I would be pleased if Alderman McKinlay (who had just started to speak) would let me have the floor. McKinlay sat down, aud Alderman Geddings proceeded to say, in a great many words, that ho had seen tho call for a meeting, and since his arrival had learned that it was fora specUl purpose, and therofore thought it inoumbent upon tho Mayor to state its object, and what ever the business w?s he wanted it attended to at once and bo done with it, so that all could go homo. The Mayor. You express my views exactly. The objeot of the meeting is to give notico of the time for holding an election for city officers. McKinlay, colored. There has been an or dinance passed declaring all offices vacant, and with the view of filling them I have prepared a resolution, which I now propose to offer, but as my eyesight is bad, I hope I'll be exoused from reading it. Tho- resolution, as follows, way thon hucrtMt to the clork, who read it : Resolved, That a special meeting of the City Couucil be held ou Tuesday evening, the 6th of of July, at 8 o'clook, for the purpose of elect ing officers for the various offices vacated by an ordinance ratified on the 20th of May last, and that his Honor the Mayor is hereby re quested to give ten days' previous notice in the city newspapers, as is required by an ordi nance. Howard, colored, rising. I second it. Alderman Geddings. I hope before the reso lution is put the ordinance referring to the subject will be read. The ordinance was read by tho clerk. Alderman Geddings (substantially.) May I now ask if it is proposed to go into an elec tion on that ordinance ? Section 8 of this or dinance provides that five days' notice must be given. As the provisions of the ordinance were not carried out by Council this soction is a dead letter, of no uso at all, and that as the third section is an integral part of the ordinance, and it has failed, the whole ordinan.o has failed. Tho Mayor. Tho question is now before you for your expression of opinion upon it. Alderman T. J. Mackey (sub3iautially.) I differ with Alderman Geddings, and I regret that ho did not prosont his rcasoas for his con clusions, in order that I, in a iditioti to my owa, may prove by his that ho is not wariant cd iu the assertion that tins ordinance is dead. Tho ordinance ot May 10th provides that all oificos be vacated, and we have, therefore, the right to fill them at pleasure. This ordinance repeals thai of Ootober 8, 1S05, under which elections to fill offices wore held; in this that tho ordinanco of 1805 provided that no elec tion should' bo held by Council without ten days' notice, and tho present ordinance pro vides that only five days' notice shall be given. The argument of Alderman Ged dings, that we are now without any ordinanco because, as he a-sorts, ono of the sections failed and is of no effect, therefore the whole ordinance is of no effect and Council has a right to make another ordinance, is a novel dootrino in law, practice and sound reason. The present ordinance is antagonistic to that of 1805 and repeals it, aud gives us the right to go into au election on motion, or to fix the time as wo choose. These are my views upon the matter, sud I think them ten ? bio. McKinlay, colored. When I offered that ro so'i'Ation, Mr. Mayor, I done so under the full oonv;ction that all of the various officps wero vaoanf, mado so by this ordinance (at the same time looking all over tho sheet of paper, al most as large as tho main shoot of a man-of war.) It is true, as Aldcioian Geddings says, that a section of this ordinance provides that within five days after tho offices becomo vac int an election must talto place. Tho preceding section vacates the offices. They are diametri cally opposed to each other?an attempt to do two things diametrically opposite to each other. I can't see that the section providing that an election be held within five days invalidates the whole ordinance. The speaker.after getting himself twisted np in the ordroancss of 1805 and 1860, sat down with the remark, " I press its action (the res olution) therefore. Alderman Geddings, (substantially,) I be lieve we have three City Attorneys, and 1 think it would be better to defer action upon this resolution until they oan be consulted in the matter. I am informed by a prominent lawyer, that this ordinance is null and void, and I hope that no action will be taken to night. The Miles House.?We are informed that Mr. G. W. Parker, a Northwestern capitalist, has appointed ai r. T. J. Mackey his attorney, and empowered him to treat for a lease of tbo Mills House, which he proposes to open on the flrst of November, in a stylo of elegance never excolled, if over equalled in our city. The house is to undergo many important ohanges so as to adapt it to the most modern require ments. Elevators ore to be constructed for tho more convenient access to tho various upper stories of the building. The barber shop is to be a branch of tho celebrated Phalon's of New York, while the appointments of the bar will bo in keeping with the genoral style of the house. The Chops in EnaarrrcLD.?An esteemed correspondent sends.us the following report of the condition of the crops in Edgefleld : CroDS backward. Corn, of which there is less planted than last year, looks well. Cotton stand bad in gray lands, from this latitude up. fair in red lands, from this south; fair but lato. Some cotton is dying out yet. The back ward spring and defective stands will shorten the crop; but the heavy use of fertilizers, with fair seasons and u late fall, will probably bring the crop up to last year's. With cotton at twenty cents you can never convince planters within five miles of a rail road depot that they can raise all the corn they need cheaper than they can buy. Tho Grand Jury visited tho Jail, and Pound that building in a cloanly and satis factory condition; the food of tho prisoners was ex ?unnod. and fouud of good quality and in s?u.o variety, and the rations ample. TJie> recommend that the colls in tho tower be hood wit h boards to prevent dampness, and, as a sanitary measure, that the lower rooms be whitewashed at least once a month during the summer, and the upper rooms as often as may bo neoessiry for cleanliness and the health of the inmates. They aho recommend that the Sheriff be authorized to furnish the rooms with bunks tor the acoouimouV ion of tho prisoners. I i'hey would suggest that tho prisoners be al lowed the use ot the yard for one or two hoars during tho day, if, in tbo judgment of the Sheriff, it can be done without clanger of es cape. vagrants. Sevoral yonng parsons, males, are now con fined in jail under a charge of vagrancy, who are entirely destitute of clothing. Decenov re quires that they be provided with suitable lothes during their confinement. The jury recommend that tho County Commissioners be invested with authority to apprentice out pris oners of this character, so that tho public may be relieved of tho expense of their maintenance. the fireproof building Was found in good order.
