WOUNDED WITH A BRICK.-CheBsley Baker, colored, was arrested yesterday, tor indicting a severe wound with a brick, in tho side of the head of Robert Allston, colored, in Church street. They had a set-to, and Baker to settle the matter, resorted to the modern material ot street warfare. VAGRANTS.-The following colored men were sent to jail yesterday under commitment of Magistrate Mackey for vagrancy: George McIn? tyre, Joe Burdoo, M. .LaptiBto, Peter High grass alias Brown, and Jacob Butter. McIn? tyre had swindled "a man and brother" out of $16 by the strap game day before yesterday. J. The ubiquitous reporter of THE NEWS was fa? vored last night with an interview with Alder? man Collins, well known in Council as the hurler of sarcasms and quiddities without num? ber at tho heads of the Mackey party. Alderman Collina was not in tho least exoitod, although not long before ho bad bad a maa arrested for calling him aliar and threatening to kick him, not to mention another trifling difficulty with a brother Alderman, during whioh the, pretty talk characteristic of the present Board of Aldermen was liberally indulged in. Alder? man Collins, nevertheless, was as cool as a concentrated cucumber, and lel&ied a horrid tale about Alderman T. J. Mackey and the dis? tribution of tbe spoils. He said that T. J. called on him and told him that under the present SUto Constitution a man could bold half a dozen offices, if he could get them, and the plan Wac for every Alderman to have at least ons o? the beat city offices, either in his own name or that of a near friend. This rather staggered the curi? ous Collins. X. J. then went on to say that Collins was to be City Apothecary and Flour Inspector. But the picture was too hi.i btv colored. Collins, shocked and pained, said to T. J.: "Why, Mr. Mackey, ont of those two offices, I could make $8000 or $10.000 a 3 ear." "Even so," quoth Mackey. The Mayor said that the bill to declare va? cant certain offices, for the ratification of whioh Council had met, was in a peculiar con? dition, "as it waa not in the form of an ordi? nance aa was required by the rules. No motion had boon made to have the title of the bili changed to au ordinance, and it came before Oounoil aimply as a bill. He would only state the facts and leave the decision of what should be done in the hands of Council. E. P. Wall (colored) asked whether the title of the bili could not be changed to an ordi? nance. The Mayor said that this would be regular, and Wall - "sweet Wall"-moved to change the title to an ordinance. This brought to his feet Alderman Geddings, who said that the bill might be ratified, but thc ratification when done would amount to no? thing. It was too late now to go through tho form prescribed by the rules, and he there? fore moved to lay the bill on the table. He would then move an adjournment of Coufioil. The motion to lay on the table was lost ayes 5, noes 9. Alderman E. W. M. Mackey said it was evi? dently tbe intention in reading the bill a third time, ordering its engrossment and calling a meeting for its ratification, that the form of changing the title should have boen complied with, whether a motion for that purpose had been made* or not. The vote by which it was engrossed might be reconsidered and' the necessary order given. Tho Mayor said it had not boon done, he supposed, through inadvertence, and he only wanted to seo whether tho dilemma could be got over in a parliamentary way. A scattering discussion followed, during whioh it beoame a question whether Alderman Geddings had risen before a motion to chango the title had been seconded. Alderman Greene said, with much vehemence, "It was not seconded when the Alderman arose." Hollo? way, colored jumped up and said with equal emphasis, "I say that it was." Alderman Geddings took the floor, and con? tended that tho title must be regularly chang? ed according to the ruie*. The meeting was held to ratify "a bill,' and not "an ordinance," and he boped the Mayor would hold Council to that point. He said that the Council had made itself the laughing stock of the community, and he did not wish to see the exhibitions of the previons evenings repeated. Let us ratify the bill, he said, and go home. Alderman E. W. M. Mackey moved that the ordinance be ratified. Alderman Cunningham moved that Council adjourn, subjeot to the call of the Mayor. This motion was temporarily withdrawn, and Alderman E. W. M. Mackey introduced the fol? lowing, which was adopted : Resolved, That the jury list prepared by Council, having been posted, in conformity with the law, for ten days, be and the same is hereby accepted as final, and that the Clerk of Council be required to transmit a certified oopy of the same to tho Clerk of tbo Court of Gene? ral Sessions and Common Pleas.
