They landed in Norfolk from the New York steamer. -Though the colored man have never had their pictures either on the bank notes or the postage stamps, they are now getting their full share of such notoriety on the new tobacco , stamps about to be issued. The colored man is displayed on these stamps in all bis phases and conditions. -The case of the young American citizen Warren, who was knocked on the head by the gendarmes and put in prison, during the riots in Paris last month, for being accidentally in the street at the wrong time, is about to be judicially investigated, and the Journal asks a suspension of public judgment until it is de? cided. -Bishop Cummins, of Kentucky, notwith? standing the demand of Bishop Wbitehouse, of Illinois, that he should not do so, preached in Trinity Oburvu, OII?CORO, on ttunany muruiuK and evening. The church was filled. Bishop Cummins publishes a letter explaining his course in regard to the difficulty between him? self and Bishop Whitehouse, to which is ap? pended a letter from Brishop Wbitehouse to himse'i. The letter is bitter in its tone, pro? testing against Bishop Cummins visiting Bish? op Whitehouse's diocese to officiate in any manner within its bounds. -There is now in course of construction, in a, new yard in East Boston, a ebip of one thou? sand tons, and all the timbers of which she is composed are bent by machinery to exactly fit the molds/ The timbers are all bevelled before . being bent, and these frame timbers, together with the beams and knees, are framed and fas? tened in combination, before being raised, and. the details or clamps, waterways, kelsons, &c, progress toward completion, as the frames ara put up. Wben these are all in place the vessel .will be nearly ready for launching. . This working of frame lines outside and deck lines inside at tbe same time, is original, and is - considered much stronger and more com? pact than any other mo Je of wooden ship? building. -Tho French cable at Duxbnry, Massachu? setts, was spliced to the deep-sea cable at abeu ; sunrise on Friday. From 12 to 1 o'clock tbe people poured in rapidly to the beach. A swat m of small vessels hoveled around the fleet, and wh?m it anchored ?large number of visitors - hoarded the Chiltern, all of whom were hospi? tably enter tamed. The shore end was landed at 5 o'clock, amid tbe booming, of artillery on . the vessels and the cheers pf tbe multitude on - 1 shore. The people caught hold ot the cable and helped poll it up to the cable house, where it was ?sp]iced to the land cable, which is ran in -a trench to Duxbury. About six o'clock all the .arrangements were successfully carried out, .nd the best pf feeling prevailed. The cable is in perfect wot king order. Messages were sent ?nd received from Brest direct. Ile had not been there long before Messrs. Barron, Forbes & Co. solicited hun to go to T?pico to take charge of their cotton manufactory there. Mr. Fowler, attouded by an escort large enough to cope with the brigand bands, by whom he was likely to be attacked, made tho journey in twenty days, and arrived in tho City of T?pico in September, 18G0. Ho has resided there ever since. The cotton manufactory he found in very poor condition, but as all the water nceessary to ruu tho mill was accessible, bis first measures wore lo ira provo the power and the place. New machinery was ordered from New York, and machinists were'tinported with it. The manufactory buildings and all tho outbuildings wore enlarged and improved. An elegant mansion was constructed for Mr. Fowler's uso. Ibo grounds were taste? fully laid out, ornamented with trees, plants and flowors. The natives, instead of harboring jealously at his enterprise, industry and taste, on the contrary made h m their exemplar. The charges which have been wrought ju T?pico throagh tho civilizod and humane influence of Mr. Fowler are Wonderful to contemplate, and moro, he has secured tho regards and respect of Lozada, thc Indian monarch and his powerful people for the United States sud its citizens. Fowler will say pood-bye to his Tepis friends, to Lozada, all of the f anted and once infamous district, and return to New York c ty. CHARLESTON. THURSDAY MORNING, JULY 29, 1869. Manufactur?e at tbe South. People everywhere are beginning to open their eyes to the marvellous advantages which this Southern land of ours possesses as a manufacturing region. The contrast between the doleful talk of the New Eng? land mill-owners and the cheerful reports from the cotton faotories of South Carolina, Georgia and other Southern States, is too marked to long escape the attention of the keen sighted capitalists of the North. A Massachusetts m&nufaoturer has reoently declared that it cost at least Sixteen cents to manufacture iabrioa whioa would not bring in market more than fifteen cents per yard. Whether this be true or not, certain it is that either because of real loss, or in order to seome a high protective tariff on foreign goods, the whole Yankee manufac? turing interest is just now making particu? larly wry. faces. Formerly, as is well known, the profits of ootton manufacture were very great, and it may now be that the complaint is owing rather to a reduc? tion of these large dividends than to the alleged total deprivation of profits. In any event, however, it is gratifying to know that the depression, real or affected, which pre vails in New England, is not felt in any de gree by our own mills, and that even re? oently established ootton faotories in the ootton producing region are paying quar< terly dividends of five per cent, upon initial experiments. New England manufacturers must look to it, or their occupation will soon be crone. They must choose between contenting themselves with smaller profits transferring their mills Southward, or turn? ing their capital into other avenues. In few years the people of the entire South will be supplied with ootton fabrios manu? factured where the ootton is grown, and possibly Southern mills may find a large market also in the North for their goods, In the faoe of the united opposition of the great West, and of a South steadily and surely increasing in wealth and power, the '.'industrial kings" Down East cannot hope muoh longer to bolster up by special legis lation, at the expense of consumers, the pleasant monopoly which has so long kept them sleek and fat. From the 19th Annual Report of the Board of Trade, of Baltimore we gather the following interesting facts and figures : The number of buildings erected during the year 1868 were ?879, against 1800 in 1867, and 1834 in 1866 Total humber of build? ings in Baltimore 54,512. May we hot hope, ere long, that when our own. Board of Trade shall publish Ita fifth or eixth an? nual report, that a similar encomium may there ned a plaoe on the South Carolina; Railroad, and its through connections to Memphis, Tioksburg, Louisville, Cincin? nati and Chicago? Once the Blue Ridge Railroad is finished, we see no reason why our harbor should not bo the outlet of a great share of the oommeree of the. West. The following paragraph'gives the ex? perience of our Baltimore friends in Atlan? tic Hteam navigation : "The Hue of steamers between this port and" Bremen tito Southampton, has ran roru'aviy throughout the yo rr, and continued steadily to increase in popu'arity. Tbis lino has attracted and drawn hither for export much produce, which other? wise would have found an outlet further North. One of the many advantages it possesses in its connection with the Baltimore and Ohio Bail road, is that which enables shippers from the West to send their cotton, tobacco and other merchandise directly to tho ship's pier, thus saving drayage, all extra hauling and much time." This is an inducement wo also hope at aonio time to be able to offer to our cor? respondents; but as yet the drays form a link in our connections. From the "import statement" we^JTndJ that Baltimore, during the year 1868, im? ported 10 614 tons of guano, at a gold valu? ation of $204,879, a little les? than $20 per ton. As this is one of the articles that pass the customhouse without paying dury, there is no reason to believe that the valu? io un? derstated. Of samao, she Imported 20.1,605 pounds, valued at $8731, which certainly looks like carrying coals to Newoastle; c effie o 43, 083 611 pounds, valued at $4,204,742; toys $30,421 and dolls $17,379: Of rice, she imported 5,151,758 pounds, valued at $187, 791; of sugar, 137,862.884 pounds, valued at $6,391. 987; and of molasaes, 4>,529,342 gallons- $831,369, The principal exports were : Bread and breadstuff's, including corn, meaVoata, rye, rye flour, wheat, wheat flour, and other grains, to the value of $8,772,31)3; cotton, unmanufactured, 10.079 609 psunds-$2, 208,318; oil cake 86,226,168 pounds- $940, 601; coal oil 211,629 gallons--$61,762: pe? troleum, crude, 1,062,600-$868,043, and refined 1,482 435 gallons-$?34 817. Thc number of houses in this city and oountiea adjacent being about 80, of which some 50 are strictly in' the packing trade, employing about 8000 bauds of both Sexes in the shucking, packing, peeling, pre? serving, ?to. About 10,000.000 bushels of oys? ters are consumed, one-third of whioh are packed raw, balance being hermetically sealed for shipment to distant States or Territories, as well as for foreign countries. The tin cans required for the raw, reach about 5,000,000 of I to 1 gallon each; the balance of the oyster* say 6.600,000 bushels-are packed in 1 and 2 pound cans, of which, during the active sea? son, some 150,000 cans are daily packed; so that 20 to 25,003,000 cans are required for this trade au nu alfy.
