wounded man was immediately borne into his quarters and a physician sent for, there being none at the Castle. The soldiers then looked for Johnson to arrest him, but were unable to find bim, and they j included he had fled to the city. They were correct so far as his fleeing to the city was concerned, but if he at first intended to make his escape, he thought better of it, as an hour after the un? fortunate occurrence he returned to the fort bringing a physician with Dim. The wounds of the t-ergeant were found to be of a most severe character. The shoulder blade was crushed and particles of the bone driven into the flesh in all directions. The finger had to be amputated close to the band. At eight o'clock a guard was sent from the Citadel to arrest JohnBoa, which they did with? out any resistance on bis part. He is now con? fined at the Citadel. Yesterday morning there wen several sur? geons with tho wounded mau, doing all that science and experience suggested to make the rufferer comfortable, ind to preserve bis life; but they entertained but alight hopes of his recovery. On examining the premises it was fouud that a .runk bad been removed from Mr. Km man's room and thoroughly ransack? ed, the thieves, however, contenting them? selves with a box of jewelry and a pistol. His clothes wero also searched and a valuable knife taken. Mr. Faber's room adjoining was visited, and a pistol and watch taken. After the robbers hid secured their booty th y examined the private papers ia the trank and Bcitterod them about the house. Having dis? covered some cold chicken and ham m the timing room, they deliberately made a meal, throwing the booe3 on the floor. The method and coolness exhibited by the robbers marks them as adepts in burglary, and their success will embolden them to future efforts, while the city authorities are confessedly unable and in? competent to guarantee security aud protec? tion to the citizens. The recent riot in Charleston is a home thrust to ev?ry cotton planter in the State. The Mayor of Charleston is ''powerless" to quell a mob who insult and assail au unarmed party of invited guests from u neighboring city. Will he not be powerless also to protect the cottcn of the planter on its way from tbe cars to the wharves, from "pickago and steal age," to a most extraordinary degree ? Those less posted, however, fall into the very natural mistake that it I* the Security Life Insurance and Annuity Company of the same place, an organization well and generally known through the State, that ia referred to. As yon are always ready ard willing to give a tarn in the proper direction to any loose 8orew you may find, either in the oivil or po? litical machinery now m operation in our city and State, I beg to bring to notice one which, though apparent to many, may have escaped the notice of others not so immediately inter? ested. I send thia communication in behalf of a large class of our mach esteemed ladies. I refer to the female teachers in oar public sohools of this city. It is generally koowa, sir, that these ladies have been elected to the re? sponsible positions they fill, from among hun? dreds of applicants, by. a Board of Com? missioners, after a strict and rigid examina? tion. Some are members of our beat educated and influential families, noarly all reduced in their eire ama tances by tbe war, and now obliged to support themselves and families by their personal effort and labor. The Board of Commissioners elected these teachers for their important work at a salary of twenty-five dollars per month. The sal ines were regularly paid np to April 1st. The teach sra had made their arrangements for the year predi.ated on their promised salary, some pay? ing their board, others assisting their parents in paying rent, sei van t's hire, and other house? hold expenses. They have labored faithfully in all weathers; have taxed to their utmost their bodily and mental energies, and now they are depressed in spirits at the failure of the board to pay their salaries. They have received not a cent for four months, and feel that they are working for nothing and finding themselves. I have been moved, sir, to write this com? munication by a remark I overheard from a lady-whom I greatly esteem for her piety and intelligence. "I do wish," she said, "that somebody would communicate the facia to the editor of THC NEWS; ho might remind some in authority of their duty, and perhaps he could suggest a remedy." Another said, (for ladies will talk.) "Yes, our (lovernor borrowed thou? sands of dollars, pledging the bonda of tho State to pay off the members of the Legislature their per diem, and borrowed money, too, to pay the salaries of office-holders, and to pay the interest on bonds of the State held by par? ties who had a surplus of money to invest. Now, I am informed that the sum of $80,000 wai appropriated for educational purposes. Caa the State authorities not borrow.$10 000 to pay the teachers, even if they have no money in hand?" I mako no comment on these remarks. I am not disposed to censare men in authority, lest I might ren .'Ct on men wit o are trying to discbarge their duty. One or more ecrews mav bo loose, but I ciunot search for them. I state tacts. I regret that our worthy Board of Commissioners are silent and appear to bo powerless, fue eciools have just clojed their halt year session. 1 um informed uouo ot thu commissioners wore present, and they have failed to meet or visit their schools for some two or three months past. I am told that the honorable senator or South Carolina, who hag the credit of organizing one of our largest schools, was in (be oS&oo oi mis school, bat did not Tisit thc teachers as was his custom. Wa* he too mortified? A teacher said she designed to ?bow him her broken shoes. Another in? tended to point to ber torn and faded dress; bat one with the hope of reconciling her frisad to the sell-denial she was called to practice, said, "I hare not money enough to bay a car ticket." A fourth said, she would bare to bor? row ten cents to purchase a paper of needles, and the last said seriously, " I would borrow ten dollars, if I knew where to do so, and when 1 would be able to return it." These things ought not to be. To the teach? ers thus tried South Carolina owes one hundred dollars to each for four month j' service. I fear we will soon lose some of our best teachers. Two or three of those now in our schools are already invited to other, institutions for higher salaries. I know that institutions in tba West are offering inducements to both male and fe? male teachers, natives of Charleston. But they would prefer to remain in Charleston, humbled and degraded as she is.
