The necessity of stopping for water is obviated by mechanical means. -Tue discussion of the retaros of incomes by citizens of New York, has brought to the notice of the revenue bureau some remarkable facts. One merchant on being overhauled \ as found to have evaded the tax to such an extent that hi owed the government seventy-six thous* td dollar?, and had to disgorge; another owed twenty-six thousand dollars ; several had evaded to the extent of twenty and twenty-five thousand, and so on for quantity. -A brilliant matear, of an emerald green color, and apparently as large as the moon's a :mi-di ame ter, was seen in New York on the evening of July 20, at 9 h nura S3 minn'ea. The Fourth District Court in San Francisco recently granted a di? vorce to a young and beautiful lady who was married to Joseph J. Smith, of Salt Lake City. The last heard of the privateer was that she waa seen in Gonaives Bay with an American schooner in custody, the captured vessel flying the St. Domingo flag, with the American ensign beneath. The Haytien privateer is also said to have a large amount of specie on board, which materially enhances the value of the prize among the crew of the Semin?le. -The arrangements of the Ocumenical Council L^gm to assume shape. There will be a certain number of preliminary councils held, according to the Peraeveranz?, each of which will be presided over by a Cardinal specially named by the Pope as his locum teneos, and the results will then be proclaimed as canoni? cal laws in the sessions, presided over hythe Pope himself. There will be about ten or those sessions, but they are Dot to be a "cleri c il parliament," but assemblies, to which cer? tain propositions will be read, and which will vote upon them by acclamation and without dUcuaeSau whatever. We print, with pleasure, in another part of to day's paper, a letter from President Harrison and Director Cameron, members of i the Executive Committee of the Blue Ridge Railroad Company, in reply to the State? ments of our correspondent "Lix." These gentlemen, whose integrity of purpose has nevar hean questioned by Ta a NEWS, ad mit that the account of the original bids, as given by "Lux," was substantially correot; bat they malee a direct Issue of fact with eur correspondent as to the comparative amona t of * he re vised blds.aud as to the other otroamstances under whioh the award of the contract waa finally mads. In regard to these matters "Lux," who is abundantly able to take care of himself, will doubtless be heard from in good time. There are other points, however, upon whioh the people of the State would gladly have heard what Messrs. Harrison and Cameron might have had to say. These members of the oommittee might have ex? plained to ns why a job estim tte i only a f e w weeks ago to cost $6,000,000 has now been given to a contractor at $8,700 OOO. Holden, Governor, and the Public Treasurer, decides against the com? pany. The question raised involved the constitutionality of largs appropriations for all the uew works chartered by the profli? gate Radical Legislature. The'decision, coming from reconstructed judges, had an instantaneous effect, in raising the value of North Carolina bonds. The New Y rk Herald, of Friday, says : "North Carolinas, now, were the features of | State bonds to-day, advaaoing sharply on the sec jud call to 51, in consequence of tbe re? ceipt of telegraphic advices from. North Caro? lina to the effect that the Supreme Court of that State had declared all bond appropria? tions authorized to new railroads by the 1 ant I egialature unconstitutional. As the bonds whioh are now a good delivery at the Stock Exchange are not effected thereby, and as this decision excludes a large amount it was ex? pected would come on the market, the logic of | the advance is obvious. ? Tte Slate census appears to be bat an other expedient for filling the pockets of the Radical understrappers, black and white, with the people's money. By the 9th section cf "An act to provide for the "enumeration of the inhabitants of the "State," the census taker receives as a compensation for bis services, fire dollars per day, and his assistants four dollars per day, while aotually employed. The George? town Times informs us that it took three assistants five days to take the censos at North and South Islands, which at twelve dollars, makes the comfortable little sum of sixty dollars, or more than three dollars for eaoh head of a family visited.
