The laying of the seven hundred miles from St. Pierre to Duxbury, Mass., was commenced on July 15. England and Franca, indicates that the United . States Government does not intend to inter? fere with the laying of the cable, abd that the company lays the wire subject to euch regula? tions as Congress may hereafter make. - Just as the journey across our continent haa been made brief by the completion of the i Pacific Railroad, a new enterprise has boes undertaken to shorten tbe distance around it. Marshall O. Roberts, of New York, ts at the head ot a company incorporated by the Ver> . mont Legislature ind holding a grant from the Mexican Government, for tho building of a railroad across the Isthmus of Tehuantopee. . The Atlantic terminus ot the proposed railroad is Minatitlun, a river town twenty miles from the Gulf of Mexico, easily accessible to sea? going steamers at all tides, from which point it will run due south to tho Pacific, making that water at the port of Ventosa, one hundred and sixty-two miles distant. The construction qt the road does not involve many difficulties, tbe extreme elevation being only 793 feet,-and ten substantial truss bridges required. Mr. Roberta has just signed a forfeiture bond of $100,000 for the construction of a carriage road and a telegraph line along the route within eighteen months. The railroad itself is to bo commenced within two years and finished within three years more. These wings are mado of whito cloth fastened to a light framework, wbioh is braced secure? ly by wires. To the f?ame at the bind part of the carriage ia attached a rudder or steer? ing gear, which is exactly the shape of the paper msed in pin daxts, four vane* at right angles. This, when raised or lowered, elevates or depresses the head of the carriage when ic motion; and when turned from side to side, guides the carriage as a rudder does a boat. At the centre and bottom of the balloon is an indentation or space loft in the material of which it is built, in which the engine and ma? chinery are placed on framework. The boiler aud furnace are together only a little over a foot long, four inches wide and Ave or six inches in height. Steam is generated by spirit lamps. The cylinder is two mohos in diameter and bas a three-inch stroke. The crank con? nects by means of cog-wboels, with tumbling rods which lead out to the propellers, on either side of the carriage. Tho propellers are each two-blade 3, four feet in diameter, and aro placed in the framework of the wings. Tho boiler in mada to carry ri ?Vi pounds of steam. When not inflated the carriage weighs eighty four pounds. The balloon bas a capacity for thhteen hundred and sixty feet of gas. When inflated and ready for a flight, it is calculated to have the carriage weigh from four to ten pounde. its first public trial at San Fran? cisco, on the 4th instant, resulted in complete success. CHARLESTON. TUESDAY MORNING, JOLY 20, 1869. lite Chineas Labor Movement. Worn out as are the planters of South Carolina by the uncertainty and costliness of free negro labor, it is not surprising that they should desire to avail themselves at once of the services of the Chinese, w ho in Cuba are paid but $4 a month, and in China but $20 a year. And the Chinese do not give Second Chop work for Second Chop pay. Men of their own race-Tye-Kim Orr and Koopmansohaap-who were at the Memphis Convention, say that they work faithfully and are easily managed, being patient, industrious, docile, tractable and obedient. They are temperate in their habits, whatever the Californians may say, and Koopmansohaap, the great contractor, is of opinion that they, oan be had for five years, at ten or twelve dollars a month. If only half of this be true, the Chinese will be better and cheaper laborers for our low country than any that we how have, or can obtain outside of the Empires of the Eist. Economy and efficiency are knocking at our doors, and we confess that our earnest wish to open wide eur gates is not tempered by any anxiety lest the Asiatio should affect injuriously our social or political system. We all know that, as one of the conse? quences of the war, tens of thousands of fer? tile acres apon oar seacoast lie idle, while every mark of former cultivation is rap? idly hidden by rank vegetation. There is not labor enough of any kind to restore these deserted plantations to their old ripe? ness of production. The colored people, what with losses by disease, migration to the cities and towns, ard thc *?ith?*.?w?l ?? the woman from ta* field*, w>? nnt ?firme enough to till properly the land now in cul? tivation. Nor is it a rebel misrepresenta? tion to say that the colored man does not labor as zealously as he did before the war, and that nothing but active competition will drive him to keep faith with his em? ployer and work fully dp to the terms of his bargain. The labor that we need for the low country cannot oome from Europe. The choice lies between Asiatio labor and African labor; and self-interest will natu? rally inoline our people to encourage the introduction of the former, which is unlim? ited in quantity, ia mere intelligent, and will be more profitable than free negro labor. The Chinamen have pigtails and almond eyes, and flattened faces and names studded with Ange and Engs. But these litUe pe? culiarities will not set our people against them; lor on their side is the power of money, the force of dollars and cents. As they will oome in but small numbera at first, as they have io far shown no disposition to settle permanently in a foreign land, and as it would be many years before they could take sides upon any political question, we do not fear that they will influence unfa? vorably our politioal position. And, so far as their physical power goes, 7>e have enough faith in the white race to believe that no humber of Chinamen whioh we or our children may Bee in Sooth Carolina ?rill be able to drag down the white man to their level, or fasten upon Western civili? zation the superstitions of the East They come to us to fill a vacant place, and they oome in good time. They will make fertile miles of rich land whioh are now a dreary waste. They will make the State wealthy and strong. They may drive out the negro; but they ?an never drive out the white man of the South, And, after all, this ls no ethioal question, bat a matter of bread and meat, of living or dying. All other considerations will fade in the faoe of these. We might wait to see what the Chinese will do in Mississippi and Louisiana; but we have not a moment to loose in parleying and dreaming. -The problem is solving itself while we sit Idly here. Never did any movement take shape and form as rapidly as that of Chinese im migration to the Sou rh. In a few weeks the 4ubjeoi has assumed proportions so large as to give employment to hundreds of pens and to enter into the calculations of subtle politicians Tne country was ripe There was ho heps for the low lands of the South but in the Chinese, and they are assuredly oomlng. The Sentinel is all wrong, when lt sets up its back against anything but "occasional" white immigration. This is not the feeling of the State, and is not, we hope, the feeling of Barnwell County. ' At all events, we should like to try the experi? ment of sending a thousand white "foreign "barbarians" to Blackville to-morrow morn? ing. He-views.
