It is not easy to sum up in a few sentences he condensed reasoning of Mr. Mill's essay in the Subjection of Women; but its whole purpose is defined in the first page, where he author announces his intention of ex plaining the grounds of an opinion whioh ie has held with constantly increasing itreagth of conviction : "That the princi? ple whioh regulates the existing social re? flations between the two sexes-the legal "subordination of one tex to the other- s "wrong iu itself, and is now, ope of the chi. f 'hindrances to human improvement; aid "that it ought to be replaced by a prinoiple 'of perfect equality, admitting no power 'op privilege on the one side, nor disabil? ity on the other." The essay is divided nto four chapters. The first is intended to rebut the general presumption against the ruth of his theories. Mr. Mill ?igulng that p .here has never been an experiment of any >ther than the existing ayet?nit tu?t aie ak - . J - ??. nt .aiueu au ui?u ia a relio of oarbarous times, that we know little pniic lophioally as to the nature of women, and ;hat if they are disqualified by nature from toy employments, we may trust to free lompetition to find it out. In the second ihapter Mr. Mill points out what are the ^articular social arrangements of whioh he lomplains, showing that the most promi ?ent evil is the state of the marriage law, vhioh gives the husband absolute rights iver the person and property of his wife. ?hia arbitrary power causes many evils; mt when "two people ride a horas one must .sit behind." Mr. Mill, however, says hat voluntary partnerships do not neces-" arily imply that one partner ia to have the mtire control, although euoh a prinoiple vould be leas dangerous in oaaea where the inion may be dissolved at will. The third ihapter is designed to prove the capacity if women for profilting by the proposed thanges, and the final ohapter is an ana w. r o the question, what definite good reauba ire to be anticipated ? The whole essay displays in a high de? cree the power of logical arrangement, tbe lapaoity for compressing into a few pages he essence oj> a long train of thought, and he fullness and- weightiness of style for vhioh Mr. Mill is distinguished; and it is narked by an almost passionate enthusi? asm in the oause whioh he advocates. The fork is one of great power; but-Mr. Mill ias neglected to - answer the strongest ar? gument that can be brought against him ie has discussed marriage with scarcely my reference to sexual morality. Thia imission tells also against the argument for he free admission of women to professions. Vernen will, it is true, only take to those rades where they oan make money; but it lose not follow that they witt avoid trades vhioh are demoralizing, though not unprof table. ?When women are made in every ray the equals of men they will no longer lave a olaim upon the oars and proteetion >f men. They must shift for themselves, md no legislation will be sufficient to save hem from obvious dangers. These oin ilderationa are overlooked by Mr. Mill, and lia book, though full of generous feeling, a open to thia objection. While we have io desire to see women dabbling in politics, . >r treading the rougher walka of life, we ihould wiah to give- them every privilege ?eoaaaary to their oomfort and aeouriiy. The agitation on the subject will naturally ead in the direction of changing the mar? riage laws and of giving to women pro? motion against wrong, as well aa the right 0 enjoy their own inherited or acquired possessions. We are glad to ice that the Qeorgia Press is at last moving in earnest for the estab? lishment in that State of a general news? paper system of Oftsh payments. Credit has always been the bane of journalism at the South, and it is high time that the Southern public should be mado to under? stand that the newspaper, like the post, office and the telegraph, oan be properly oonduoted only upon the principle of "mo? ney down." Tun NEWS has lung ago adopted the cash system in its business, and is at this time one of the few journals in the Cotton States which rigidly enforce it. Indeed, the low rate at whioh this paper is published renders it essentia1 that no losses be inourred by tho accumulation of bad debts, whioh were an inseparable in? cident to the old system. We'trust that our Oeorgia ootemporaries will carry out their intention without delay. We oan assure them, from our own experience, that it is a step that they will never huve causo to regret. The Southwest Looking Lp. The New York Journal of Commerce had advices from tho cotton region of the South? west, which report the bottom lands im? proving in prioe, in expectation of the arri? val of Chinese labor. A real estate agent in Mississippi writes that the prioe of plan? tations along the river has advanced from twenty-five to fifty per cent within the past few months. ' Similar information comes from several points in Louisiana. The cot? ton orop in these two States promises very well, and the planters are intending to in vest their surplus in the purchase of more alluvial lands, to be ready for the Chinese immigration whioh, it is thought, will be under fair headway by -the next season. In Louisiana it is proposed to set a large foroe of Chinese at Work, as soon as they oan be obtained, upon the rebuilding of the levees--whioh are now in a sadly dilapid?t ed oondition. The levees of Mississippi are fortunately in a much better state. They have been finished to the extent of two hun? dred and fifteen miles, and but ten more await completion. To do the remaining work it is proposed to raise $800,000 by a tax of one oeht per pound on the ne w cot ton orop, and also by a small land.tax We are happy to record these evidences of en? terprise and renewed hope in the South? west. THE men who have made the importation of Chinese laborers a business, seem in no wise "frightened away, from the new and rioh field for their operations now opening at the South? by the talk *f prosecutions for the alleged violation of tne laws of Cou gress. The telegraph tells us that repre? sentatives of two leading Chinese companies of San Francisco have accepted an invita lion of a Chioago commercial party to ac company them to Chicago as guests.
