From thia room the visitor passes to a balcony, running above a large rocky cavern, with a pool below, ten? anted by water fowl. An adjoining room is also arranged as a nearly ciroular cavern, with basins in the rook work around the Bide, and with a magnificent aviary in the middle, con? taining more than a thousand birds, appearing te occupy only one large cage of wire>gauze. On closer examination, however, it is discov? ered that this lugo cage ie divided by very del? icate wire partitions, radiating trom the centre, so that only about one hundred birds occupy the Perne compartment. From the'aviary a rocky vaulted passage leads to the aquarium, strictly so called, and also to the lower part of the cavern. While she Buffered fully as much, if not more, than any other of the Southern States, her prospecte to-day are more satisfactory." Wheo, however, tho Times ventures to make tho statement that "tho reason or se? cret of this is tho excellent management "of her (eur) flamees," we, who know whore the shoe pinches, flatly contradict the assertion, and make the counter state neut that tho finances of tho State have ) nly been well managed la tho lemo that noaa* haye been provided for mooting the sxtravagant expenditures of the State Gov ?rnment, and that tho present State Gov jrnmeut is administering our affairs with k wastefulness and profligacy which would loon break down the oredit of any State in ho Union. South Carolina has a small lebt, and oan and will pay every dollar of ter liabilities; bat the seo ret of this is that he people aro as determined to pay alL their ast debts as they are convinced of the emption and profligacy of the existing ?orernment of the State. The aketoh given by the Times of the tanner in whioh the unds were raised to ?7 the ordinary expenses of the govern tent is very jolly, and. will doubtless bol? ter up the reputation of "the financial gent," in whose interest it seems to have eon written. But it is an absurdity un? worthy of a metropolitan journal to assert lat an obecure broker could, in the course f six months, create a demand for our State onds that it was difficult to supply. Jhat if ho did "represent to bankers and capitalists that their distrust of the seen rities of that (this) State was unfounded, and that he himself proposed to invest in the bouda ?" This would have had no tore effect in Wall-street than the whist ng of the wind. Bat it was known in :ew York that South Carolina had a debt f about $5,000,000, and that we had al rays kept faith with our creditors. This ras the beginning, and the end was st? uned, the money was had, because this financial agent," this young man of "muoh ?ability and promise" had almost unlimited owen, and could, we presume, offer enuUgtt collaterals and high enough oom miseio?fl to satisfy any broker. Whet powers did he have ? On August 8, 1888, the Governor was authorized to borrow $125,000, and empowered to nee as se? curity euch an amount of bills receiva? ble, honda or stocks owned by the State as might be necessary. On August 26, 1868, the Governor was authorize*' to borrow $6W,OW on the credit of the State, the bonds to be Bold at the highett market price by the financial agent in New Tork. On the same day the Governor WSB authorized to borrow $1,000,000 more on the same tercas. On February 17,1869, au? thority waa given to borrow $1,000,000, whioh might be used as collateral tecurity and sold at the highest market prioe. On M aron 26, 1869, the financial agent was au? thorized to pledge the bonds of the State whioh the State nov hat or may hereafter have in its possession as collateral security for State loans. These were the powers of Governor Soott and the financial agent. Will the Times deny that any man, not a born idiot, oould raise money with these resouroes at his command? The officials were olamoring for their pay. Votes were sold in Columbia as fish are sold in the market. The money was obtained at last; but at what costf The Times or ?the "young man of muoh ability and promise" may be able to telL In the article published by the Times there is the following paragraph:- ' "Furthermore, South Carolina has steered clear of the whirlpool whioh has well-nigh swamped one or two of the other Southern States. She bas steadily refused to aid rail? roads. North Carolina and Tennessee have increased their debts immensely by their rail? road subsidies and loaos, and bave materially injured their finaneiai prospects." . South Carolina has not steadily refused to aid railroads. The present Legislature has given aid to the Savannah and Charles? ton and the Greenville and Columbia Rail? roads, and it has authorised a guarantee of | $4,000,000 to the Blue Ridge Railroad. This last railroad was expeeted to be com? pleted for $6,000,000. Now it is estimated: to oost $8,000,000. Responsible contrac? tors can be found who will do the work for $7,500,000; but a contractor whose prioe was about $9,000,000 has received tbe eon? tract, and Governor Soott goes before the Legislature this fall with a modest request that the Blue Ridge Railroad guarantee be increased from $4,000,000 to $9,000,000 or j $10,000,000. Governor Soott did oppose, st the last session, proposals to Subsidize [ the Chatham Railroad, and other sohemes. Why did* he do this ? Because the Blue Ridge Railroad guarantee-in whioh he has a lively interest-would be almost worth? less if millions were given sway here as freely as in North Carolina. Love for Soott, not love for the State, was the oause of the opposition. Any scheme will be ran through the Legislature whioh has money in iL Paupers need not apply. Lastly, we say to the Times that this State is well able to pay all the debt of whiehwenowh a ve knowledge. The peo? ple will uphold the good name of South Carolina; but this will be done* in sptte of, and not by means of, the existing State government. We are plundered and robbed on all sides and upon all occasions; but we have some power left, and we are resolved, as long as we may, to discharge honestly our every obligation. The Times has been I duped by some tr io ks ter. If it had known more of the men who have our coffers in oharge, it would have said less in praise of | individuals, whatever ita good opinion of the financial integrity of the State.
