Such ls the form of the statement, and it ia lamentable that so clear ah evidence has to be given of a contest, as it were, between the races. It ia stated that in the' Valley alone the whites have gained at least 8000. As matters stand on the record, it is thought tbero is now in the State a white majority of 30.000 or 83 OOO. The Riohmnnd Whiff says that by the registra? tion of 1867 the blacks appeared to be ablo to elect a majority of twenty-one members ot the House of Poles ates. Al bernini o with three delegatea. ttioumood and Henrieo with eight, and Norfolk with two, showed negro majori ties. But there ia information that these have been wrested from them. Tho Intelligen? cer then belonged to Mr. Harrison Smith. In 1807 Ur. Joseph Gales secured sn interest, and tn 1810 Mr. Smith left tho firm, and Mr. Gales, becoming sole proprietor, took into partnership his brother-in-law. William Winston Seaton. In January of 1813 the Intelligencer was first issued dai'y. For oicht years subsequently Gales and Seaton were both editors and report? ers of their papers, and may be fairly credited with being the patriarchs of Congressional reporting. One of thora afc fonded thc House ind the other the Senate, and both received marked courtesies from the officers of those ?jodies. For twelve years one of the Intelli? gencer's editors, Mr. Seaton, remained Mayor. )f Washington City, and rarely has ever an elected oilier been so complimented. The Intelligencer's 'Register of Debates" was onco i high authority in politics, and tho Intelligen ;er itself has, for nearly half a century, man> amed a notion of staid respectability. CHARLESTON. WJBDJSESDAY MORNING, JUNE 80, 186?. What Will Tiler * oat * > A correspondent of the New York Jour ial of Commerce, who lived six years in lalifornia, and was able to familiarize hiru ?lf with the oharaoter and enterprise of he Chinese, speaks in high1'terms' of their ndustry and adaptability as laborers. The" immigration of Chinese to California was' arge in 1849, and has been SteadUy Ittareas ng ever* slade. Since the commencement f railroads and othor enterprises in the 'aoifio States, immigration has been wisely noouraged, and Chinese merchant a h ava >een found ever read jr to supply any nam? er of their countrymen to perform the ibor required on those works, As early1 s 1806, a Chinese merchant named Ayn**, hen .doing business in San Francisco, went 0 Louisiana and other Southern States with, view tb make contracta With the South?rh lautere to furnish them laborers from his attve : country. On his return to Nevf rork he expressed his opinion that his ountrymen would be more oontented and otter Satisfied to live in the Southern ?tates than in any others he had visited, 'he correspondent of the Journal of Com leroe also says that he is induced to pe? eve that Mr. F. E. Foreman, now begin? ing a lecturing tour in the South, is em loyed by the Chinese merohantB of Cali irnia, with the view of promoting an ex susivo introduction, of intelligent, tempe-, ate, industrious, peaceable Chines es labor re, (not coolie serfs,) who being natives bf climate almost exactly the same as that f Louisiana and Mississippi, will be per jctly competent to perform, tbs same task 1 tho sugar oane and cotton fields as was eretofore performed by the slaves. Na ?.????.VU ?[?iiul-:!,, ?f vo.no ougar or of cotton haa -been' produced by the ibor of white men. In the South oar. de endence is on negro labor, and the egroes--never sufficient for all our agri? cultural purposes-become less numerous rery day. We have not now more than se half of the working force that we had 11860, and coolie labor is all that we have > look to as the means of increasing the leid of cotton and rice in the bottom lands ad da the ooast, where waits; men cannot erk. Half a million Chinese introduced its the rion sugar, colton and rice fields ? the South would soon' bring them' back ? the productive' condition of times past, rhen they yielded five million's thre'e hun red.and eighty-seven . thousand and fifty* wo (6,387,002) bales, of cotton, four hun red and fifty thousand (450,000) hoga eadsof cane sugar, seven hundred thou attd (700,000) barrels of molasaea, two uudred thousand (200.000) oasks of rice, nd one hundred and eighty thousand 180,000) hogsheads of tobacco in a single ear. . The main question is, however, what will bte ooolies oost ? At this moment we are ot able to give any trustworthy informa on aa to rates of wages; but something is nown of the cost of transportation. The New York Journal of Commerce sys that au enterprising New York mar? kant in the China trade offert to bring ?hi?ese laboran in hie ships and deliver lem at that port for $75 apiece. . W? un eratftud that his terms will be accepted If s will ohange the point of delivery to tb,? tooth of the Atohafalaya Rivorr one bun red miles below New Orleans, and within wenty ?Iles of a railroad connection with bat city. Putting in at the Atchafylaya redid lengthen ike home voyage a number f,day s, and would, ion that account, bo a. isadvantage to the shipper. As th? Lou liana planters are very, desirous to import Ihiaese there is every prospect that a sat sfaetory arrangement will be made, if not a regular New York packets, then in ves els chartered for th? purpose. A 8t. Louis ?aper recently stated thaT Chinamen oould >e brought from California to St, Louis for ?50. The oost of taking them te New Or sans would be about $10 It would pay tandsomely to obtain them by that routs; mt they could not be contracted fer on such avorable terms round by sea. In response 0 tho demand for this labor, it is probable hat competition will bring down the rates br Chinamen between- Shangahac and San Franoise?, and that they can be delivered 1 heap enough across the Pacific Railroad 0 make it pay to Import them by that tonto. Jut the voyage round ibo Horn t?cete ivory present wish as ts price. It is evident, then, that the troublesome abor problem is in a fair way of being 1 ol ve d. Tho future prosperity of tho rich ? ?st nortions of the South depends ott th? number Of Chinese immigrants I hat oan bi Stained and put into tho, rioh fields no? ?werewit With weeds and briers. Th< whets seacoast;;ah'd lew-country of ?outi Carolina can be mode as fair and produo Live a region as thor ? is in Christendom i wo have a legion of Chinese laborers tb sup pl ornent our negro population. There ie room for Cuffeo as well aa John Chinaman; and there ie room, and fortune betides, for all the European immigrants whom we can induce to settle in the midst of us. Negroes we hare; Europeans we have, though un? fortunately in small numbers; Chinese we hare not. Who will be the first to sot the ball rolling by making arrangements for introducing coolies into the seacoast region of the State ? Characteristics of tine Coolie. The following is an extract from a letter written to a friend in Charleston in 18C6, by an American gentleman of high charac? ter, then living in Havan?. It ia olear and to the point : "I have spoken to several intelligent plan? ters (sugar,) who have' for years employed on thoir estates Chinoso in connection with ne? groes, and the information I give you you may rely on. Ia getting tb em it is well that they should bo between the ?g?s of 18 and 23 years, and from the country agricultural districts in preference to the cities.' Most of them can read and write, and many of them aro quite well educated. They are quick,' intelligent and (..leanly, have bat once to be told a thmg, and bave a remarkable facility for learning trades. They are strong and will do as much labor ?a ?i negro her?. Some few planters employ them sxolusively on their estates, and raise more sugar than those employing an equal number of negroes. These, however, generally stimulate them, by dividing among them a small per? centage of the proceeds of the crop. They ire very docile. Their introduction bas been irontable on the island, and those to whom X lave spoken (all planters and some Ameri? cana, ) think they will also do well in the South? ern States.
