The latter, however, agreed to remit $60,000 of the verdict, and a judg? ment was entered for tho balance, $40,009. -The first practical effort at secession from the Protestant Episcopal Church has occurred at Put-In Bay, Ohio, where a parish has re? nounced the authority of the Bishop and set up for itself, with a revised Prayer Book and such other liturgical changes as may bs con? sidered necessary. -, -Madame Demorest, the well known modiste, and her daughter, Miss Vienna Demorest, sail for Europe on the 18th instant. Its the lady's intention to establish in Paria a branch of heir New Tork emporium of fashions. Is not this carrying coals to Newcastle, gilding refined gold, painting the lily, and all that sort of thing.? ' Ltf-t? larga meeting of ex Confederate soldiers waa held in Memphis, Tenn., last week, and a "Confederate Relief and Historical Associa? tion" waS formed, with ex-Oovernor Harris, of Tennessee, as President, and General Patton Anderson os vice-President. The main objects of the association are "the relief of the destitute soldiers, theil widows and orphans, and the collection of records pertaining to the late war." -Duluth, the new city at the head of Lake Superior, aspires to rival Chicago, and the only paper of the place, the Minnesotian, publishes this sensible warning : "We repeat it, we don't want anybody but building meobanics, railroad workmen and farmers to come to Du? luth at present. We are not ready for any other people. Besides, we warn everybody, of every grade, tobring two blankets with them. Every man 'takes up his bed and walks.' -* -A collision occurred on the Greenville and Columbia Railroad, near Alston, on Thursday morning, about half-past 8 o'clock, between the up passenger train and a train having Ames' Circus and Menagerie aboard. The locomotivo* w?ro a mn o what rlnmafffld. hut for? tunately, only ono person was injured, (.a man named William Wilton, connected with the cir? cus,) and he is not considered dangerously hurt. A locomotive was sent up from Colum? bia and brought the circus train down. 1 -Ben Wach took a fatherly interest in tho Chinese at San Francisco, and they reciprocat? ed by delivering an address to him. Fang Tang told Mr. Wade that the Chinese are satis? fied with th 3 Burlingame treaty, but things here are hardly what they want, since there is not protection for the Chinese emigrating to America. He said, that while Chinese mer? chants bad introdaosd American prodoots into "the Flowery Kingdom and acted honorably in their business here, they were not allowed to . testify in court, and were burdened with spe? cial taxes. They asked only for justioe and .protection as good citizens. -A case involving the subject of ritualism is before . Judge. Cordoza, of the Surpreme Court in New York. Charles D. Allen, a Low Churchman, after a vain effort to convert his mother, who is h High Church Episcopalian, or Ritualist, saed oat a commission of lunacy, nuder which a jury found her unfit to have charge ofaeitber her person or estate. Tho case came up on Friday on motion for the res? toration thereof, and evidence was adduoed by Admiral Farragut and wife, Rev. Dr, Vintou and others, that Mr?. Allen was of sound mind, and possessed of more than ordinary plain, common sense. Decision was reserved. -A report of a late conversation with ex President Pierce on the political situation is published. From this report it appears that he is not satisfied with the reconstruction doings of Congress-that he thinks we are get? ting on too slowly towards specie payments; that he inclines to the diplomacy of Hon. Reverdy Johnson on the Alabama claims; that he thinks we are not prepared for a war with England; that he cannot understand the anti fllibuatering activity of the administration in regard to Cuba, and that he has no faith in the women's rights movement. He has nothing to say about his successors in the White House. Ic may be added that, according to the latest reported opinion of ex-President Fillmore, we are drifting to a despotism. -New York is going tu have a musical j obi lee of her own. She has no idea of being sur? passed by provincial Boating, in matters musi? cal or anything else. And as she can't well . get np a bigger jubilee than tho Hub's, she proposes to surpass it by minimumizing the Boston explosion down to the limits of "artis? tic good taste." That is to say, she will have no monster building, no big chorus an J or? chestra, no anvils, no guns, and no Gilmore clap-trap. The force in the different depart? ments is to bc "small but well selected," and it is proposed to furnish musical entertainment of a week's duration. The proceeds of the ju? bilee are to be devoted to the building of a muslo hall which shall be a credit to the city. . Probably it will be a pleasant affair; bat the New Yorkers ought to be able to strike ont . original projoots, instead of resorting to Bos ? ton for ideas, and especially after the j aloe has been so effectually sanees ed from the musical orango by that city. .-The law adopted In some of the States per? mitting prisoners to testify seems to be work? ing well, so far as tested. In New York Lily, recently, a German was arrested charged with stealing a valias from the baggage room of a railroad oompaiy. The baggage officer and . another officer of the company testified that they saw the prisoner take the valise from a pile of luggage and walk off with it. Under the ordinary course of evidence this would have- been conclusivo, but he being permuted to testify in his own behalf was able to show in a way to satisfy the court that, suspicions as were the circumstances, he was entirely inno? cent of any purpose of taking what did not belong to bim. He had simply taken a valise he supposed t J be his employer's, tho latter a farmer in Wew Jersey, having allowed him to put some olothing io. tho valise. Tho prisoner waited a long lime lor tho appearance ol' his employer, and failing to find him had taken from the pile the valise ho supposed to be his, and when arrested was examining it in quest of his clothing. His testimony, in addi? tion to proof ot good character and some cir? cumstantial evidence in his favor, procured his acquittal. -Although tho invention of tho sewing ma? chine was a groat boon to womankind, it has not proved to be an unmixed good. Constant work upon it produces some of tho moat pain? ful and distressing diseases to which women are subject, and it is said that thoeo who arc compelled to earn their living by sewing on machines, succumb, completely worked out and exhausted, in two or three yoars. The recognition of this drawback to the usefuiuess of tho Bowing machine has caussd an effort to be mado to discover some oheap moans of ap? plying power to the machines, and already gny?ral inventions for this purpose. ha*s bsos patented. One is an electric attachment, which lias beon spoken of very highly, hut in all probability will ho liable to the objection of his h cost. Of course, where machines are employed, as in a large factory, steam may be applied with advantage; but it would hardly answer for every lady to have a small steam engine in her parlor, lt would seem that some combination of springs or clockwork would be the most effectual moth id of attaining tho desired end, and we learn from the Mining and Soien tifio Press that a de vic o of this kind has born patented by a Californian inven? tor. Something of tho sort is mach needed; bat to be of any practioal use it must be both Bimple and cheap. CHARLESTON. -o SATURDAY MORNING, JULY 10, 1869. Governor Scott and the State Taxea. The letter of Governor Soott, which we printed yesterday, does not meet the one great complaint made by the taxpaying oitizens of the State. This is, that while the constitution and the tax law require that all property shall be taxed at its value, the State Board of Equalization have, in whole counties, doubled and trebled the taxable value of the property. The returns were made, in the first instance, on oath, and the assessments were "equalized" by the County Boards. Then the ' State Board stepped in and increased the assessment to twioe and thrice the original amount. It ii not pretended that the State Board had any information to warrant their arbitrary conduct. There was a difference in the raine of land in the different counties; but neither this nor what Governor Soott calls "the caprice and irregularity" of the offi? cial assessors ean justify a proceeding whioh 3 om pelo the honest taxpayer te pay $3000 >r $2000 where of right he should pay but ?1000. Governor Soott may be of opinion hat the property, of the State should be vor th $206,000,000. This, at one time, vas our opinion; but sufficient allowance tad not been made for depreciation of rallies, and we are willing to accept the worn statements of our citizens as show ng the Belling pri?e, the real value, of their iroperty, at the time the returns were made io prating about expenses, or tho price bf u?te oonda, or tne creon ol me otate, oan nake the conduct ef the State Board any ither than tyrannical, infamous and unjust. There ia no objection made to the system if taxation. We are willing and ready to >ay taxes in proportion to our property so hat every county may bear its proper hare of the barden of taxation. The sys em, in theory, ie the best that we have ver had, and we do not wish to flee it hanged. We cannot, however, quietly ubmit to having the value of our property ssessed according to the eaprice of a Board f Equalizers, who assume Kt the start that' very taxpayer has perjured himself, and lile on additions right and left until the axable fabric ls high enough to bear the r?ight te be imposed upon it. Governor Scott is unwise, to say the least, a threatening so many terrible things, "if 'factious attempts be made to embarrass 'the government, by the interposition of 'the courts." We know to our oost that ny appeal to the courts whioh interferes nth the manoeuvring of the Radical party s styled "a factious attempt to embarrass 'the government." But the courts are still pen, and there may be found a judge euf ioiently free from party spirit to decide ac ording to the law, and not according to ?arty expediency. Our people have the right o apply , to the. judiciary for protection ?he lax law itself contempl?tes suoh an .ppeal in giving as a sufficient cause for lot collecting any tax "that (Seotion 93) ?such taxeB, assessments or penalties were 'enjoined by a competent oourt." And rhen we know that under the law all real nd personal property must be taxed Vat its 'true value in money," and that oar property tas been valued for taxation at far above ts true valu? ia money, we may apply to he courts for relief, without heeding he idle menaces of a man who might per 'orm more if he threatened Ieee. Reair, the newly appointed Assessor of Internal Revenue for Edgefield County, and whilom the henchman of Old John Brown, writes a long letter to the Edgefield Adver? tiser, giving what purports to he a oorreot acoount of his out quered career, including his connection with the crazy fanatic of Ossawatomie. Ile terms our sketch of his antecedents, ''mangled, distorted and ma? lignant." And yet we happen to know that his most discreditable doings were alto? gether ignored in the article published in THC NEWS. Of this we may have more- to say anon. The Advertiser, in printing Realf's letter, remarks: ; "Now we wish it to be'distinctly understood that the Edgefield Advertiser, after thirty odd years of usefulness and respectability, has no idea of so far forgetting itself as io devote ?B columns to the autobiography of carpet-bag? gers. We learn further from the Advertiser, that Bealf figured as the orator at the negro celebration of the Fourth in Edgefield.
