F. W. Ballard, secre? tary of the Security Fire Ins ora nee Company of New York, lt is not probable that any pros? ecution will be commenced against the default? ing ciflloer, bia) sureties, being amply able to secure thc company against all loss. Two years ago Mr. Ballard .received notice from bia broker, that uulees $5000 additional margin was -supplied him he-would be compelled to sell out the stocks then in his bands belong ng to bim (Ballard.; and in order to prevent a sale thereof at a loss, Mr. Ballard forwarded to the broker $6000 of funds belonging ts the com? pany* Tue. speculation oa the socre ary s part .proved tb be ? ruinous one, and be has since then used the company's funds trom time to time, io the hope that his ill luck would be re? lieved, until the total amounted to $63 000 the sum found to be missing by the Finance Committee. Mr. Ballard is new at his home in Connecticut, and, it is said, i > deeply morti? fied at the position io which he finds himself. He mt dj a olean breast of all hts unfoituua:e transactions. -Seventeen years'ago tho Postmaster of New York city, Air. Isajpr Y? Fowler, abstracted a "considerable amount of money belonging to \he- government, and fled from the country a daltu'ter. .Catii a short timo ago nothing was knowa of his subatquent history. Ho now tumj np at T?pico, Mexico; in the light of a wubie b?uefso or and a modol citizen. His romantic ad*ejt?re? are re'ated in the New i Y or* cnn aa tullo wa : Leaving New York, the cx-pu?tmaater bent bis footsteps in the direc? tion ol tite City of Mcxxo. Eo had not been tbere long before Messrs. Barron, Forbes 4 Co. solicited bim to go to Tepieo to take charge of their cotton manufactory there. Mr. Fowler, attended by an escort large enough to cope with th? brigand bands, by whom he was likely to be attacked, made tbe journey in twenty da} a, and arrived in the City of Tepieo in September, I860. He has resided there ever since. The cotton manufactory he found in very poor condition, but as all tbe water necessary to run the mill waa accessible, his first measures were to improve the power and the plaoe. New machinery was ordered from New York, and mach mists were imported with it. The manufactory buildings and all the outbuildings were enlarged and improved. An elegant mansion was constructed for Mr. Fowler's use. Tbe grounds were taste? fully laid out, ornamented with trees, planta and flowers. The natives, instead of harboring jealously at his enterprise, indus' ry and taste, on the contrary made h m their exemplar. Tbe changes wbioh have been wrought in Tepieo through the civilized and humane influence of Mr. Fowler aro wonderful to contemplate, and more, ho has secured the regards and respe't of Lozada, the Indian monarch and his powerful people for the United States and its citizens. He en? courages Lozada to resist the encroachments of the General Government. In another year, Isaac V. Fowler will say good-bye to his Tepu friends, to Lozada, all of tho famed and once infamous district, and return to New York c _ CHARLESTON. -o THURSDAY MORNING, JULY 29, 1869. Manufacture? at the South. People every where are beginning to open their eyes to the marvellous advantages wbioh this Southern land of onrs possesses as a manufacturing region. The contrast between the doleful talk of the New Eng? land mill-owners and the oheerful reports from the cotton faotories of Sooth Carolina, Georgia and other Southern States, is too marked to long eeospe the attention of the keen sighted capitalists of th? North. A Massachusetts manufacturer has recently declared that it cost at least sixteen cents to manufacture fabrics which would not bring in market more thift-fifteen oents per yard. Whether this be true or not, certain it is that either beeause of real loss, or in order to secure a high protective tariff on foreign goods, th? whola Yankee manufac? turing interest is just now making particu? larly wry faoes. Formerly, as is well known, the profits of ootton manufacture were very great, and it nay now ba that the oomplaint is owing rather to a reduc? tion of these large dividends than to the alleged total deprivation of profits. In any srent, however, il is gratifying to know that the depression, real or affected, whioh pre? vails in New Eogland, is not felt in any de? cree by onr own mills, and that even re? cently established ootton factories ia the sotton producing region are paying quar? terly dividends of five per cent, npon initial experiments. . New-England manufacturers must look to it, or their oooupation will soon be gone. They mut ohoose between oontenting themselves with smaller profits, transferring their mills Southward, or turn? ias, their capital int*- ?u*??- x. m few years the people of the entire South will be supplied with ootton fabrios manu faotared where the ootton is grown, and possibly Southern mills may find a large market also in the North for their goods. la the face of the united opposition of the great West, and of a South steadily and rarely increasing in wealth and power, the "industrial kings" Down East cannot hope muon longer to bolster up by speoial legis? lation, st the expense of consumers, the pleasant monopoly whioh has so long kept them sleek and fat. Growth of Baltimore. From the 19th Annual Report of the Board of Trade of Baltimore we gather the following interesting facts and figures : The number of buildings ereoted during the year 1868 were 2879, against 1800 in 1867, and 1884 in 1866. Total number of build? ings in Baltimore 54,512. White popula? tion 308,761, colored 48,375, making a total of 852,186. The following table indicates the various census returns since the year 1790: Years. Population. 1790. 13.503 1800. 26 114 1810. 85 683 1820. 63.738 1830. 80 625 1840.102 813 . 1850.169.054 1860. 212 413 1868 . 352,136 Further evidenoe establishing the growth and expansion of the oity, may be seen in the rapid increase of its assessable prop etty since the year 1860. For that jeer, the Taine of both real and personal amoun? ted to $78,578,244. In 1860 it had in? creased to $135,083,435, and for 1868 it was $206,186,848. The following is the table of imports (in gold) and exports (in currency :) Tears. Imports. M-ty we not hope, ere long, that when our own Board of Trade shall publish its fifth or sixth an? nual report, that a similar encomium mtsy tbere find a place on the South Carolina Railroad, and its through connections to Memphis, Vicksburg, Louisville, Cincin? nati and Chicago? Once the Blue Ridge Railroad is fiuished, we see no reason why our harbor should not be the outlet of a great share of the commerce of the West. The following paragraph gives thc ex? perience of our Btl'im ire friends in Atlan? tic steam navigation: .'The line of steamers belwoaa this ?ort and Bremen cia S.'U.hampton, has run ie.u'arly throughout the year, aud continued steadily to increase in popu arity. The first s.x months' experience encourage! the building of two al diuonal steamers ot ana larger capacity, both of which * ill be placea on the line the nexl spring: Ibis Hue has attracted and drawn hither for export muoh produce, which other? wise would hare found an outlet further North. One of the nany advantages it possesses in its connection with the Baltimore and Ohio Bail road, is that which ea ables ship aera from the West to send their cotton, tobacco and other merchandise directly to tho ship's pier, thns saving dray ago, all extra hauling and mach time." This is an inducement we also hope at some time to bo able to offer to our cor? respondents; but as yet the drays form a link in our connections. From the "import statement" we find that Baltimore, daring the year 1868, im? ported 10,614 tons of guano, ata gold valu? ation of $204,373, a little lens than $20 per ton. As this is one of the articles that pass the customhouse without paying daly, there is no reason to believe that the value is un? derstated. Of sumac, she imported 203.605 pounds, valued at $8731, which certainly looks like carrying coals to Newcastle; coffee 48, 083 611 pounds, valued at $4,204,742; toys $30,421 and dolls $17,379. Of rioe, she imported 5 151,758 pounds, valued at $187, 791; of sugar, 137,862,884 pounds, valued at $6,391 987; and of molasses, 4,529,842 gallons-$831,869. The principal exports were : Bread and breadstuff's, including corn, meal, oats, rye, rye floor, wheat, wheat flour, and other grains, to the value of $5,772,303; cotton, unmanufactured, 10,079 609 pounds-$2, 208,818; eil cake 36,226,768 pounds-$940, 601; coal oil 211.629 gallons- $61,762: pe? troleum, orude, 1,062,600-$368,043, and refined 1,432.485 gallons-$434 817. To? bacco, lear, 39,617,427 poonda-$3,846,204 For the benefit of our embryo oyster planters, packers and merchants, we oopy the artiole on "Oysters and Canned Goods :" "We note a very active trade during the past year, owing to reopening of business with Southern States, and scarcity of fruit for past packing season, making the demand in excess of supply. The number of bouses in this city and comities adjacent being about 80, of whioh some 60 are strictly in the packing trade, employ! ag about 8000 hauds of botb sexes in tho shucking, packing, peeling, pre? serving, Ac. About 10,000 000 bushels of oys? ters are consumed, one-third of which are packed raw, balance being hermetically sealed for shipment to distant States or Territories, as well as for foreign countries. The tin cans required for the raw, reach about 5,000,000 of i to 1 galloo each; the balance of the oysters say 6 500,000 bushels-are packed in 1 and 2 pound cans, of whioh, during the active sea? son, some 160,000 cans are daily packed; so that 20 to 25,003,000 cans are required for this trade annually. It is estimated that some {20,000,000 are invested in this interest, in and adjacent to Baltimore, and that the annual product is worth $7 000.000 to $10 000,000." Periodical Literature. We desire, however, more especially to sall the attention of our readers to the article contributed by Dr. Rodrigues. A few weeks ago we had occasion to mention one of his contributions to the "Cosmos" on an interesting subject in dental pathol? ogy; to-day.it affords us plesBure to bear testimony to his skill and industry in the mechanical part of his profession. The case he here desoribes is that of a gentle? man, who, after protraoted, ulcerative and absorptive iofl .ruination of the palate had terminated, esme under Dr. R's oare. The disease had "compromitted" in its ravages both horizontal plates of the palate bones, and the palative processes of the superior maxillary, leaving aa osseous ridge of in? considerable size, circumscribing concen? trically the alveolar border of the upper jaw. The Doctor says : "A range of very fl LO teeth inducol mo to seek a basis of support for some mechanical adjustment, ether than thc usual clasps around the tooth, and availing myself of the serai-circular bony ridge, the only vestige of the former osseous palate, I contrived a vul? canite plate, with a ci eacentio sulcus or groove, which we so carefully adjusted aud finished as to secure successfully a basai support for the entire piece. So completely has the chasm been filled by my 'opercuialepiale.' as I have termed it. that all deficiencies and defects have been signally removed.
