Modern journal ism, like its sister institutions-the postal system and the telegraph-gives to the pub lio advantages out of all proportion to the money value at which they are rated; and the man who buys a good newspaper, avails himself of a privilege, tire extraordinary cheapness of whioh he ca i hardly appreci? ate because of its habi ual enjoyment. The advertiser, likewise, who makes known his business through tho columns of a journal circulating widely among all classes, ought to understand that he thereby secures tho richest possible return for the trifling sum he may have inveBteJ. In both cases, thc customer gets his full money's worth many times multiplied; and the assumption that there is any obligation whatever in either is simply preposterous. The terms "patron," and "patronage" as applied to tho readers aud business of a newspaper, are still used by some country editors; but have long since been repudiated by all journalists who aro mindful of the true position and dignity of their calling. Nor is it in its relations to individuals, only, that the newspaper is a source of consinut benefit. A live, enterprising and progres? sive journal likewise gives to the city in which it is published au advantage, thc im portance of which it would bo difficult to ever- ' rate. To thc outside world, the daily pa per has grown to be the unfailing index by whioh the community, of which it is Bure to be in some sort tb.-J representative, is judged. The life and energy of the little world it illustrates seM?ift fail to bo faith? fully reflected ia its news columns; while the array of its advertisement, to the practiced eye, is an unerring gauge of the shrewdness, activity and prosperity of its business mon. It is clearly, thea, the in? terest of every city that aspires to commer? cial advancement to give to its newspapers such a support as will enable them to keep as far as possiolein advanoe of the times, constantly enlarging the sphere of their usefulness, ^and ever taking the lead in every nc ut .. f development and pro? gress. Cincinnati and South Carolina. We print, this morning, the principal epetohes delivered before the City Council of Cincinnati, by the representatives of this city and State, in explanation of the ad? vantages of what is known as the Blue Ridge route from Cincinnati to Charleston. These speeches comprise the sum and sub? stance of all that can or need be said in re? gard to the route which makes South Caro? lina the highway, and Charleston the ex? porting and importing city, for the vast trade of the West. The work is one upon which the ablest minds of the State have been engaged for more than a quarter of a century, and we know now that a decision by the city of Cin Cincinnati in favor of Knoxville as opposed to Chattanooga would give ns all that has been Bought so long, and make profitable thc millions which have already been laid out in the mountains and upon the valleys of theil ut- Ridge Railroad. According to private advices which we have received, the City Council were toc?me to a volo yesterday, but up to the hour of thi? writing the result has not been made known.
