ENROLMENT OF THE MILITIA.-In accordance with caders received from Governor Scott, the Adjutant-General of the State has instructed the census taker of this city to enroll all the .cit ?zens of this county between the ages of eighteen and forty-five years. There are two form? for abo enrolment, one embracing all between eighteen ?nd thirty years, and tbe other those between thirty and forty-five years. There is to be no exoeption whatever in the enrollment, ?nd all who desire exemption ?re required to apply tb the Adjutant-General's office, Columbia. We are informed tbat the proprietor of the "AdgerBoilding" hare agree! to frire np, for the parp?se ol building an opera boneo, nearly two-thirds of the area of that immense build ino;, including an outrance of fifteen feet on King-street. The value of the portion of tho buddins; to be devoted to thin object, for rent ing purposes, ie estimated at $20,000. In addi? tion to which, he is willina; to expend the sum of 920,000 cash, makins? $40,090. The cost of the proposed opera ho ase will be $80 000, the value of that portion of the building tobe taken for this object is $20,0X), making $50,000, of which amount the projector is willina; to as some $40,000, as above, provided that the citi? zens, merchants and business men contribute the balance, viz: $10,000, ?o be paid OD the completion of the opera house, say abont 1st of November next. We earnestly bope that this amount may be raised, as the citizens of Charleston may never have agaiu so good an opportunity of building a theatre at so small a cost to themselves. The -plan of the opera house will combino the best features of Waliack's Theatre on Broadway, and of the Fifth Avenue Opera House, New Yoik; following mainly tho plan of j tbe latter, whioh is the gem of all the small theatres in this country. Our opera lieras e will contain orchestra chairs, parquette, balcony seats, dress circle, family circle and .galleiy, wi h a handsome proscenium and four prof ce Diam boxes. The ceiling and walls will be handsomely frescoed and decorated. There will be an elegant drop curtain and stock scenery, &c., ?cc, making it altogether, by far, the most attractive little theatre in the whole South. Its capacity will be from ton to twelve hundred seats. Charleston possessing an opera house of this description, would attract the best troupes in the country, to give short seasons of Italian Op:ra, Qerman Opera, Opera Bouffe, English burlesque, spectacular pie:e3 and tho legiti? mate drama in constant succ?s sion. The advantages of this underlaying to I he bu? siness of this oity by making it more attract i ve, can hardly be estimated, while it will give tho first great impetus to the value of real estate. The erection of this opera house alone will do more to attract the attention of capitalists who desire to make investments here than all other efforts made therefor. We are also informed that a oom mit tee of | prominent morchants has been organized to go among tbe basin eas men and citizans gene? rally to raise the ten thousand dollars required. If raised, the theatre is a fixed fact, and will be completed by tbe first of November. Hr. Chadwick, we understand, is willing to obligate himself to return to the subscribers th) amount au been bed by them in case the build? ing should, in the next ten year*, be diverted from the purposes for which it will be fitted np. Mr. Chadwick hat already caused his ten ante to move ont of that portion ot the buti? ng necessary for building the th sabre, and has obtained the plans and specifications. The latest improvements in theatres and ope? ra houses at the North have been examined, and he finds that the work cannot be credita? bly done except at a coat of $10,000 more than he had designed or is willing to expend for tbe purpose. The advantages of tbe whole plan are so great to oar oily t lat we oannot donbt the su?oess of the movement. The money is not to be paid down by snbscribers until the build? ing ia erected, and if the committee cao, to? day and to-morrow, secure tbe $10 OOO requir? ed, the work of building the opera house will begin on Monday morning. THE POET BOTA? BatLBOaP.-Tho Augusta Chronicle of yesterday has another article in regard to the Port Boyal Railroad. It says that the New Yorkers who now control the company proposed to build and equip the toad if the Georgia Bailroad would take it in charge, when completed, at a valuation of $3,000,000, guaranteeing a dividond of six per cent, on that amount. This was considere 1 by Judge King and Directors Sibley and Jones, of the Georgia Road, and one of the two gentlemen last named signed the contract. Judge King, however, refused to concur in the agreement, and made a counter proposition, which was that the road should be built for cash, and that for every ten miles finished, the Georgia Bailroad would subscribe thirty thousand dol? lars to the stock of the company at par, until three hundred thousand dollars had been sub? scribed. Then, when the entire road is con? structed, and ibe docks and % gram elevator I built at Port Boyal, that the Georgia Road I vfo?% subscribe au additional ..hundred thou? sand dollars-making in all oar hundred thousand dollars. The Chronicle says: Mesare. Flannigan and Browne accepted this proposition and signed it, subject to tbe ap? proval of their associates in New York. I", was also signed by tbe Geoigia Railroad commit? tee, and may now bo regarded as a finality, fer no objection is anticipated from the other par? ties yet to be consulted. Mesera. Browne and Flannigan lett for New York last night, and, obtaining the ap roval of their associates, will retaru withii thirty days to commence opera? tions. Tho road trill first bo graded and the track laid immediately from the depot cf the Georgia Hoad to Sand Bar Ferry, where the bridge will be built across tbe Savanuab. This is to be done in order thal rock and other ma? terial may be brought down the Uccrgia ?jad and carried through to the river, so that the bridge may be constructed before tho waters are swollen by the next autumnal rains. Tbe contractors agree to have the road finished from Augusta to Port Boyal by August of next year. When thu has been accomplished, two lines of steamships will be immediately estab? lished, one ranning to New York, th? other to Liverpool. We must coDfess, tbat to us the whole af? fair looks very mach like moonshine, and in? deed tue following paragraph which we take from the Augusta Constitutionalist, of yester? day, squints unmistakably in that direction : The Chronic lo and Sentinel, of yesterday morning, announced that contracts were exe? cuted on Tuesday whiob would insure the com? pletion of this road within the next twelve months. This statement was made upon pro? fessedly reliable antboritv. We have been autbonzed by Colonel G. P. Elliott, of South Carolina, one of tne original projectors of this line of road, and a number ot tbe Board of Di? rectors, to state that no such contracts have been consummated. The matter is in treaty with Northern capitalists, but no definite ar? rangement has yet been concluded. Colonel Elliott also informs ns that the parties-Messrs. His letter rel using to qualify was presented to Council at a meeting held on May 4, and was received as information. Mr. Voigt, while in Council, was a straightforward and moderate man.
