Tine Kew York Times ?nd the Finance vt South Carolina.. The New York Times publishes an elabe rate review of the financial condition c the State of South Carolina, in whioh i found this gratifying statement : ? "The State vhich appears to have the bet start and the steadiest progress, as yet, : South Carolina. While she suffered folly a muoh, if not more, than any other of tb Southern States, her prospects to-day are mci satisfactory.*' When, however, the Times ventares I make tbs statement that "the reason or si "oret of this is the excellent manegemei "of her (eur) finances," we, who kno where the shoe pinches, flatly contradi the assertion, and make the oona ter stat meat that tbs finances of the State ha only been well managed in the sense tb means have been provided for meeting tl extravagant expenditures of the State Go eminent, and that the present State Go eminent is administering our affairs wi a wastefulness and profligacy whioh won soon break down the oredit of any State the Union. South Carolina has' a sm debt, end can and will pay every dollar her liabilities; but the secret of this is tl the people are* as determined to pay all tb.? just debts as they are convinced of t corruption and profligacy of the exist? government of the State. The . Times oontent to make broad assertions.' We d with facts, and to begin, with, make the 1 lotwlug owuiparisuu of tho appropriant for the years ending October, 1860, s O ot ob er, 1869. From this comparison omit the charge for interest on the St debt. The appropriations are classified as 1 lows : ** I860. 1861 Executive department.$ 15 850 I 86, Legislative do..... 51.950 156 Judiciary do. 93 800 67 Treasury do-. 7 850 48 South Carolina CoUege. 24 700 26 Ordinary expenses....108,800 111, Military expenditures.140 800 24 Loe?l expenditures. :. 94 420 58 Public buildings. .. 49,079 101 Extraordinary expenses.... 58.806 Total appropriations. . .$644,555 $638 But the appropriation bill of 1860 c tains many charges against whioh tb are no corresponding charges -' in li Among these are jurors and oonstab $60,000; compensation for slaves execu 12000; military contingencies, $100,( military academies, $30.000; dredge b $30 000; census, $12,700; marine sob (5000 Total $229,700. This amount n se deducted from the total of 1860 to m the comparison just. On the other s 'rom the total of 1869 we must, ia tbe si vay, deduct $88,80O?oharged for the S Penitentiary, whioh institution was no sxistence in 1860. This would leave tomparison as follows : 1860. 181 appropriations.-$644 555 $683 >ednct as above stated..,..: 229,700 88 Total..$414~85? $544 The expenditures of the year 1869 i herefore, $129,446 IN sxcxss or THE BSPiTonaa or I860, although $50,000 itead of $75,000 is given to free sohl tad no appropriation is made for the ti dent poor, the Normal High School or Eloper Hospital. After all, the result ia lurprisiog when we find the Legisla sooting $140,000 instead of $25,000, .he Governor's oontiogent food $2G,00( itead of $10,000 We ask the New ' Times whether it oalls this an "exes "management of the finances of the Sta The skeioh given'by the Times ol manner in whioh the funds were rais pay the ordinary expenses of the got mentis very jolly, and will do nb tl es H ?ter up the reputation of "the fina ?gent," in whose interest it seems to neen written. What powers did ho have ? On August 8, 1808, the Governor was authorised to borrow $125,000, and empowered to use as se? curity such an amount of bills' receiva? ble, bonds or stocks owned by the State as might be necessary. On August 2C, 1868, the Governor was authorized to borrow $500,000 ou, the credit of the State, the bonds to be sold at the highett marketprice by the financial agent in New York. On the same day tho Governor was .authorized to borrow $1,000,000 more on the samo terms. On February 17,1669, au? thority was given to barrow $1,000,000, which might be used as collateral security and sold at tho highest market price. Oa March 26, 1869, the financial agent was au? thorized to pledge the bonds of the State whioh the State now has or may hereafter have in its possession as collateral security for State loans. These wero the powers of Governor Scott and the financial agent. Will the Times deny that any man, not a born idiot, oould raise money with these resources at his command? The officials were clamoring for their pay. Votes'were sold in "Columbia as fish are sold in the market. The money was obtained at last; but at what oost? The Times or "the "young man of muoh ability and promise" may be ablo.to tell. In the article published by the Times there is the following paragraph : "Furthermore, South Carolina has steered olear of tho-whirlpool whioh has well-nigh swamped one or two of the other Southern States. She has steadily refused to aid rail? roads. North Carolina and Tennessee have increased their debts immensely by their rail? road subsidies and loans, and have materially injured their financial prospects." South Carolina has not steadily refused to aid railroads. The present Legislature has given aid to the Savannah and Charles I ton and the Greenville and Columbia Rail ? roads, and it has authorised a guarantee of $4,000,000 to the Blue Ridge Railroad. This last railroad was expected to be com? pleted for $6,000,000. Now it is estimated to cost $8,000,000. Responsible contrac? tors oatt be found who will do the work for $7,500,000; but a contractor whose prioe was about $9,000,000 has received the oon traot, and Governor Scott goes before the Legislature this fall with a modest request that the Blue Ridge Railroad guarantee be increased from $4,000,000 to $9,000,000 or $10,000,000. Governor Scott did oppose, at the last session, proposals to subsidise I the Chatham Railroad, and other sohemes. Why did he do this ? Because the Bide Ridge Railroad guarantee-in whioh he has a lively interest-would be almost worth? less if millions were given away here freely as in North Carolina. Love for Scott, not love for the State, was the cause of the opposition. Any scheme will be run through the Legislature whioh has money in it. Paupers need not apply. Lastly, we say to the Times that this State is well able to pay all the debi of j which we now have knowledge. The peo? ple will uphold the good name of 8outh Carolina; but this will be done in spite of, and not by means of, the existing State gv?dinmont. w? *re plundered and robbed on all sides and upon all oooaaions; nut'We have some power left, and we are resolved, as long as we may, to diaoharge honestly our every obligation. The Times has been duped by some trickster. If it had known more of the men who have oar boffers in charge, it would have said less in praise cf 1 individuals, whatever its good opinion of the fi nanci *1 integrity of the State.
