The construction of the road does not involve many difficulties, the extreme elevation being only 793 feet, and ten substantial truss bridges required. Mr. Roberta bas just signed a forfeiture bond of $100,000 for the construction ot a carriage road j and a telegraph line along the roate within eighteen months. The railroad itself is to be commenced within two years and. finished within three years more. This, when raised or lowered, elevates or depresses the head of the carriage when in motion; and when turned from sidle to side, gnides the carriage as a radder does a boat. At the centre and bottom of the balloon is aa indentation or ?pace left in the material of which it ia built, in which tha ens ina and ma? chinery are placed on framework. . The boiler, and furn ace are together only a little OTer a foot long, four inches wide and five or eix inches in height. Steam is generated by spirit lampe. The cylinder is two inches in diameter and bas a three-inch stroke. Tbe crank con* neets by means of cog-wheels, witta tumbling rods which lead ont to the propellers, on either side of the carriage. The propellers are each two^bladel, four feet in djameter, and aro placed in the framework ol' the. wings. . Tue boiler is made to curry eigh. pounds of steam. When not inflated the carriage weighs eighty four pounds. The balloon has a capacity for thirteen hundred and sixty feet of gas. When inflated and ready for a flight, it is calculated to bare the carriage weigh from four to ten pounds. Its first public trial at San Fran? cisco, on the 1th instant, resulted in complete success. Worn ont ai are the planters of South Carolina by the uncertainty and costliness of free negro labor, it ie not surprising that they should desire lo avail theme altee at onoe of the services of the Chinese, who in Cuba are paid bat $4 a month, and in China bat $20 ft year. And the Chiceee do not give Second Chop workforSecond Chop pay. lies of their own race-Tye Kim Orr and Koopmanechaap-who were at the Memphis Convention, say that they work faithfully and are easily managed, being patient, industri?os, docile, tractable and obedient. They are temperate in their habits, whatever the Californians may say, and Koopmanechaap, the great contractor, is of opinion that they nan be had for fite years, at ten er twelve dollars a month. If only half of this be true, the Chinese will bs better and cheaper laborers for oar low country than any that we now hate, or can obtain outside of the Empires of the Etsi. Economy and efficiency are knocking at our doors, and we confess that our earneet wish to open wide oar gates is not tempered by any anxiety lest the ?siatie should affect injuriously oar social or political system. We all know that, as one of the conse? quences of the war, tens of thousands of fer? tile aores upon our seacoast lie idle, while OTer j mark of former cultivation is rap? idly hidden by rank vegetation. There is not labor enough of any kind to restore these deserted plantations to their old ripe - nest of produotion. The colored people, what with losses by disease, migration to the cities sind towns, and the withdrawal of tine women from the fields, are not strong enough to till properly the land now in cul? tivation. Nor is it a rebel misrepresenta? tion to say that the colored man does not Labor as tealously as he did before the war, and that nothing bot active competition will drive kim to keep faith with hie em? ployer and work'fully up to the terms of his bargain,' The labor that we need for the low country cannot come from Europe. Phe ohoioe Hes between Asiat lo labor and African labor; and self-interest will natu? rally incline our people to encourage the introduction of the former, whioh is uni im it?d in quantity, ie more intelligent, and will be more profitable than free negro labor. The Chinamen have pigtails and almond eyes, and flattened faces and names studded with Angs and Eogs. But these little pe? culiarities will not sst oar people against them; lor on their side is the ajpwer of money, the force of dollars and cents. As they will oome in bat small numbers at first, as they hate so far shown no disposition to settle permanently in a foreign land, and as it would be many years before they could take sides upon any political question, we do not fear that they will influence unfa? vorably our politioal position. And, so far as their physical power goes, we hare enough faith in the white race to believe that no number of Chinamen whioh we or our children may see in South Carolina will be able to drag down the white man to their level, or fasten upon Western civili? zation the superstitions of the East. They oome to as to fill a vacant place, and they oome in good time. They will make fertile miles of rich land whioh are now a dreary waste. They will make the State wealthy and strong. They may d ri ve out the negro; but they can never drive out the white men of the Sooth. And, after all, this is no ethioal question, bat a matter of bread and meat, of liting or dying. All other considerations will fade in the face of these. We might wait to see what the Chinese will do in Mississippi and Louisiana; but we have not a moment to loose in parleying and dreaming. The problem is solving itself while we sit idly here. Never did any movement take shape and form as rapidly os that of Chinese im migration to the South. lu a few weeks the subject bas assumed proportions so large a? to give employment to hundreds of pin* and to enter into the calculations of subtle politicians The country was ripe There was no hope for the low lands of the South but in the Chinese, and they are assuredly coming. We say, let them oome. We, at all events, hate no doubts, no fears, and we hail the Chinese as the harbingers of fortune and prosperity to the whole seacoast of South Carolina Behind Ute Times. The Barnwell Sentinel is opposed to Chi? nese immigration; but it does not stop there. It says : "What we object to is gauss, droves, armies of foreign barb sn a ne. We would not object to an occasional immigrant trcm tiny country provided lie toere vohile becsu-e we could gtad ually as im?a c euch immigrants and make them part an J parcel of oureo'ves." The meaning of thi - is clear enough. Our contemporary is hostile to a 1 ixmigration, bat doea Bot objeot to an occasional immi? grant, provided be be white. Irish, Ger? mans and English are all lumped together, if not as foreign barbarians, at least as immigrants, who may be admitted occa? sionally, bat mast not oome, as we should like to BM them, in a strong and steady stream. The Sentinel is all wrong, when it sets op. ita. back against anything but "occasional" white immigration. This is not the feeling of the State, and is not, we hope, the feeling of Barnwell Ccanty. At all events, we should like to.try the experi? ment of sending a thousand white "foreign "barbarians" to Blackville to-morrow morn? ing. Reviews. Oar Columbia correspondent says that six convicts escaped from the Stats Peni? tentiary last week. Two escaped a few weeks before, and Governor Scott has par? doned sixteen.
