Imagine his feelings at the sudden depreciation of his movable property. ?Tho New York papers say that an Amazo nian boat race came off in New Jersey Wednes day evening. The boats were light Whitehall skiffs, painted the same colors as the dresse j of their fair crowa, by which they wero desig nated. These were red, white and blue. There were three of them, all tour oared, with male coxswains. At the start, the Cygnet shot ahead, and elated with their success, the creiv broke out in crieB of exultation and merry shouts to their competitors, as : "Throw us a line, Sue, we'll tow you;" ''Hurry up, Lizzie, or you won't get any strawberries;" "Come on, girls; what are you-hangiog back for?" inter spersed with morry peals of laughter that soon exhausted their breath, and cause them gradu ally to lo >e tlioir handsome start and to come in last in tho race. Tho prizes consisted of miniaturo oars of gold, bearing inscriptions of the date of tho raco, oaoh member of the vic torious crow reoeiving ono. ?The new giant blasting powder is exeiting great opposition among the miners in Cali fornia, who assert that its fumes ere more noxious than those of ordinary gunpowder. But tho other advantages of the giant powder are manifest. It has five times the explosive forcp of gunpowder, and smaller drill holes are sufficient. According to a trial recently made, it appears that at the current rate of wages it cost $5 39 a ton to extract quartz rock with gun powder, and $2 09 with giant powdor. The mine o?vnors are, therefore, highly pleased with the new powder, bat the drillers and blasters are opposed to it, and in Nevada have organ ized an extensive strike, refusing to^wcrk for mine owners using giant powder. Under these circumstances, the mine owners have made ar rangements for the more extensive employ ment of Chinese laborers. The giaut powder, although opposed by tho miners, will increase the demand for their labor, as many mines how closed on account of the expense can bo worked at a profit. ?Only a very small fraction of the capacity of the telegraph.wire is yet availed of by any in strument now in use. Tbe cuirents of elec tricity pass more rapidly and frequently than any present human means can employ in the transmission of signals. But a new pystem has b?en well nigh perfected, which multiplies to an immense extent tho present rate of trans mission, and which ia likely to work a great revolution in tho business of telegraphing. Already a rate of from five hundred to ono thousand lottera a minuto have been attained; and it is believed that this can "be increased, by improvements in tho machinery, to two thou sand Jettera per mu-Ut?. If this is realized, and thcr- ia no reason to suppose it may not be, the only question being that of tho power of human ingenuity to avnil itself of tho ca pacity of tho electric current, tho telegraph companies will bo able to transmit dispatches for about the same price that the poatoiTiee now charges for postago on letters. The real expense nnd delay will bo simply in reducing the massiges to wr.ting. ?Mr. John Stuart Mill, arguing iu his now booli on the Subjection of Womon, that women possess a moro rapid insight into character than men, and that their vocation for govern ment is conspicuous, says that it is especially true if wo take into consideration Asia as woll as Europe; and then follows a curious bit from his own observation. If a Hindoo principally, he remarks, is strongly, vigilantly and econom ically governed, in three cases out of four that principality is under a woman's rule. "This fact," adds Mr. Mill, "to mo an ontirely unex pected one, I have collootod from a long official knowledge of Hindoo governments. There are many such instances; for though, by Hindoo in stitutions, a woman caunot reign, sho is the le gal regent cf a kingdom during the minority of tho heir; and minorities aro frequent, the livos of the male rulers oeing so often prematurely terminated throu.'h the effoct of inactivity and sensual excoases. The main question was as to a legal delivery of the pardon; whe ther tbe delivery to the marshal was a delivery to Dnpuy, and placed tho matter beyond the control of President' Grant. It had been con tended that when a pardon bad received the signature of the President and the seal of the State Department it was a completed act, and had passed beyond the power of revo cation, but he (Judge Blatchford) did not think so. The political contest in Virginia is grow iag exceedingly warm, aud the people are apparently aroused to the necessity of mak ing a desperate struggle to avoid being sad dled with negro rule in its most offensive form. The main ohoio3 is between the in famous Underwood constitution, with Wells as Governor and a negro as Lieutenant Governor, and the expurgated constitution, with Walker as Governor. If the expurga ted constitution be adopted, tho people will be rid of the obnoxious clauses relating to disfranohisemeat and the test oath. With out these it is bad euo" Walkor, a Northern ma' will have ^Governor wv , servative and law ab? '. " eu un. it1 true that the people : against the constitution; but it is not likely that this extreme stop will be taken. The most prominent men in the State adviso tho people to vote for Walker and the expurga ted constitution,.and it is known that Gen eral Lee?in himself a host?recommends that this course be pursued. It is urged that the Walker movement is the work of politicians who are now shelved, aud who desire a return to political life If this be the truth, wo see no evidence of it in the columns of tho Virginia press. On. the contrary, the loaders wbom the peo ple truat?mon of the sword as well as mon of tho robe?are nearly unanimous iu ex horting them to give alltheir time and en ergy to securing the adoption of the amen ded constitution and the election of Mr Walker. Virginia, with her largo white popula tion, may bo acting wisely; the Old Domiii ion, confident in her white strength, miy venture what this State cannot, Thed.iuger of compromise measures is nit felt at the moment of their acoeptauce. When the 6th of July is past, and the constitutional election is over, other and graver qu23 tions will arise; aud if Virginia, following Btill a compromise policy, r?solves to elect even one negro to office, for tho sake of securing the electioi of an hutidred white men, tho Mother of States will havo sealed her own ruiu and made certain, for years, the moral and political degradation of her people. New Telegraph Lines. We learn from the Montgomery Mail of the 18th inst., that a powerful company is organized and will commence operations at Tin early day toward building new telegraph lines between Washington and New OrleauB, to connect, with lines now undor construc tion in the North and West. Theoompany, we uuderstaa 1, is compos ed of men of ample means and experience as engineers and telegraphists in the North, and uomn of the mist nocive aal prominent men iu the South. It is understood that tho new lines will be built and worked as part of the cheap postal system now attracting bo much pub lic attention, and that tho new company Will make use of all the latest inventions in telegraphy, such as the compound steel and copper wire, so superior to all other in power, and of such strength as to require but twelve or fourteen poles to the mile, in plaoe of thirty to forty, now used with the ordinary wire. The Brooks Insulator, which economises the strength of the current from ten to forty per cent., will also b? used, together with the new "double transmitter," by which messages can be sent both ways on the same wire at the same time, thus doub ling the oapacity of tho line. We see no reason, with the improvements referred to, why the new company should not be able to furnish telegraph facilities at oheap rates, and we earnestly hope their efforts towards this end will be successful.
